I'd say Japan is a secondary in 1898. And we definitely need Russia.

You might consider Portugal as somthing to list under Secondary powers.

Sue me, I really like navies, so this is the obvious choice. Willing to take other naval powers though, like the US or Japan, if someone else really wants Britain.
