News Summary for Late 1970

THE AMERICAS

*Anti-Vietnam War protestors bomb Sterling Hall at the University of Wisconsin-Madison, killing 1 and injuring 3.

*A march in East Los Angeles led by the National Chicano Moratorium Committee against the Vietnam War draws more than 30,000 demonstrators. The police break up the protests, arresting more than 150 and killing 4, including an award-winning journalist for the Los Angeles Times, prompting outrage.

*General Rogelio Miranda and a group of officers rebel in Bolivia, demanding the resignation of the President. His attempt to install himself as President fails when a near-simultaneous revolt by General Juan Jose Torres leads to a merger of the two movements, with Torres becoming President.

*The Front de libération du Québec (FLQ) kidnap provincial cabinet minister Pierre Laporte and British diplomat James Cross. Prime Minister Trudeau invokes the War Measures Act for the first time in peacetime, mobilising the police and military in a massive series of searches and detainments. Laporte is killed, while Cross is released and the kidnappers secure their escape to Cuba - however the crisis harms both the reputation and infrastructure of the FLQ.

*Salvador Allende is elected President of Chile.

EUROPE

*The first ever tunnel under the Pyrenees Mountains connects France and Spain.

*In Berlin, Red Army Faction members rob 3 banks.

*A US Air Force plane is forced to make an emergency landing near Leninakan, inside the USSR. The Soviet Union later releases the American officer onboard, including two generals.

*During a visit to the Polish capital, German Chancellor Willy Brandt falls to his knees in front of a monument to the victims of the Warsaw Ghetto.

*Food price increases in Poland prompt riots, followed by a bloody confrontation with government forces. Soldiers fire on civilians returning to work, leading to martial law being declared.

AFRICA

*French soldiers are killed in a shootout with rebels in Chad.

*The Eritrean Liberation Front kills an Ethiopian general in their ongoing fight for independence. The Ethiopian government declares a state of emergency over the rising tide of ELF attacks.

*Hundreds of mercenaries from Portugal land near the Guinean capital Conakry, prompting them to accuse them of an attack - possibly connected with Guinea's support of rebels within Guinea-Bissau. The Guinea army repels the invasion, and international condemnation is levelled at Portugal.

ASIA

*France conducts its fourth and largest-to-date nuclear test - a 914 kt thermonuclear device, detonated on a remote Atoll in the Pacific Ocean.

*US troops in South Vietnam launch a joint operation with South Vietnamese army to patrol the rocket belts in the mountains near Da Nang and Hue. They establish firebases and fend off repeated encounters with NVA and Viet Cong forces.

*After three months of fighting, Cambodian government forces successfully break the siege of Kompong Tho. The Khmer Republic is later declared.

*Fiji becomes independent.

*The People's Republic of China conducts another nuclear test at their Lop Nur facility.

*The Vietnam War virtually halts as the worst monsoon to hit in 6 years kills nearly 300 and leaves 200,000 homeless.

*As America continues to rollback its involvement in Vietnam, they continue to report fewer and fewer casualties in the fighting.

*An estimated half a million people are killed when a tropical cyclone hits the densely populated Ganges Delta in East Pakistan.

*Yukio Mishima and his right wing followers take over the headquarters of the JSDF in an attempted coup. After failing to convince the public of his beliefs, including restoring powers to the Emperor, his commits seppuku.

MIDDLE EAST

*The Aswan High Dam is completed in Egypt, providing water for irrigation, controlling the flooding of the Nile, and generating electricity.

*In a palace coup, the Sultan of Muscat and Oman is deposed by his son, Qaboos.

*Israeli troops engage in fighting with Palestinian guerillas in southern Lebanon.

*An attempted assassination against King Hussein of Jordan fails, indicative of growing tensions inside Jordan.

*The Popular Front for the Liberation of Palestine (PFLP) hijacks 4 passenger planes from Brussels, Frankfurt and Zurich, bound for New York and London. They are forced to land at a remote airstrip inside Jordan, in direct defiance of the Jordanian government - prompting escalating tensions between the Palestinians and Jordanians.

*Black September: With tensions at breaking point, King Hussein declares martial law, deploying his troops into Palestinian-controlled areas within Jordan. The fighting is swift and brutal, with the Jordanians successfully securing the central cities and preparing to move on PLO strongholds and outlying cities. Through the use of air power, the Jordanian Air Force also successfully drives back a small Syrian intervention force.

*International tensions over the events remain high, with the US poised to intervene (allegedly in favour of Israel or Jordan), and the Soviets prepared to enter the conflict as well (allegedly in support of Syria). Thus far neither side has made a deployment directly onto land.

*Gamal Abdel Nasser dies, and is succeeded by Vice President Anwar Sadat as President of Egypt.

*Egypt, Libya and Sudan announce their intentions to form a federation.

*Hafez al-Assad seizes power in Syria following a military coup within the Ba'ath Party.

News Summary for Early 1971

THE AMERICAS

*A bomb explodes in a bathroom at the United States Capitol. The Weather Underground terrorist group claims responsibility.

*William Calley, a lieutenant in the US Army, is found guilty of 22 murders in the My Lai massacre, and sentenced to life in prison.

*Protests across the USA against the Vietnam War remain intense, with 125,000 in San Francisco and 500,000 in Washington DC taking to the streets.

*Protests grow still larger, when wide scale civil disobedience hits Washington DC on May Day. Tens of thousands camp out in the city, before being confronted by thousands of troops brought into the city to join local police and the National Guard. Soon 12,000 protestors are arrested in what proves to be a damaging and embarrassing affair for the government.

*Government papers are released by The New York Times, composed of a Defense Department study of US involvement in Vietnam. Shockingly, the papers reveal that the US has secretly expanded the scope of its actions by bombing in Cambodia and Laos, coastal raids on North Vietnam, and Marine Corps attacks - none of which was reported - as well as lying consistently to the public over their intentions in the war. Government attempts to prevent publication are foiled by the Supreme Court, and public outcry soon follows the revelations contained within the Papers.

*President Nixon signs into law a new bill, declaring Election Day to be a national holiday.

