Ambassador Hugh Mackintosh Foot of the United Kingdom

Ladies and Gentlemen,

I approach you today to discuss an urgent matter: the behavior of Pakistan. The Islamic Republic has just declared a draft of its population, greatly increasing its military size. Additionally, it has started to develop nuclear weapons. In light of its troubled relationship with its neighbor India, we believe that this matter must be discussed by our body. The United Kingdom calls upon Pakistan to end its nuclear program and end the draft of its population. We cannot allow a major war to break out on our watch.

Although not a member of the Security Council, the Iraqi Republic expresses its concerns at these developments and urges Pakistan to explain its actions - and place a hold on its nuclear programme for the time being in the interests of international stability and preventing escalation in the region.
