[COMPLETE] Saving the Buffalo Act of 1981

Zachary Goldman, Kansas (R-L)
Earlier this year, we received alarming reports that - for reasons unknown - the population of
bison bison, the American buffalo, has dropped to alarming levels. The population is too low, yet still higher than the late 19th and early 20th century when visionaries and entrepreneurs - among them President T. Roosevelt - saved it from extinction. Conservationism was once a great cause in this nation, one which fell into obscurity with the hardships of the 1930s and the period from then on. I feel we need to renew it, lest we lose both crucial biodiversity and the ecological foundations of our economical system. In order to take a first step in this direction, I have decided to propose a first bill to start the initial stages to save the American buffalo. The soil for this project is, I hope, fertile - the present Secretary of the Interior is a well-reputed conservationist, and the Vice President himself has expressed concerns in this matter.
In the words of the aforementioned President Roosevelt: "
Conservation means development as much as it does protection. I recognize the right and duty of this generation to develop and use the natural resources of our land but I do not recognize the right to waste them, or to rob, by wasteful use, the generations that come after us."
This bill legislates the following:
- Instituting tax breaks for all agricultural businesses which raise pure-blood buffalos as cattle for human consumption, in order to provide an incentive for the industry to grow and the number of bisons raised as livestock to increase.
- In addition to this, further tax breaks will be granted to Native Americans who engage in said industry within the nation's reservations, to ensure that the long-standing traditions of our indigenous population will be preserved as well as the bison itself.
- Providing a credit from the federal treasury to the Windcave National Park (South Dakota, founded 1903) and the National Bison Range (Montana, founded 1908), for the local wildlife authorities to use in improving their facilities, which are crucial to the bison's conservation.
- Allocating one credit as an initial cost for re-founding the American Bison Society, disbanded in 1935 at a time when its work was assumed to be completed. This Society will allow for nation-wide work to be done in cooperation between local and federal authorities, ecological researchers, and concerned citizens.
Any and all proposed amendments are welcome, ladies and gentlemen.
