The humble delegation from India speaks before you today in order to address the most heinous, disgusting, illegal and morally reprehensible actions we have seen from Pakistan in years.
Pakistan has violated the basic human rights of the Bangladeshi people. Not only have they refused to accept the democratic will of the people, they have resorted to brutish violence in such scale that we can only describe it in one, clear word: Genocide. The people of Bangladesh are being slaughtered like cattle- rape and murder is commonplace, and what little stability was left in East Pakistan - or what we now recognise as Bangladesh - has been disrupted after years of abuse finally prompting the people to make their voice heard. It was not even forty years ago that the world witnessed untold atrocities occur in Europe, under the regime of Germany. Millions of Jewish people were corralled and culled, with much of the continent lying in ruins after a vicious conquest.*The Pakistani President indefinitely postpones the upcoming National Assembly session, prompting protests in East Pakistan. In response, the Pakistani Army occupies its distant eastern province.
*Sheikh Mujibur Rahman, East Pakistani political leader, calls on people to prepare to fight for their independence.
*A military operation is soon launched by the Pakistani authorities to suppress Bengali nationalism in East Pakistan. What ensues is quickly denounced as a genocide by critics of the regime, with apparent reports of hundreds of thousands of Bengalis are killed or raped, with many more fleeing as refugees into India. Some estimates for the violence list the numbers of casualties in the millions. Pakistan maintains it is responding to an internal rebellion and the question remains one of its sovereignty and is a domestic matter.
*The violence growing out of control prompts significant numbers of Bengali military personnel to defect, forming (allegedly with Indian complicity) a guerrilla organisation based on Indian soil, called Mukti Bahini - "Freedom Fighters".
*East Pakistan attempts to declare its independence as the People's Republic of Bangladesh, with newly-imprisoned Sheikh Mujibur Rahman as President and a government-in-exile established in western Bengal, bordering India. However resistance to the Pakistani military is disorganised and disparate. As the violence against the population increases, support for Mukti Bahini grows - but ultimately the group primarily operates as guerrillas, conducting hit and run attacks.
Just as the international community joined hand in hand to take action against such a deplorable regime, India requests that we do so again: This genocide must be stopped immediately.
United Nations General Assembly Resolution on the Republic of Pakistan
Deeply concerned with the violent suppression of the people of Bangladesh,
Recognising that all peoples have the right to self determination under the UN Charter,
Recognising that the actions of the Republic of Pakistan represent a clear violation of the UN charter, and also show a complete disrespect for basic human rights,
1. Strongly condemns the Republic of Pakistan for its refusal to adhere to the will of its people,
2. Strongly condemns the Republic of Pakistan for the atrocious acts of terror committed to the people of Bangladesh,
3. Abhors the actions of the Pakistani military, and it's complicity in the aforementioned acts of terror,
4. Calls upon the United Nations security council to immediately begin employing economic and diplomatic sanctions, employing the powers granted to them by the UN charter, against the Republic of Pakistan,
5. Recommends that members of the United Nations show solidarity with the people of Bangladesh, and implement their own sanctions, in whatever form they wish,