*Apparently changing tack on NASA and resisting increasing public apathy, the US government reinvests in space industries and the unknowable benefits they reap.

*The FSLN in Nicaragua continue to resist government attempts to crush their insurgency as they clamp down on raiding and robbing activities in urban areas. Meanwhile, rural support for movement and for other anti-Somoza groups remains high.

*Francois "Papa Doc" Duvalier dies from heart disease and diabetes. His son, Jean-Claude "Baby Doc" Duvalier succeeds him as President of Haiti. For life!

*Cuba launches its first Five Year Plan, aimed at expanding its agricultural sector by cultivating new land and improving infrastructure. They also launch a national propaganda campaign to focus the national consciousness on the new plan.

*Cuba receives new heavy machinery from North Korea to assist in their brand new Five Year Plan.

*Fidel Castro departs on a world tour of socialist nations. Starting in Chile, he travels over to Libya, Syria, the Warsaw Pact nations, the Soviet Union, India, Norh Vietnam, and North Korea - giving hours-long speeches in eye-rollingly incomprehensible Spanish everywhere he goes. Except Chile, they understood him there, they were just bored silly. He arrives home in Havana thoroughly exhausted, a champion of global socialism.

*Peru continues its purchase of Soviet-made weaponry and armaments, strengthening the military government’s hold on power.

*Emerging out of the chaotic revolutionary groups of Brazil comes the new 'Unitary Revolutionary Committee of Brazil', attempting to create a kind of popular front. Although it holds potential, it is slow to attract other groups to its banner. Maoists eschew the opportunity to join.

*General Alejandro Lanusse launches a coup d'etat in Argentina, seizing control and becoming President.

*The Revolutionary Armed Forces in Argentina launch an attack against a military truck transporting weapons and ammunition, killing one and wounding one.

*Geoffrey Jackson, British ambassador to Uruguay, is kidnapped in Montevideo. The Tupamaros National Liberation Movement claims responsibility - his current condition is unknown.

*In response to this latest kidnapping, as well as a number of other attacks, Uruguayan President Jorge Pancheco Areco demands and receives emergency powers for 90 days.

*In Chile, Vanguardia Organizada del Pueblo, an ultra-left movement pardoned by President Allende, murder the former Interior Minister in retaliation for the so-called "Massacre of Port Mountt".

*Seventy Brazilian political prisoners are released in Chile.

EUROPE

*Following lengthy preparations, both the UK and Ireland switch to decimal currency.

*The first British soldier to die in Northern Ireland since the 1920s is shot in New Lodge.

*Belgian farmers crash a meeting of the European Economic Community in Brussels by bringing 3 live cows to their protest.

*Breton separatists detonate a bomb in the custom offices of Saint-Malo.

*Deepening its independent nuclear programme, France announces it will develop intercontinental ballistic missiles, reaching new heights of nuclear power. The programme is expected to be complete in Early 1973.

*Following Libyan requests and offers of foreign aid, Malta accedes in part to requests to cease permitting NATO use of the island's airbases. Unable to take such a strident step, they instead compromise by placing declaring that Malta may not be used for launching attacks on Arab lands.

*Chile establishes diplomatic relations with East Germany.

*Strikers in Poland demand the resignation of the Interior Minister. After five days, he resigns.

*Supporters of the Croatian Ustaše organisation torture and murder the Yugoslav ambassador to Sweden, marking the first terror act on Swedish soil by foreigners.

*Following close on the heels of their treaty with the Soviet Union, India announces new investments in Soviet oil and natural gas production, building energy ties between the two allies.

*The Soviet Union begins a crackdown on anti-Semitic behaviour throughout government and society, as well as providing stipends for Jews in important technical fields and positions. They also introduce new personal taxes for persons seeking to emigrate from the USSR to elsewhere, but a little stick to go with all that carrot never hurt.

*COMECON subsidies are increased by Moscow, boosting popularity amongst the recipient nations.

AFRICA

*Across Africa, North Korea goes on a charm offensive - reaching out to Algeria, the People's Republic of the Congo, Somalia, and Tanzania - praising their efforts in building socialism and resisting colonialism, and seeking to deepen ties. Their overtures are welcomed almost everywhere, although attempts to negotiate for greater Algerian oil and Tanzanian grain imports will perhaps take some time to achieve.

*With the help of Chinese technicians, Libya begins construction of its first nuclear reactor, aiming to create a combined power plant/seawater desalination plant. Thanks to foreign technical assistance, the project proceeds quickly, with estimates at its completion in Late 1972. Libya immediately declares the project is solely for peaceful purposes and invites IAEA inspectors - who promptly arrive and announce things look innocent enough.

*Not content with working on new energy sources, Gaddafi declares Libyans must seize control of traditional sources too, nationalising the oil industry from British Petroleum - and putting a serious dampener on Anglo-Libyan relations in the process.

*President Moktar Ould Daddah of Mauritania pays a visit to Tripoli, Libya, discussing developmental projects for the future of Mauritania, as well as generously receiving Libyan military advisers and some small amounts of hardware to bolster their weak military forces. Well-known for his friendly relations with much of the Arab world, Daddah welcomes ever closer ties.

*Following months of furtive meetings in Fort-Lamy, President Francois Tombalbaye announces that a new deal has been reached with Libya towards ending the insurgency in northern Chad. Although opposed by the French (in part out of suspicions towards Libyan intentions), both Soviet and US support and pressure on the Chadian government sees the deal agreed. Under its terms, Chad pledges to continue its current reconciliatory policies, as well as setting a timeline for the withdrawal of non-training and advisory French forces by the end of the year. On Libya's side, they pledge to assist in brokering a peace agreement with rebel groups (whose members will be offered amnesties), as well as expelling and assisting in the pacification of those who refuse peace. Libya also formally recognises the Aouzou Strip as sovereign Chadian territory - a longstanding territorial dispute between the two neighbours - and in return receives a 50% share in a new joint venture company to explore for rumoured uranium deposits in the Strip.

*Hot off the back of the agreement, hundreds of rebels from numerous Chadian rebel groups surrender their arms and take advantage of the amnesty, although the leadership of most continue to wait and see.

*In response to failed Portuguese landings, the Guinean government sentences a number of collaborators to death.

