Re-adjusted 1898 stats up for review

The following stats were worked on by Seren & myself, then reviewed again. The main goal of them being to more accurately represent colonies and colonial empires that were under represented in the original stats. Adding various bonus's to powers allow for game play to be expanded in a way that makes it worthwhile to hold onto/ and acquire colonies. These bonus's as always, are a target of opportunity for nations at war with one another. Adding more of them, and detracting from the magic money of 'Economy' is a way to broaden the possibilities within the game, and more accurately represent incomes & economies.

Below is a change log along with the stats. What is asked is that players look them over to gain the big picture of why these adjustments were made. We ask that you consider the time period, events thus far in-game, and historical predispositions while viewing them. Your constructive criticism & comments are welcome, as it is our aim to have all players agree that these changes will better suite the game, and it's quest for accuracy. None of these changes will be made, if players cannot agree on them. Myself and Seren are more than willing to discuss reasoning for any altered stats in order to facilitate the process. As GM, If Dr. MoO PhD is satisfied, he will then confidently be able to implement them into the game.
Changelog:
Generally fixed math on credit income where errors occurred, Dr. MoO PhD’s & Scorp’s spelling and grammar too fixed by Seren.
Broad intentions: make colonies worth having and fighting over for their bonuses, make most national incomes more vulnerable to disruption by making credit income more bonus-based rather than economy-based.
Updated the various major conflicts of Chinese Chaos and the Greco-Turkish Crisis to the involved nations.
Reduced British colonial upkeep by 40 (still easily the highest in the game) due to British Empire ‘responsible governments’ being represented consistently. Put in stats for these ‘responsible government’ nations in the British Empire. Added Australian Wool resource to Britain.
Added Algerian agriculture, Congolese tropical wood, Chadian cotton and Malagasy corvée to France’s bonuses, so that they gain some benefit from their imperialism.
Reduced German economy -30 in accordance with the data spreadsheet, but added colonial bonus resources (Togoland cacao and Tanzanian coffee) for the colonial empire. Added rent payments.
Added Danube tariff bonus to Austria-Hungary, corrected rent payments.
Corrected math on Republic of China income.
Added Trans-Siberian Railroad and Russian Grain bonuses to Russia. Fixed deficit malus, as it was inconsistent with the game rules
Italy: Added colonial bonus resource (Eritrean precious metals).
Fixed Sweden-Norway’s income to account for the rent paid by Germany and Austria-Hungary.
Added Aceh War to Netherlands conflicts.
Japan: Added colonial bonus resource(Taiwanese Sugar)
Reduced Japanese economy by 2, in accordance with the spreadsheet.
Lowered America’s Colonial upkeep by 10
Re-Raised British Empire upkeep by 10(To stay consistent with relative size of other colonial powers and upkeep, while acknowledging responsible governments.)

So I used http://www.diffchecker.com to check through things. Here are my takeaways:
  • I generally disagree with the idea that all the Great Powers should have higher incomes right now. Mainly because most of them are involved in huge projects and schemes. If we took away the deployments and returned to game-start, their incomes would look like this:
    • USA - 246
    • UK - 157
    • France - 114
    • AH - 132
    • Russia - 124
    • Italy - 124
    • Japan - 85
    And they're all much higher than their game-start conditions. The balancing between them isn't even the same as game-start.
  • Germany's the only country that took a nerf, everywhere else the things that have been added seem to have been designed to offset things players have done.
  • I think I disagree with nerfing Germany anyway ("economically" accurate or not), because credits aren't a linear model, but an abstract measure of "ability to do things", and their ability to do things should be on par with the other Great Powers.
  • I'd argue against reducing US colonial upkeep costs, purely because they're new colonies and full of fighting and unrest right now.
  • I'd check a clarification from Dr. MoO PhD before reducing UK colonial income - it should probably be around these levels normally, but balance-wise, considering things like the Boer War and chaos in China (which has included "non-China" parts like Shanghai and Hong Kong), it's possible a case could be made that the upkeep should be temporarily higher. Or keep it at the new level and tack more onto Chinese Chaos for nations with a bigger role in China, and things like that.
  • China needs it's railways-to-Russia bonus in its own stats.
  • You left my beloved Mexico out of the player stats ;___;
The NPC stats are all good tho.


EDIT: for the record, I think Germany's income would be 98. As low as it is now, and much lower than at game start.

Addressing Huojin's observations:

The main reason higher incomes have been sought out is due to the fact that within about 5 turns from now, chances are most players will likely run out of credits. Especially if there is any sort of large conflict. This is of course more true for smaller income nations, yet larger powers will be just as ham stringed. These however could be perhaps adjusted again to match the original game start, and its degree of variance.



