United States makes plans for Cuba.

Today the US congress announced that the annexation of Cuba was an error in communications and while it fears just leaving with no proper prep before irresponsible it has begun to prepare plans to be voted on soon. These would include giving limited autonomy to Cuba to govern itself locally and form it's owin defense. If this effort goes well it is hoped within 2 to 5 years a stable government in Cuba could facilitate the full independence of Cuba from the United States.