*PAIGC rebels in Portuguese Guinea continue to solidify their hold over large swathes of the country, placing Portuguese forces under ever-increasing pressure. With their troops wholly unable to penetrate large parts of the country and fighting merely to hold onto what little remains in their grasp, the future for the colony looks very red indeed.

*Sierra Leone adopts a new republican constitution.

*While on a visit to Singapore for a Commonwealth conference, Milton Obote is overthrown as President of Uganda in a military coup. Amin announces that the military government will remain only as caretaker until new elections. In the following weeks, Amin declares himself President, Commander in Chief, and head of all the armed forces, as well as suspending parts of the Ugandan constitution.

*Obote takes refuge in neighbouring Tanzania, assisted by President Julius Nyerere. He is joined by some 20,000 refugees fleeing the military rule.

*Flying becomes increasingly dangerous for the Portuguese Air Force in Mozambique as FRELIMO rebels make dents in their air superiority thanks to new AA weapons. Although most planes get away with lucky escapes, the capture of one downed pilot and his public parading caught by journalists dents military morale. The frontlines in the bush war there further entrench, as FRELIMO deepens its control in outlying areas.

*In Angola it is a different story, as FNLA fighters clash with MPLA fighters in ever more frequent and bloody encounters. Cooperating with the Portuguese at various times, both sides attempt to outwit the other. This time, the FNLA deals a serious blow, capturing several MPLA stockpiles - greatly needed since the loss of much Western support. Nevertheless, the loss does not appear to harm the MPLA significantly, with its aid streams remaining healthy and it maintaining its position as the largest rebel group in Portuguese West Africa.

*A peasant uprising breaks out in Madagascar, led by the National Movement for the Independence of Madagascar. Driven to rebel by tax pressures, protestors attack administrative and military centres, but are soon quelled by government forces.

*While giving a speech in Salisbury before white supporters, President Ian Smith of Rhodesia is fired at wildly from the crowd. Bullets streak overhead, stitching holes through the facades of buildings and tearing apart crowded dignitaries on the stage. Screams pierce the air, and security forces make a mad dash for the assailant. All too soon, the attack is over. Five are dead, but to the mournful cries of the black population of Rhodesia, Ian Smith is not among them. Security forces apprehend the attacker, apparently a white ZANLA sympathiser.

*Hot on the heels of the failed attack, ZANLA launches a new incursion from bases across the border in Mozambique, inflicting a number of losses on Rhodesian security forces caught unawares. In response, the Rhodesian government begins sanctioning cross-border incursions, strike at insurgent base areas before attacks can be launched. The strategy proves a success, resulting in increasing border security cooperation with Portuguese authorities.

*The introduction of mine warfare becomes the centrepiece of fighting in Namibia as SWAPO and other groups attempt to evict the internationally unrecognised South African occupation. Tens die throughout the first half of the year, with more injured and many vehicles lost.

*The International Court of Justice reverses its decision not to rule on the legality of South Africa's mandate in Namibia, and states that its continued existence was illegal. Furthermore, the court finds that South Africa is under an obligation to withdraw immediately, or UN member states would be compelled to refrain from any political or business dealings which imply recognition of South Africa's claim.

*South African authorities capture arms and supplies bound for Umkhonto we Sizwe rebels. They identify them as being Soviet-made, and level the claim that the USSR is arming rebels within their country.

ASIA

*In a stunning move towards the normalisation of relations in the Korean Peninsula, after high level talks the announcement is made that the family reunions will be permitted to take place where the war has divided them. The joy at these events is thick in the air, with some hailing them as a triumph of diplomacy and unity of the Korean people, while others look on with suspicion. And who can blame them, considering how fresh the 1968 attack on Blue House and the 1969 Korean Air Lines YS-11 hijacking remain, not to mention the fighting last year at Kumchon and the seizure of a broadcast vessel by the North Korean navy and the capture of its crew. Nevertheless, the reunions are deemed as an unlikely success.

*On the back of these successes, DPRK state media is filled once more with talk of a 'Confederal Republic of Koryo', a revival of old ideas posited by Kim Il-sung. Prominent party figures praise the idea, and across the North talk becomes rampant.

*Similarly, North Korea attempts to hold negotiations with Japan concerning the repatriation of Korean refugees - however these are hampered by Japan's 1965 treaty, recognising the ROK as the only legitimate government of Korea.

*North Korea and North Vietnam conduct an series of exchanges, with the DPRK sending heavy machinery and anti-aircraft weapons, and the DRV sending agricultural advisors and some farm machinery. The exchange proves fruitful for both sides, and Pyongyang quickly solicits Soviet assistance as well, and takes advantage of the infusion of expertise to teach their farmers how to modernise their practices, increasing yields. Hanoi follows suit, focusing on developing new machinery to automate tasks and setting up factories to produce them for national roll-out.

*In South Korea efforts are made to improve infrastructure.

*The People’s Republic of China continues its gradual plan to scale back the attitudes of the Cultural Revolution, apparently having deemed it to have achieved its goals… or accrued so much ill-will that its continuation was unwise.

*The Pakistani President indefinitely postpones the upcoming National Assembly session, prompting protests in East Pakistan. In response, the Pakistani Army occupies its distant eastern province.

*Sheikh Mujibur Rahman, East Pakistani political leader, calls on people to prepare to fight for their independence.

*A military operation is soon launched by the Pakistani authorities to suppress Bengali nationalism in East Pakistan. What ensues is quickly denounced as a genocide by critics of the regime, with apparent reports of hundreds of thousands of Bengalis are killed or raped, with many more fleeing as refugees into India. Some estimates for the violence list the numbers of casualties in the millions. Pakistan maintains it is responding to an internal rebellion and the question remains one of its sovereignty and is a domestic matter.

*The violence growing out of control prompts significant numbers of Bengali military personnel to defect, forming (allegedly with Indian complicity) a guerrilla organisation based on Indian soil, called Mukti Bahini - "Freedom Fighters".

