Resolution on a UN Environmental Programme

Delegates of the United Nations General Assembly,
It is a sad truth that we live in perhaps the most dangerous time for the ecology of planet Earth in our history. Nuclear powers across the globe sit poised to strike each other, and environmental degradation from overpopulation, pollution, exploitation and human conflict threatens to damage our world for future generations.
This is perhaps most stark in the increasing number of extinctions of flora and fauna. My own country, Indonesia, knows that well - with many varieties of life large and small at risk. And while we all might hold an opinion on the Vietnamese War, there is no doubt that the region shall need support in reestablishing forests, farms, and wildlife post-war, no matter the outcome.
Therefore, the UN must be ready to act and alleviate environmental problems by assisting member states neutrally, and in an unpartisan manner, never infringing on national sovereignty but encouraging sustainability. This is especially true as the last vestiges of colonial control give way to true independence for the nations of the world.
The resolution therefore:
- Endorses a conference, to be organised by ECOSOC (United Nations Economic and Social Council), for E1969. Bringing together experts and conservationists, as well as farmers and fishermen, from across the world this conference - held in a location of the council's choosing - would establish a framework for an overarching Environmental Programme for the United Nations.
- Welcomes support, funding, research and expertise for the future conservation of sustainable growth, the alleviation of poverty, and protection of biodiversity for the good of all.

France would welcome an increased role for the sciences in this proposed measure, to support - and later, funding - for research to be carried out on the possible human effects upon the environment and discover solutions for the problem created. Our vote is, however, yes.

Truly, this is one of the problems of our generation that is lost amidst the power politics of the ideological struggle that currently convulses our globe. And it is not a problem that can be ignored and left for future generations. The Federal Republic of Nigeria sees no reason to do otherwise, and votes Yes.

While we do not the recently brought up scientific term known as climate change to be sufficiently proven, as it lacks significant evidence as of now, the conservation of biological diversity and the transfer to more durable and the recycling of resources is a noble goal and the Imperial State of Iran will take measures as to help its own transition in light of this resolution. As such, we vote in
favour of the resolution.

The Republic of Indonesia welcomes the broad support from across the United Nations on this issue. In regards the French Republic's question over funding for the sciences, it is our intent with the wording of the resolution to encourage that very aim - and we too hope that any UN Environmental Programme would study the solutions, as well as the problems, with great vigour.
