East African Community Administrative and Economic Reform

The East African Community,

Convening as equal members of a partnership devoted to mutual prosperity through closer economic and political ties between the post-colonial states of Eastern Africa, one which rejects ethnic, religious, and national divisions contrary to that devotion,
Reaffirming previous agreements and resolutions that action may presently be undertaken in this organization through unanimous agreement,
Stressing that said principles can only be maintained through further cooperation and integration in the name of East African unity,
Recognizing that an experiment in East African unity requires a willingness to participate in reform and a democratic administration to ensure fairness to all members,

Requires all present and future members to create a special Ministry of East African Cooperation within their government;
Invites the Republic of Burundi and Republic of Zambia to join the East African Community as full members;
States our intention to extend the same privileges to the Rwandan Republic upon their nation's return to a satisfactory level of stability and withdrawal from their present position on the Hutu-Tutsi crisis;
Establishes a position of Secretary-General, to be elected by the membership on a five-year basis, a Consultative Assembly consisting of five appointed delegates per member country as well as the leadership of seven standing committees, to be headed by a biennally-elected Chairman,
Agrees to the creation of a Integration Bureau, consisting of a representative from each member nation, first tasked with finalizing the present customs union, and later the submission to the Consultative Assembly any and all proposals on a standardization of monetary and fiscal policy;
Also agrees to the creation of a Development Bureau along similar lines, to serve as partner to the Integration Bureau, to oversee the proposal of new infrastructure projects and investments furthering inter-member trade;
Undertakes to organize an East African Court of Justice, with jurisdiction over the interpretation and application of the East African Community's resolutions and treaties and may have other original, appellate, human rights or other jurisdiction upon conclusion of a protocol to realise such extended jurisdiction;
Submits to the International Community as liaison the role of Special Economic Partner, a potential status for all willing nations to participate in the development of the East African economy.

Furthermore, the East African Community,

Removes as policy between members internal customs, tariffs, and dues, and sets forth to implement a common external tariff at rates considered reasonable by international standards;
Sets forth to institute the free movement of labor and capital between member nations, exempting state-owned property and submitting the purchase of land to review by the Integration Bureau;
Undertakes to establish, by the first quarter of 1969, a 100 credit project for mutual improvement of agricultural practices and techniques, and by the first quarter of 1970, a 100 credit project for the protection and expansion of mutually-owned companies dedicated to improving infrastructure;
Declares its support for the fostering of private enterprise with the creation of Special Economic Zones on Zanzibar Island, the Port of Mombasa in Kenya, and Kaweweta in Uganda.

The Soviet Union is overjoyed to see that the nations of east africa are joining forces in order to oversee the construction of a brighter and more prosperous future for the African peoples, for that we salute our Tanzanian comrades for spearheading such an effort. As such, the USSR would like to apply as a member of the EAC, to be considered as an observer state of this union.

France finds it ironic that an organisation, whose charter rejects ethnic division in one breath, chooses to side with the aggression of a nation of one ethnicity against a nation of another in the next breath. Why is there no condemnation of a certain state's use of cross-border militia attacks to seize territory and plunder from their 'ethnic enemies' - and indeed, they are allowed into this organisation seemingly with its full support for their attacks. We suppose that in this organisation, some ethnicities are plus égal que d'autres.