*East Pakistan attempts to declare its independence as the People's Republic of Bangladesh, with newly-imprisoned Sheikh Mujibur Rahman as President and a government-in-exile established in western Bengal, bordering India. However resistance to the Pakistani military is disorganised and disparate. As the violence against the population increases, support for Mukti Bahini grows - but ultimately the group primarily operates as guerrillas, conducting hit and run attacks.

*Questions over India's potential reaction are soon answered, when they recruit 3 units and place their military on standby on the borders of both East and West Pakistan - prompting a corresponding readying of armed forces by Pakistan, who decry Indian interference in their internal affairs and the threat of invasion, calling upon the nations of the world to respond.

*A communist revolt is launched in Sri Lanka by the Janatha Vimukthi Peramuna Party. Insurgents capture several towns and the surrounding areas for a few weeks before being defeated by government forces.

*India also continues to press ahead with its Green Revolution efforts, seeing modest gains in its attempts to become self-sufficient in food. More successful perhaps are its infrastructure investments - sorely needed in the subcontinent - which repair roads, connect isolated rural communities, and build new bridges; both figuratively and literally.

*Reciprocating Indian investments, the USSR contributes to the improvement of India's industrialisation and domestic manufacturing efforts.

*Shortly after seizing control of Cambodia, General Lon Nol's health begins declining. He suffers a stroke in February, before announcing in April his intention to retire. Nevertheless, he remains in office for the time being.

*In much of the country, however, his regime’s grip on power continues to erode. Ever more heavily armed and emboldened by a weakening US presence in Southeast Asia, the Khmer Rouge strengthens its hold over the northeast of the country, as well as further building its support in the rural areas of the south. At the present rate, it will not be long before they establish total control.

*Apparently encouraged by the successes of the ARVN in the 1970 campaigns along the Cambodian border, the US Army announces the withdrawal of 1 full unit from South Vietnam, and ceases all major offensives. With pressure from Washington increasingly being brought to bear for the South Vietnamese to defend themselves without US help, and for them to agree to a ceasefire, it appears only a matter of time before the war grinds to a halt.

*In a dazzling turn of events, South Vietnam’s hand is all but forced, when apparently without consultation the United States signs a ceasefire agreement with the North, in the process recognising Vietnam as a single nation. Rumours has it that upon hearing this, President Nguyen Van Thieu exploded in a fit of anger and anguish. Morale in the ARVN, once at an all-time high, near evaporates.

*Apparently acceding informally to the ceasefire, the Viet Cong also ceases its sporadic attempts to attack populated areas, apparently content to reside on the fringes of South Vietnamese/Laotian territory and to attempt to rebuild its once impressive network.

The South Vietnamese are, perhaps, saved from further humiliation by some deadlock within the Northern government, as arguments over who is to thank for the ceasefire. Although primarily in power, the pro-Soviet clique is challenged by the weaker (yet still influential and occasionally popular) pro-China clique, who claim not only great victories during the war but also to have made crucial diplomatic intercessions to secure peace. The truth of the matter remains unclear, but the point of view gains some traction amongst the populous.

MIDDLE EAST

*The government of Turkey declares a state of siege in 11 provinces, as well as the capital, due to violent demonstrations.

*Eager to deepen ties, yet seeking to remain distant from the conflict in East Pakistan, Turkey invites a military delegation from Pakistan to visit Ankara.

*The Israeli ambassador to Turkey is kidnapped. He is found dead ten days later - the culprits remain unknown.

*A coup attempt is suppressed in Egypt.

*It proves a busy 6 months in Israel, as negotiations with France and the United States yield exciting new cooperative military agreements, arms sales, and training exchanges. From fighter jets from France to Wild Weasel training from American pilots, from tanks to APCs, arms continue to pour into Israel. Negotiations with Britain were reportedly ongoing, but stalled due to administrative issues in London. With these deals following so soon after the diplomatically damaging Six Day War, the treaties are hailed as great achievements of Israeli diplomacy, bolstering Golda Meir's government.

*Not so for the reputation of France, however. Increasingly seen as pro-Arab (and reaping the benefits of such a reputation), the abandonment of its arms embargo against Israel spells disaster for French relations with the Arab world. Although some put this down to Pompidou taking a different stance to De Gaulle, some in Egypt, Syria, and even in Jordan denounce it as French support for Zionist imperialism.

*Even more interestingly, a new wave of migration begins to Israel. Hailed by some as a Sixth Aliyah, some 50,000 Soviet Jews arrive in Israel over the course of the first half of the year, flown in nearly non-stop by what spectators estimate to be almost the entire capacity of El Al airlines at a rate of some 2,000 a week. This rapid increase in migration comes as a surprise to all, particularly with such restrictive migratory rules in the Soviet Union, leading many to speculate (and in the Arab world in particular, to do so with suspicion) as to its source.

*Despite the elation at the sudden influx, pressure now comes to bear on the Israeli government to care for these new refugees - whose numbers show no signs of slowing - as they begin to settle them in Israel. Some take the opportunity to settle in newly occupied areas, from the West Bank and Golan Heights, to the Gaza Strip and Sinai. Estimates suggest that at the present rate, the influx will soon become a burden on the Israeli economy.

*Supporters of Neturei Karta stage a protest outside the Knesset, naming the establishment of Israel as an "anti-messianic act" and calling for return of the land to Palestinians. The fringe group finds some supporters amongst fellow ultra-Orthodox, but remains on the edge of political opinion.

*Palestinian rebel operatives throw a grenade into a car in the Gaza Strip, killing two children and wounding the other two occupants.

*With another refugee crisis brewing, Israel sends humanitarian aid to the Jordanian government to help them manage in the aftermath of Black September. They are joined by large deliveries of aid from Iran, who offer support in an effort to stabilise the beset nation.

*Attempting to prevent a re-ignition of the fighting, Syria negotiates alongside Saudi Arabia to back a deal to relocate Palestinians from within Jordan to camps in Syria and Lebanon. Paying for their transport and upkeep, the Syrians take on most of the remaining fighters, but the Lebanese stall on taking any more Palestinians, given the large numbers already having fled there since September 1970.

*Following the relocation of thousands of Palestinians to Syria, as-Sa’iqa announces its integration with the Popular Front for the Liberation of Palestine - General Command. Whether this signals Syrian attempts to strengthen their influence within the Palestinian movement, or simply a move of necessity following the eviction from Jordan remains unclear.

