A Call to a Cease in hostilities within Spain

As a European power that holds the well being of the continent in the forefront of its mind, The German Empire calls for an immediate Armistice between the warring parties within Spain, as well as the Canary & Balearic Isles. The terms of which follow below.
- A call for an immediate ceasefire for ALL military units(Foreign Units,Volunteers,Advisers,Support personnel) in Spain is to occur.
-Foreign Military units are to withdraw from Spanish Territory in Europe including the Canary Islands, and the Balearic Isles.
- A Start to diplomatic negotiations for all parties involved in the War with Spain are to begin immediately.
Any nation that provides their signature of support for this armistice, urges the United States, and new government of Italy to use diplomacy to end hostility. This is in sent forth in an effort to ensure stability and peace on the continent of Europe.

Once again, I want to implore Italy and America to recognize, and adhere to the terms of this armistice put forth by the 'Concert of Europe', or risk unintended consequences of your actions in Europe.

- The United States agrees to the call for cease-fire in Spain. In light of the chaotic situation created by Spanish mismanagement we believe that the people of Spain, and not the force of arms, can bring about the political solution needed. However we must remind all parties to this armistice that the United States stands as one of the aggrieved parties. Spanish treachery led to the sinking of one of our vessels. We will withdraw our forces from the Canary Islands, but we call upon the European states to be fair in their negotiations.

The Russian Empire welcomes the statement of the United States of America in agreeing to the call for an armistice. We likewise condemn the sinking of the USS Maine, and mourn any such loss of life.
We would further reassure the United States and all other parties of our desire for a fair settlement to the matter.

The German Empire welcomes, and applauds the decision of the United States to back out of Europe's sphere in the Canary's. Echoing Russia, Germany also condemns the sinking of the USS Maine, such a tragedy shall not go forgotten, and it is indeed something Spain needs to Answer for. We hope over these next few months terms can be agreed upon by America and Spain to make matters right.

The French government thanks Washington DC for seeing reason, and would like to provide our reassurances as to your cause. The majority of our concerns involve the affairs of the Spanish mainland, not her colonial holdings.
We urge the Italian government to heed the call by the Concert of Europe, so we can work out an equitable peace to put this whole business behind us.

Our concern has not been with a justified war between the United States and Spain, but, rather, the attempt at forceful, Bonapartist regime change by Italy against Spain, another sovereign European nation. If the United States does, indeed, depart the Canary Islands and cease their support for Italy's expansionist ambitions in Europe, we do not have an issue.

- Italy recognizes the United State's acceptance of Cease Fire terms, and will support our ally.
- Italy recognizes and appreciates the expressed support for justice in the matter of the sinking of the USS Maine by Russia, Germany, Austria-Hungary, and France.
- Italy recognizes the United Kingdom's brusque posturing, and hopes that they might elevate themselves to the standard of decorum exhibited by their co-signers.

The United Kingdom hopes, in return, that Italy may one day be able to re-elevate itself into the state of a civilised European power; by abandoning efforts to install puppet monarchs on the thrones of other European nations and upset the arrangements of peace which have stood well since the Congress of Vienna.
This being done, there may then be some justification for the Kingdom of Italy to criticise any other Power on any grounds of 'good conduct' whatsoever, which, at present - due to that nation's own behaviour towards fellow European monarchs and complete disregard for the sovereignty of other European nations - is presently, distinctly lacking.
