TREATY OF MONTERREY
The United States of Mexico,
The United States of Central America,
The Republic of Guatemala,
The Republic of Costa Rica,
and the Republic of Colombia,
VIEWING the First International Conference of American States as a decisive step in favour of greater American cooperation,
DESIRING to deepen the bonds of collaboration and cooperation between themselves and their citizens,
HAVE DECIDED to establish a Latin American Zollverein and to this end have designated plenipotentiaries,
WHO, having exchanged their full powers, found in good and due form, have agreed as follows:
I. Barriers to trade such as have been implemented between the signatory parties shall be removed.
II. A unified system of custom and tariff regimes shall be established between the signatory parties.
III. A unified set of weights and measures shall be established between the signatory parties.
IV. Fixed exchange rates shall be established for all currencies utilised, with currency held to a bimetal standard and pre-agreed levels of purity as the preferential currencies for ease of trade.
V. A Customs Advisory Board with representatives selected from each signatory party shall meet every 3 years in order to adjust necessary provisions and tariff levels as required.
VI. Having extensive knowledge and experience in matters of customs unions, the advice of experts from the establishment and enactment of the Zollverein treaties shall be secured.