*Playing on their close relations, Iran pressures Lebanon to deepen ties and cooperation with Israel. A number of campaigns in the media emphasise solidarity against pan-Arab movements, earning support within the Maronite Christian community but increasingly isolating the Muslim community there.

*Syrian military advisors also arrive in Lebanon, providing guidance to the Lebanese military as its internal situation continues to grow unstable. Mindful of the role of the minority Shia in Lebanon (not to mention the stability of his government), Frangieh concedes that the Shia have a role to play in assisting the pacification of the south of the country.

*Facing a new reality of life spread across southern Lebanon and Syria, the PLO makes use of new financial reserves to establish safe zones and refugee camps. Receiving substantial aid from the France, Iran, Israel, and others, the Jordanian government manages to assert its authority over most of the areas within southern Lebanon as it attempts to avoid a situation similar to that in Jordan. Nevertheless pushback from some groups, including the PFLP-GC and other heavily armed militias, leaves them free to establish new base areas - heavily watched though they may be.

*Musa al-Sadr continues his efforts to reconcile Lebanese Alawites with the Shia Twelver community.

*Although unclear how they have obtained them, Israel issues pictures and establishes exhibitions of what it says are Syrian tanks, "used as part of a so-called Palestinian Liberation Army offensive". Although painted in PLA colours, Israel offers evidence that the tanks are Syrian in origin, garnering some international support for its accusations that Syria is a warmongering and terrorism-supporting nation, damaging Syria's reputation in the process. The PLA itself claims it is an independent organisation, taking the opportunity to show off new arms and pledging the restoration of Palestine. How far they are taken seriously is uncertain.

*Tensions rapidly escalate in Iraq as Adnan Khairallah, an associate of Vice President Saddam Hussein, is revealed in documents to be seeking Chinese and American aid to defeat "regionalists" within the Iraqi Ba'ath Party. Although he firmly denies the accusations, suspicions of an anti-Soviet split become rife. Meanwhile with Aflaqist reforms taking place in neighbouring Syria inspiring likeminded individuals in Iraq, al-Bakr grows daily more concerned.

*Fearing a decline in relations with neighbouring Iraq, the Shah orders 2 additional units to be raised, greatly strengthening Iran's powerful military.

*Iran significantly increases oil output and sales, making increased sales in particular to its partners in the near-defunct CENTO organisation, as well as to Israel and the United States. A minor glut is created in the market, weakening the position of the OPEC nations as their attempts to control international prices are stymied by the suddenness of Iran’s move.

*Quickly following his rise to power, Hafez al-Assad begins a series of reforms, re-writing the Syrian constitution to more heavily reference Islamic influences on Syrian and Arab identity - while remaining firmly secular. Al-Assad follows this up by firmly condemning Ba'athist splits with Iraq, lifting restrictions of the press on authorised unions, and pledging economic reforms that observers speculate mark a move away from the socialist policies of the Jadid government.

*Drawn from the new "Popular Committees" - regional militias designed to democratise the Ba'ath Party - new troops are recruited in Syria.

News Summary for Late 1971
Show
THE AMERICAS

*The 26th Amendment to the US Constitution lowers the voting age from 21 to 18.

*The US continues to enact reforms, changing both voter registration laws to be more inclusive, and the establishment of a Presidential Council on Race Relations, seeking input on where reforms are needed.

*After police in Camden, New Jersey beat to death a Puerto Rican man, race riots erupt in the city, with looting and arson throughout the streets.

*A revolt at the maximum security prison in Attica, New York leaves 42 dead, 10 of them hostages, when National Guardsmen and state police storm the facility.

*A referendum in Puerto Rico on the status of the island more or less confirms the consensus of the 1967 referendum, with most of the population preferring to remain a commonwealth.

*The US government announces its lowest troop levels in Vietnam since the mid-1960s, releasing statements focusing on ending the war and "bringing our boys home". These are well-received by anti-war activists, and a peaceful settlement is urged. Nevertheless, hawkish members of the US political establishment remain concerned at the speed of US withdrawal from Southeast Asia and express concerns at the abandonment of allies.

*Inspired by his socialist gallivanting earlier in the year, Fidel Castro announces the establishment of the Jose Marti Congress for Pan-American Sovereignty - a congress of Marxist-Leninist parties and movements in the Americas. The move dampens his relations further, if possible, with many of his non-communist neighbours. Nevertheless, President Castro is named the first General Secretary of the Congress.

*FARC rebels in Colombia launch attacks against military patrols, gunning them down.

*Peru and Chile both receive substantial military aid packages from the Soviet Union. The Peruvians in particular receive significant amounts of heavy equipment, including tanks and fighter jets.

*Chilean copper mines are nationalised, stripping the United States of its lucrative advantages there.

*The leaders of a right wing demonstration in Bolivia are arrested, prompting a revolt against the government. As much of the army and the conservative middle and upper classes aligns against President Torres, peasants, students, miners, the air force and other supporters back the President. Claiming they were fighting to keep the country from falling into communist hands, the rebels quickly seize the capital, placing Colonel Hugo Banzer in charge. Torres flees, first to Peru and then to Chile.

*The People's Revolutionary Army (ERP) in Argentina launch a major insurgent campaign from Tucumán Province, ambushing military patrols and establishing foco areas. The sudden emergence of a well-armed rebel force out of the previous low-level conflict startles the government.

EUROPE

*The Nordic Council establishes an intergovernmental Council of Ministers to complement their cooperative organisation.\

*The Democratic Unionist Party is founded in Northern Ireland, opposing any attempts to solve the Troubles that involve involve cooperating with Irish nationalists, republicans, or the Republic of Ireland.

*A bomb explodes in the Post Office Tower in London. Initially blamed on the IRA, it is revealed to have been the work of an anarchist collective.

*The Ulster Volunteer Force detonates a bomb in a pub frequented by Irish Catholics, killing 15. Security forces state that the device exploded prematurely after being handled by IRA members.

*In retaliation, the Provisional IRA sets off a bomb in a mainly Protestant area, killing 4.

