Count Agenor Maria Gołuchowski
Minister of the Foreign Affairs of Austria-Hungary
The Austro-Hungarian Empire would like to get an official notice from the Kingdom of Serbia's government to confirm the condemning of the Serbian protesters who are gathered outside the Austrian forts of Novi Pzar, and are currently blocking them from receiving food or equipment. The treaty that gave current sovereignty to the forts was signed willingly by the Serbian government, and thus, all agreements laid out in the treaty should be followed.

Count Mikhail Nikolayevich Muravyov
Foreign Minister of the Russian Empire
It is the view of Russia that, though the grievance of some of the non-violent protesters is understandable, it is incumbent upon the Serbian government to continue the supplying of the forts, and not to hinder the Austrian garrisons. It is also incumbent upon Austria to ensure their soldiers behave reasonably, and thus far, only minor sparks of violence have arisen on either side, despite the unfortunate death of one.
That the Serb people might wish to see all Serbs one day united under their rule in future is understandable - just as the Austrians have become uneasy at the relinquishing of Austrian territory to other powers. However, the maintenance of the agreed treaty, brokered by Russia, is incumbent upon all parties - and mob rule cannot be allowed to trigger a war that would undo the liberation of Europe from Mohammedan tyranny, and play into the hands of those desperate to see a racial war. Peace will be crucial to the rebuilding of the Balkans, after hundreds of years of Ottoman tyrants.

The Kingdom of Serbia will do its part to instruct its citizens to not interfere with the delivery of goods and supplies to the Austrian forts. However, if our citizens chose to utilize their freedom of expression to condemn the Austrian presences in our country, they can continue to do so freely.

So what the Serb government is saying, is that it lacks the capability, or will to restrain its people from interfering with an agreement the Serbian government willingly signed with Germany's ally?
Clearly protesters endangering the well being of Austrian soldiers by blocking supplies goes against the very nature of the signed document.

((So to clarify, will the serbs hold to the agreement and stop the blockades aye?))

The Kingdom of Serbia does not appreciate the German phrase of "restraining" its citizens. Perhaps the German people are kept in restraint by the government. The Kingdom of Serbia will remind its citizens of the deal agreed with the Austrian Empire and will arrest those citizens that interfere with the movement of supplies to and from the forts. However, the Serbian citizens are free to protest Austria's presence as long as they do not interfere with the movement of supplies. The recent war with the Turks has shown us that Austria cares little about Christendom or its neighbors.

The Austro-Hungarian Empire thanks and appreciates the Kingdom of Serbia's actions to cease the disruption of supplies to our forts in Novi Pazar. We hope for further cooperation between our nations in the future.
