Libyan Arab Republic

In recognition of President Mobutu's status at the singularly foremost statesman among all Black Africans, the LAR hereby invites President Mobutu to come to Tripoli to attend a peace conference, and provide guidance and support for his Chadian brothers.

President Mobutu will gladly attend in support of efforts to attain peace and stability in Chad, and to preserve Chadian independence and sovereignty. The DRC will further conduct meetings in the region towards that end, in friendship with the President of Chad.

The proud people of Zaire are no longer shackled by imposed names. Now, under the fine ideology of President Mobutu, we stride forward as one nation, one voice - the Zairian voice!

This alteration shall officially commence from October 1971.