*The Official IRA begins experimenting with workers' communes and similar structures in Free Derry, attempting to unite people, particularly the youth, into organisations that prevent them from rioting. A new element, they are viewed with mixed interest and unease.

*France develops a new police strike force, GIGN, to combat the threats of terrorism and internal unrest.

*The Arab League institutes a new set of sanctions against France, targeting imports and an oil slowdown, in response to their assistance to Israel. The spike in oil prices prompts significant unrest in France, while the economic impact does not go unnoticed either.

*As part of Arab League activities, Syria and Libya announce the closure of their embassies in France.

*Italy and Austria sign a new treaty, ending disputes over the South Tyrol region.

*Communist rebels in Portugal are gunned down in a five hour street battle after attempting to seize government buildings in Lisbon. The attack stuns the nation at its boldness.

*Reforms in Yugoslavia begin to permit foreign companies to take their profits from the country, signalling further economic changes in the socialist country.

*The USSR sends economic advisors and heavy machinery to both Poland and Romania to bolster their consumer good production. Albania is also offered assistance, and surprisingly accepts, suggesting a warming of relations between the two after their prior split - and potentially worrying news for China.

*The USSR undertakes major economic projects of its own, investing in modernising oil infrastructure in the Caucasus, as well as undertaking brand new efforts in the ever-growing field of computer technology. They open their programme to a multinational effort from friendly nations, receiving scientists and programmers from the Warsaw Pact - but few from Asia as tensions there leave the parties unlikely to cooperate; only India participates.

*Further investments in Soviet resource extraction come from India, as the two build their economic ties.

AFRICA

*In Morocco, a coup attempt seizes the king's palace for three hours. They are dislodged when the king's troops storm the building. 10 high-ranking officers are later executed for involvement in the attempt.

*A pro-democracy movement briefly flares into existence in Libya, before being quickly snuffed out by local security forces.

*A number of small "temporary autonomous protection zones" are established in Benghazi, Libya. Small communities spring up there, including one formed by the "Bengali-Libyan Friendship Association", the young "Embryonic Movement for the Liberation of the Sahara", and some members of the "Front de libération du Québec". The last draws the greatest number of raised eyebrows in the West, as well as condemnations from the Canadian government, although the Libyans maintain the Quebecois are victims of colonialism, and their status as a result of France's policy in "abandoning" Quebec. Nevertheless, Canada announces it will suspend the issuance of visas to Libyan citizens until further notice, and that it intends to pursue this issue with the Libyan government.

*The People's Republic of China sends 50 credits to Libya.

*Libyan engineers assist Sudan in tackling the many problems caused by the faulty Khashm al Qirbah Dam. Progress is made, but the engineers assess that the project is more serious than they had initially anticipated, with the silt-causing faults proving harder to resolve. Nevertheless, the assistance is appreciated by President Nimeiry, who consents to attend the Tripoli Peace Summit.

*On the way to Tripoli, President Mobutu of Zaire makes stops in both Bangui, Central African Republic, and in Fort-Lamy, Chad. Proposals for a railway to be constructed between the two cities are presently planned with Zairean assistance, as well as the Mobutu taking the time to promote authenticité.

*The Tripoli Peace Summit brings together delegations from the Republic of Chad, FROLINAT rebels, the Sudanese, Zairean, and Libyan governments, and diplomats from major powers, the OAU, and the Arab League. With good will and a cooperative atmosphere presiding, particularly in light of recent agreements signed between Libya and Chad, the parties endorse the agreement signed earlier this year to end the civil war in Chad, being hailed by many as a diplomatic triumph.

*With Sudanese and Libyan pressure, and the eyes of the world on them, a great many rebels in Chad take up the offer of amnesty and lay down their arms. Some small numbers remain of most groups, but they are expected to wither without further support. In a sign of spontaneous goodwill, President Tombalbaye extends the amnesty into the new year.

*Libyan aid to Chad, as well as new scientific agreements incorporating exchanges and cooperation, usher in a new cooperative atmosphere in north Africa, with hopes prosperity will follow quickly in its wake.

*In accordance with treaties designed to achieve peace in northern Chad, Francois Tombalbaye's government requests the withdrawal of French forces from the country.

*On the back of a promising peace, Zaire announces its support for Chad in repairing damaged infrastructure and improving transport links to better connect northern and central Africa. The mantra of the time seems to be "prosperity and peace". How lovely.

*Libya donates US-made fighter jets to Mauritania in a bid to help build their meagre air force. Relying instead on Soviet parts and aircraft these days, the planes are no loss for Libya but prove a great boon for their recipients. With them go some pilots and instructors on loan.

*With anti-French sentiments receiving considerable media play in Libya, sentiments naturally exacerbate the already weakening relations between France and Mauritania. The former colony's government aligns itself with the Arab League in expressing displeasure at French dealings with Israel, and minor protests begin to mount against symbols of France in the country - from the French embassy, to the French-named 'École Nationale d'Administration' and 'École Normale Supérieure' - as well as other sites with similar naming patterns.

*Fighting in Portuguese Guinea remains intense and difficult, with the colonial government controlling a mere third of the territory. Rumours continue to circle that preparations are underway for independence, despite the raging war. Accusations are levelled that foreign troops are now assisting the PAIGC rebels.

*Border clashes erupt between Uganda and Tanzania in the aftermath of the coup in Uganda and the ensuing refugee crisis.

*The USSR sends teams of doctors, teachers, and agricultural experts to Somalia, assisting in raising the standard of living there. The work is hard, but promising, as Barre maintains course on his heavily socialist policies.

*The Democratic Republic of the Congo engages in its own form of Africanisation, dubbed Zairianisation, as it renames itself the Republic of Zaire and sets about reforming its bureaucracy - cracking down on corruption as a sign of post-colonialism. Although corruption remains widespread, its blatant use is at least toned down when President Mobutu arrests several leading businessmen and political figures.

*Representatives from both Rwanda and Burundi accept invitations to Kinshasa to discuss cooperation amongst the Great Lakes nations.

