PEOPLE'S REPUBLIC OF ALBANIA

"We call upon the nations of the World to Recognize the People's Republic of China as the true representatives of the Chinese People. No matter where you stand on the great question of revolution versus reactionary you must acknowledge that the People's Republic of China has been the legitimate ruler of China for 25 years. Denying this only undermines this institution's legitimacy, both in the general assembly and in the United Nations Security Council. In the general assembly you silence the vote of 800 million peole. In the Security Council you deny the opportunity to use one of the world's finest armies for good. We call upon all nations of the world to recognize the People's Republic of China and end the hypocrisy that has dominated international relations for two decades."

The General Assembly,

Recalling the principles of the Charter of the United Nations,

Considering the restoration of the lawful rights of the People's Republic of China is essential both for the protection of the Charter of the United Nations and for the cause that the United Nations must serve under the Charter,

Recognizing that the representatives of the Government of the People's Republic of China are the only lawful representatives of China to the United Nations and that the People's Republic of China is one of the five permanent members of the Security Council,

Decides to restore all its rights to the People's Republic of China and to recognize the representatives of its Government as the only legitimate representatives of China to the United Nations, and to expel forthwith the representatives of Chiang Kai-shek from the place which they unlawfully occupy at the United Nations and in all the organizations related to it.

India will not support this resolution in light of the PRC's reckless brinkmanship over the crisis in Bangladesh. The notion that the people's Republic of China would have a place at the UNSC, whilst actively supporting a genocidal regime and continued Pakistani oppression of the Bengali people, is nauseating at best.

It seems the Cultural Revolution under Mao had only served to dilute the morality of the people's Republic of China - and we lament that. Before these developments, India would have gladly accepted the people's Republic as the legitimate successor state to China, and have a seat at the UNSC.

Of course, our vote is merely a vote in the end, but we make our displeasure known nevertheless.

REPUBLIC OF CHINA

The Republic of China thanks India and all other right-minded nations of the world. We vote no on this most damaging resolution, one which cannot be deemed conscionable by all moral and humanitarian standards.

Residing now in Beijing is a violent regime, led by a madman - a madman who, no longer content with forcing his vicious and abhorrent rulership over the Chinese people and seeking to stifle the light of freedom in China, has over the years sought to cast his red shadow over other nations in Asia. From the Korean Peninsula to Vietnam, millions have cowered in fear at the bloodshed brought in the wake of catching the dictator's eye. Now the people of Bengal and India must toil under this glare, just as the people of China have suffered and toiled.

Yet the dream of freedom still lives, and will continue to live as long as the nations of the world refuse to yield to coercion and fear emanating from this regime of hate. We urge all who harbour the same dream of freedom to join us, and once again cast down the latest in a long line of attempts to place an immoral warlord at the head of one of the world's greatest instruments for peace and international cooperation.

Union of Soviet Socialist Republics

The idea that the regime in Taipei could hold any legitimate claim to leading the Chinese people is an absurd legal fiction perpetuated only to deligitimize the popular regime. The Soviet Union votes YES on this proposition, and encourages all nations of the world to do the same. If ideology must steer your course, let it be the ideology of self-determination, which has borne out to show the Communists as being the most welcome rulers of China.

The United States would propose an amendment, namely the striking of "and to expel forthwith the representatives of Chiang Kai-shek from the place which they unlawfully occupy at the United Nations and in all the organizations related to it."

We ask the United States what they propose should happen to the representatives of Chiang Kai-shek instead, then.
