1898 United States and Italy Naval Treaty of Amity, Commerce and Navigation


The United States of America and the Kingdom of Italy,

DESIRING to establish a lasting and sincere friendship between the two nations,

RESOLVE to conclude a treaty to these ends, enshrining rules and agreements undertaken in concert

Have decided for these purposes to conclude the present Treaty and have appointed their plenipotentiaries and, having exchanged their full powers, found in good and due form, have agreed as follows:

ARTICLE I
Perpetual peace and friendship is affirmed between the President of the United States and the King of Italy and the citizens and subjects of their respective governments.

ARTICLE II
Where other Powers treat or deal unjustly or oppressively with either Government, the other will exert their influence and standing to render whatever assistance they may be able to.

ARTICLE III
The contracting parties recognise and affirm the relative bounds of maritime influence relative to each other, and pledge neither to violate nor assist in the violation of these areas by the promotion of discontent, discord, conflict, or war.

ARTICLE IV
Any vessel belonging to the contracting parties which, being either stress of weather or want of fuel or provisions cannot reach safe harbour may be granted such in any port of the other party to take refuge therein, make repairs, obtain supplies, and so on, with the expenses incurred liable upon the ship’s master.

ARTICLE V
Any vessel belonging to the contracting parties to be wrecked on the coast of any territory within the governance or control of the other, the other party shall, on being informed of the occurrence, shall immediately render aid and assistance, as well as making provisions as necessary for the salvage of the ship and the preservation of the cargo.

ARTICLE VI
Any hospital ship belonging to the contracting parties shall be exempt from all port taxation, dues, tariffs, duties, or otherwise fees incurred upon their entry into any port within any territory within the governance or control of the other.

The present treaty shall come into effect immediately after the date of its signature.


Concluded and Signed in Norfolk, Virginia, on this 10th day of February, 1898.