*Zaire expands its oil production facilities, focusing on extraction and upgrading its oil refineries. Some diplomatic tensions arise as Portugal claims Zairean surveyors are crossing into their territorial waters around Cabinda.

*The problems for the Portuguese do not end there, however, with FNLA rebels based out of camps in Zaire remaining a greater stain on bilateral relations. Nevertheless, fighting in Angola remains the most promising of all the Portuguese campaigns, while the FNLA, MPLA, and UNITA all compete for resources and prominence in the far-removed east of the territory.

*A similar stalemate continues to rage in Mozambique, where Portuguese forces continue to hold off FRELIMO rebels but struggle to make the population feel safe, increasingly confined as they are to fortified towns and villages in rural areas. Night ambushes become a new favourite of the guerrillas, until destroyed remnants of high tech NV equipment are found, prompting yet more accusations of foreign interference.

*Hastings Banda is named President for Life of Malawi, completing his unyielding hold over the country.

*The Front for the Liberation of Zimbabwe (FROLIZI) forms, apparently as a merger of ZAPU and ZANU nationalist factions but in reality as a minor splinter of both. It is quickly denounced by both groups as being nothing to do with them.

*Unrest continues in Madagascar, with the growing student protests drawing government responses that lead to the closure of universities and student organisations being forbidden from meeting. Nevertheless, dissent remains rampant.

*Some stability is reintroduced when France provides aid to the Madagascan government, encouraging them to use the windfall to ease tax burdens. However despite the successes of this measure, resistance to the perceived neocolonialism of the government remains high.

ASIA

*Bangladesh and Eastern Bengal flood in poor weather, forcing thousands to flee the area.

*A cyclone in the Bay of Bengal kills 10,000 people in the Indian state of Odisha.

*A number of countries issue recognitions of the provisionally declared Bangladeshi government, including North Vietnam, India, the Republic of China, and more.

*From within East Pakistan and the surrounding area of Bengal, imagery pours out of the horrors within. Photos, video, personal testimonies, and more all speak to the violence being perpetrated there, with the Pakistani Army at the centre of events. Condemnations of the violence pour in, particularly from non-Western nations.

*The North Vietnamese government attempts to send tractors to the Bangladeshi government, as well as advisors to help reorganise their practices. This would work a lot better if there were anywhere under the firm control of the provisional government and not presently a war zone. The tractors are kept in a warehouse in India and the advisors decide discretion is the better part of valour and go home.

*India continues to receive Soviet help and cooperation - from agricultural equipment and teams assisting with the Green Revolution, to food and supplies for displaced Bengali civilians, complementing India's own vast contributions of food, medicine, water, clothing, and more. How these strong Indo-Soviet ties will impact events in the region remains to be seen. Through combined efforts, tens of thousands of lives are estimated to have been saved.

*President Assad of Syria visits Pakistan. While there, he gives a speech alluding to the need for reform through the Arab and Islamic worlds, as well as Syria commitment to Pakistani territorial integrity. Observers note pointedly his lack of commentary on the crisis in Bengal.

*While in Pakistan, Assad signs a new ten-year military and scientific exchange agreement, with Pakistani scientists at new research centres and military advisors noted inspecting Syrian positions near the Golan Heights. Meanwhile Syrian pilots take part in a mutual air force training programme in Pakistan.

*The Proletarian Party of East Bengal establishes itself, forming small, independent groups in the independence struggle in East Bengal. They adopt a neutral stance in the fighting, as attempts are made to secure a ceasefire between the Bangladeshi provisional government and Pakistan.

*As part of an attempt to secure a ceasefire, the PRC begins airlifting troops into East Pakistan in an attempt to observe a potential ceasefire. However despite Pakistani willingness, the Bangladeshi provisional government refuses to broker a peace while the army perpetrates violence. Attempts to broker a peace break down.

*Citing the crimes committed by the Pakistani military against the people of East Bengal, the Indian government announces its intention to liberate the people there. 4 units are deployed, along with 1 unit of Mukti Bahini forces, who launch a full operation against 1 Pakistani unit. The fighting in East Pakistan is swift and brutal, before it slowing as India realises 2 units of the People's Liberation Army are within the region. The fighting intensifies as Chinese troops assist the Pakistanis in fighting against Indian and Bangladeshi forces. Nevertheless, Pakistani forces and half the Chinese forces are destroyed in the heavy fighting, leaving 1 bloodied PLA unit holding central East Pakistan.

*Upon receiving word that Indian troops had crossed into East Pakistan, the People's Republic of China launches a major offensive with 10 units against India. 3 Chinese units attack Kashmir from positions in Aksai Chin, meeting stern resistance from 3 units of Indian mountain troops in the same region. The attack is assisted when 2 Pakistani units join the assault, with India and Pakistan each losing 1 unit in the fighting. The fighting quickly slows, become heavy artillery bombardments and mountain warfare.

*The remaining 7 Chinese units deploy along Dibang River in Arunachal Pradesh, avoiding mountainous areas and coming up against only 3 Indian units. Being held a while in the valleys of the northwest, they press southwards into Assam, destroying 1 Indian unit on the way in the brutal and bloody fighting, while losing 1 of their own. Withdrawing further south, Indian forces lose much of Assam and parts of Nagaland before Chinese forces are forced to confront their weak forward position in their rush to reach East Pakistan.

*In contrast to the last Sino-Indian War, both sides make extensive use of air power - however on this occasion despite their weaker basing, Chinese forces make greater use of it, targeting Indian positions from Kashmir to Assam.

*Calls are made for the USSR to honour its treaties with India and come to its assistance, whereas others in the Indian political establishment look to the West for help.

*North Vietnamese doctors arrive in Beijing to train, suggesting a warming of relations between the two in the aftermath of the Sino-Soviet Split.

*South Korea announces the development of a nuclear power programme. Progress moves along, but would go more quickly with assistance. They also invest in manufacturing, continue their economic competition against their northern neighbours.

*Despite promising early discussions, news relating to confederal relations between the two Koreas once again disappears.

*The USSR continues to support DPRK self-sufficiency initiatives, apparently lending credence to the idea that the Korean confederation is no more.

