Libyan Arab Republic

The Foreign Ministry of the Libyan Arab Republic is pleased to hereby OFFICIALLY RECOGNIZE the PEOPLE'S REPUBLIC OF CHINA as the LEGITIMATE GOVERNMENT of CHINA.

We invite you to deploy an Ambassador to Tripoli, and likewise ask that a Libyan emissary be allowed to Beijing.

Anyone with ties to Chinese Taipei or the KMT have one month to vacate the LAR, before they are expelled to China.

SINO-ARAB CAMEL COOPERATION AGREEMENT

The Wild Bactrian Camel (Camelius ferus), a close relative of the more common Bactrian Camel (Camelius bactrianus), first described by Nikolay Przhevalsky in 1878, is under immense threat, as its habitats decline and it becomes increasingly hunted. Only a few thousand isolated camels remain.

A unique species, it is alone among all known mammals in being able to survive on water saltier than seawater, and is currently estimated to only exist in three isolated pockets, in the wastes of the People's Republic of China and the Mongolian People's Republic, having once been seen from the great bend of the Yellow River all the way to central Kazakhstan. 19th century hunting stopped this, a process which can only be reversed through science and socialism.

As the Prophet Muhammed journeyed from Mecca to Medina, he allowed his she-camel to roam freely; where she stopped determined the location of his new home. Let this be a reminder for us to guard carefully the gift to Planet Earth that is the humble camel. A cooperative programme to save the Wild Bactrian Camel shall be started by the People's Republic of China and the Arab Commonwealth.


The following has been agreed between the Libyan Arab Republic, the Syrian Arab Republic, and the People's Republic of China:

• A complete nation-wide ban on the hunting of the Wild Bactrian Camel will be enacted by the People's Republic of China, punishable by Mao Zedong Thought-style struggle sessions and heavy fines, followed by corrective labour in the coal mines of the Xinjiang Uyghur Autonomous Region for serious or repeat offenders.

• A joint scientific expedition, staffed by biologists of the University of Libya in Tripoli, the Syrian Damascus University, and Xinjiang University in Ürümqi, and jointly funded by the Libyan Arab Republic, the Syrian Arab Republic, and the People's Republic of China, will be undertaken during the 1972 autumn season in Xinjiang, to investigate the ecological problems facing the Wild Bactrian Camel.

• Measures will be taken at LOP NUR (罗布泊), the "Sea of Death", in the Xinjiang Uyghur Autonomous Region of the People's Republic of China, to ensure the survival of the dominant surviving group of the Wild Bactrian Camel, which inhabits said area.
  
  • The ongoing construction of the Great West Sea Reservoir at Tikanlik on the Tarim River will be halted, and the scheduled 1972 completion date be revised to no earlier than 1 January 1973, as to allow the engineers of the People's Republic of China to modify the dam structure so that it does not cut off the water supply to Lop Nur entirely, and the regional flora and fauna of the Tarim River Valley "Green Corridor" can remain uninterrupted without risk of desertification.
  • All atomic weapons tests carried out at the Lop Nur Nuclear Test Base (est. 1959) at Malan will, in recognition of the People's Republic of China's supreme level of modern nuclear technology advancement, will henceforth be entirely limited to underground tests, with a full moratorium on atmospheric and surface-based tests, to prevent the contamination of the Wild Bactrian Camel's habitat.
  • An area of land, equivalent to 6,700,000 hectares, in the vicinity of the Lop Nur Nuclear Test Base will be designated as a protected natural reserve, and labelled the Lop Nur Wild Camel National Nature Reserve, under the joint authority of the People's Liberation Army and the State Science and Technology Commission. The Wild Bactrian Camel has been given a strong reprieve from its current decline due to the atomic weapons tests, a state of being that should be prolonged. Measures are to be taken in the Nature Reserve to prevent the intrusion of civilians into the highly sensitive area, and to limit the effects of the military activities on the natural environment. Hunting parties are to be regularly dispatched by the PLA to eliminate feral populations of domesticated Bactrian Camels, which threaten the Wild Bactrian Camel populace through interbreeding.

The camel is a symbol of the Arab people: docile when befriended, fierce when provoked, ever reliable, and devoted to our Prophet Muhammad (PBUH). Syria will sign, and provide every measure possible to help this majestic creature.
