Sign ups go live on February 5th, 8 pm GMT.

I would like to have all the Great Powers filled and a majority of the secondary powers filled. Requests can be made for other countries but I would like these to have first priority.

I'd say Japan is a secondary in 1898. And we definitely need Russia.

Sue me, I really like navies, so this is the obvious choice. Willing to take other naval powers though, like the US or Japan, if someone else really wants Britain.