*Ahead of next year's elections, the Japanese Communist Party begins increasing its anti-American rhetoric, calling for a withdrawal of US forces from Japan, especially Okinawa, as they have done in Vietnam.

*After extensive negotiations with the government of Chiang Kaishek, France agrees to provide them with new aircraft and aerial assets.

*India builds a Cultural and Economic Centre in Taipei.

*Ending an attempt at democracy, the Prime Minister of Thailand launches a coup against his own government. The constitution is suspended, political parties are banned, and military rule is imposed.

*With peace in Vietnam looking more and more likely, the northern government begins rebuilding wells, hospitals and roads.

*The US withdraws another unit from South Vietnam. However not wanting to leave the Saigon government totally alone, they provide funds to construct defences around major southern cities.

*Facing the reality of the war's course, President Thieu orders the withdrawal a great part of ARVN forces from the Central Highlands, focusing on maintaining control in the southern part of South Vietnam.

*The pro-Chinese factions in North Vietnam continue to claim credit for the sudden and rapid turn in the war, and their popularity continues to grow. However with the pro-Soviet faction remaining in charge for now, they remain heavily suppressed.

*In Laos, peace remains elusive as Pathet Lao forces continue to press to conquer the north of the country. Lacking past support from the PAVN their progress is slower, but with a total lack of US support the Royal Lao forces continue to give way to the rebels.

*In Cambodia the Khmer Rouge continues to establish its hold over much of the country as rural areas fall to it, particularly in the south.

*Communist rebels in the Philippines bomb a Liberal Party campaign event in Manila, injuring several.

*New Zealand, Nauru, Western Samoa, Tonga, Fiji, the Cook Islands, and Australia all join together to form the South Pacific Forum to enhance cooperation between them.

*Australia and New Zealand withdraw the last of their troop contingents from South Vietnam in light of continued US withdrawals.

MIDDLE EAST

*A small contingent of pilots from the Republic of China Air Force arrive in Israel as part of a new training and exchange programme. The ROC also provides investment in the Israeli arms industry.

*Dealing with the continuing influx of Jewish migrants from the USSR, 50,000 more of whom arrive by the end of the year, the Israeli government initiates the Salach Programme, providing accommodation for migrants in areas sorely in need of workers. They also provide investment into businesses and provide interest-free loans. Efforts are particularly helped by aid from the United States.

*The flow of refugees looks unlikely to stop soon, but the foundations laid by the new programme seem likely to allay the economic dangers.

*Numerous Arab commentators throughout the Middle East - in Egypt, Iraq and Syria in particular - continue to allege that this amounts to a betrayal of the Arab people generally and the Palestinians specifically by the USSR. Voices calling for the intensification of Anwar Sadat's Corrective Revolution grow ever more vocal.

*Thoughts that this may also be on Hafez al-Assad's mind are also raised when Lin Biao, right-hand man to Chairman Mao, arrives in Damascus to lay the foundations for Sino-Syrian military training cooperation - as well as to bring a 100 credit fund. Shortly afterwards, the Maoist influence on Ba'athism in Syria becomes clear, with propaganda posters declaring in a Chinese-influence manner the party's intentions to "Militarise the people, popularise the military!"

*Extensive reforms are conducted to the Syrian army's officer corps, as well as the establishment of new youth organisations (drawing comparisons to the Soviet Pioneers), and the legalisation of Nasserist parties, the SSNP, and the communists as part of a National Progressive Front - which also incorporates representation for religious minorities. The new reforms leave many reeling and uncertain, as they somehow seek to combine moves to open the government with others that seem to deepen socialist-style reforms.

*A monument is built in Damascus commemorating students and workers who died or were injured in the May 1968 events in France. Needless to say, the French are less than amused.

*Israel sends military assistance to Lebanon, helping train government forces. Internal tensions within Lebanon continue to build, with suspicions mounting that the small Levantine nation will quickly become the site of a struggle for influence between Syria and Israel.

*George Habash, leader of the PFLP, is assassinated. Accusations are levelled variously at Israel, Jordan, the USA, the USSR, followed by everyone under the sun. This prompts a split in the PFLP, some members of its more radical terrorist operations splitting off, perhaps even becoming more closely associated with the PFLP-GC. Meanwhile the core of the organisation rallies around Abu Ali Mustafa in Habash's place.

*Fire-fights break out in the Golan Heights when IDF personnel suspect they have uncovered PFLP-GC infiltrators. No kills are confirmed, but at least two parties are warded off.

*Once more in control of his nation, King Hussein of Jordan begins rebuilding his authority - assisted by Iran amongst others.

*Wasfi al-Tal, Prime Minister of Jordan, is assassinated by Palestinian terrorist group 'the Black September Organisation' in retaliation of his anti-Palestinian stance and actions during the recent crisis.

*Syrian representatives attend a meeting in Baghdad in an attempt to bring about Iraqi-Syrian rapprochement. The meeting appears promising, with news that both parties are interesting in re-establishing a Joint National Command Council by next Ramadan. Nevertheless, suspicions of an internal Iraqi Ba'ath schism remain rife, over both the issues of regionalism and foreign relations.

*Concerned at the possibility of internal insurrection, Saddam Hussein strengthens the Iraqi security apparatus, as well as pushing state welfare programmes to mobilise support for the party.

*The Shah of Iran continues to press his reforms, introducing the right to vote for women (popular among women but denounced by the clergy) and the right to form political parties, apparently promising everyone a say in a new legislature.

*Most controversially, the Shah lifts the ban on trade unions in place since 1951, hoping to appease left wing concerns. The measure proves popular with workers, but further enrages private sector industrial owners, who already believe that the government is interfering too deeply in their businesses.

*Iran begins development of a nuclear reactor programme.

*Saudi Arabia signs a renewal of trade deals with Syria that were suspended under the Jadid-led government.

*After years of debating and discussion, the Trucial States finally become independent from the United Kingdom. Six of the nine form the United Arab Emirates, while Qatar, Bahrain and Ras al-Khaimah seem content to go it alone in the face of talk-breakdowns. With long-standing British, Saudi and Iranian interference, all seeking advantage (or to prevent the rise of a powerful new state in the Gulf), it seems no surprise that negotiations were so poisoned.