As for Germany taking a nerf. Personally i agree, that it is too much of a nerf, and should not be the only one taking one of this size. As i have brought my Steel bonus up from +25 at game start along with other investments which should make the income much higher, even after it was re-done. Like you say, going by this my 'ability to do things' as a great power would be very little in the grand scope of the game. 98 for income would sound about right.

The decrease of US colonial costs should perhaps be reversed after what you pointed out. Increased again by 10 as to un-do the decrease.

As for the UK, i can see adding a bit more Chinese chaos to balance the colonial income.

Okay, so this is my attempt at an adjustment.

So my changes/proposals are largely rooted in what was one of the most successful long-running games our community has run in its long history - Patton’s Game II, 1936. The key factors as far as credits go are starting income (which is usually high) and turnly income (which is usually lower). This can be rebalanced as GMs prefer, but as we’re already 4 turns deep it’s a little late for that. In any case, I’m working with that kind of balance in mind.

My changes were also based heavily on looking at the game-start situation, and with people’s actions added on top of that, to try and give an idea on what things would be like if we’d started with different stats and still ended up here. The upshot of this is that some people might be surprised by their income levels, but they're all generally higher. The sole exception to this here (and I hope it won't be viewed as biased somehow) is America, which is here the only nation to really take a nerf because it needed it. However America is still comparatively strong compared to the other nations - I have attempted to place them around third or fourth in the hierarchy of Great Powers, rather than leading by a long way.

Another thing I've done (because I think scorp and Seren were onto something but didn't go far enough) is to split up peoples economies and colonial income a little to include a lot more bonuses. Hopefully this makes clearer the need for holding onto some colonies or sphere nations, and perhaps encourages a little conflict and tension. I'd add more, but I can't think of more to add if I'm honest. I'm happy to accept suggestions.

Also fair warning, this is will be the first time anyone else has seen these, so they've not been pre-checked by a second, fresher pair of eyes for "stupid shit". Happy to alter things based on this.

Oh, and I fixed a bunch of maths, spelling, and formatting errors that weren't caught last time.

You forgot to include the updated RGs in your stats, Huo, but I guess that wasn't the point. Even if you added a tiny change to Australia, it's still grossly inaccurate. :P

Just a quick adjustment to mine. Cameroon rubber and german steel should be at 15, and 45 respectively. I understand you tried to add another bonus with turkish railways, but it does not make sense to do so as i never approched trc on any railway projects. Maybe pick another colony instead to add a ten bonus too, instead of returning the +5s, either way works

I changed the balance deliberately. I'm not 100% on bonuses like German Steel in the first place, but as long as they're there, I'll try and balance them. And Turkish Railways should stay because Germany had been investing in and building railways in the Ottoman Empire since pre-game. Just because you've not done more with TRC doesn't mean they don't exist, aren't owned by German companies, and aren't run by Germans.

Plus it gives people reasons to get involved in events, rather than taking a hands off approach.

Made some changes to my version:

- Split USA’s United Fruit bonus into two +10 Bananas bonuses - in Costa Rica and Colombia, because the company itself doesn’t seem as major a player yet, and it gives more geographic anchoring to the bonus.
- Reduced Brazilian Rubber bonus to +25 from +30, increased Liberian Debt Servicing to +10 as a result.


I'd change the balance of the German Steel bonus too, but scorp's been investing in it so it seems unfair to change it more. I've tried to conceive of the situation at game start and maintain the same or similar capacity increases that players themselves have cultivated. I'd change Ukrainian Grain and Italian Industry, and add more exterior things for Austria and Japan if I could think of any, but I'm drawing a blank.

Also some word from Dr. MoO PhD on this would be helpful - I know some players are waiting to hear on how these things go before sending their turns (... or tendering bids for my amazing railway :P).

Not sure why I'm on -20 for China when I'm one of the least involved parties. And some bonuses could use tweaking. But broadly, seems better - my main issue with the Responsible Governments not being included is fixed if they're included, so.

The anatolian railway is the only German involved railway I'm aware of before the baghdad one(if you're aware of others, let me know). Anatolia is presently untouched by the war, so shouldn't I at least be getting part of the bonus, rather than 0?

I was talking to someone else about that yesterday, it's a fair interpretation, scorp. Though it does reach as far as Constantinople, so it's arguable that there would be some degree of disruption, what with Constantinople being cut off from the rest of Europe by the battle lines. It depends, essentially, on whether you construe the bonus as being indicative of the value gained from running the railway, or the fact that it connects Germany with the heart of Anatolia. I favour the latter construction, but that's just me.
