UNGA: Violations of Palestinian Rights by Israel

Fellow members of the United Nations, the Arab world has, just in this past year gone, been witness to one of the most devastating and unprovoked unilateral attacks since the Second World War - and yet, the collective suffering inflicted in this attack is dwarfed when compared to the daily violations and assaults upon the rights of Palestinian Arabs that have been ongoing for more than two decades now. The Arab world is united in its horror at these maltreatments, and calls for our allies and friends around the world to speak out in unison - "no more".

We therefore submit the following resolution for your consideration.
The General Assembly,

Guided by the purposes and principles of the Charter of the United Nations,

Recognising that the problem of the Palestine Arab refugees has arisen from the denial of their inalienable rights under the Charter of the United Nations and the Universal Declaration of Human Rights,

Gravely concerned that the denial of their rights has been aggravated by the reported acts of collective punishment, arbitrary detention, mass imprisonment, curfews, indiscriminate destruction of homes and property, deportation and other repressive acts against the refugees and other inhabitants of the occupied Arab territories,

Recalling the humanitarian resolutions endorsed by the Security Council regarding violations of human rights and fundamental freedoms in the occupied Arab territories,

Concerned that these resolutions have been ignored and otherwise continue to go unimplemented,

Desirous of giving effect to its resolutions for relieving the plight of the displaced persons and the refugees,

1. Reaffirms the inalienable rights of the people of Palestine;

2. Reaffirms its resolutions relating to prior human rights violations;

3. Draws the attention of the Security Council to the grave situation resulting from Israeli policies and practices in the occupied Arab territories and Israel's refusal to implement the above resolutions;

4. Condemns such policies and practices without reservation;

5. Urgently calls for the Security Council to take effective measures in accordance with the relevant provisions of the Charter of the United Nations to ensure the implementation of these resolutions.

The unjust treatment of the Palestinian people by the State of Israel has been an issue since the state's inception in 1948. Due to that reason, we vote yes.

Mwalimu Nyerere has long since spoken of the need for a peaceful resolution of the Israeli-Palestinian conflict. Arab states must accept the fact of Israel's existence, misled as the Jewish people of that nation have been by an international community who used them for their own ends. But furthermore, attempts to coerce the Palestinian and Arab people into the recognition of Israel and submission to Zionist ideology can only end in further bloodshed, and reflect all-too-well on the horrors that were inflicted upon the Jews by fascism. Peace must come through friendship, not war, and we urge the Israeli government to remember this.

Tanzania votes yes.

Our country is confronted with many subversive undercurrents that would terrorize our people, and thus we are forced to apply a more coercive policy in response to the terrorist acts that have been funded by the very same people who would point the finger at Israel for every fault at every opportunity, in a bid to conquer our land and divide our people.

Note, members of this Assembly, that not content with their usual tactic of ignoring charges levelled at them, the Israelis now readily admit their violations of international human rights law and the United Nations Charter. We urge that action be taken by this Assembly and by the Security Council itself - for to ignore such an admission so boldly offered would be to endanger the very principles of this organisation.

Your posturing and defamation insults not only us both, but this great chamber and assembly. All actions in the Palestine area are fully within both the letter and spirit of all international law. We have nothing to learn from would-be moralizers who can't stop funding and supplying terror attacks on civilians long enough to see the reality of their own situations.

The United States votes no, it is our position that this issue has been resolved by UNSC Resolution 242. Should there be an issue impeding continued implementation of this resolution we ask that the Secretary-General's Special Representative on the matter bring it before this body in detail.

Respectfully we ask that the United States' delegation reconsiders the matter. UNSC Resolution 242 dealt entirely with the unprovoked Israeli attack against its Arab neighbours, and an attempt to promote a peaceful settlement of that conflict. This resolution deals with the entirely distinct (yet linked) matter of repeated, continuing and growing violations of Palestinian rights. That the Israeli representative would admit to these actions and yet still the United States chooses to ignore the graveness of this matter bodes ill for the future of the Palestinian people, the settlement of this long-standing conflict, and perhaps most seriously, the esteem of the United States in the Middle East.
