Address to the people of Vietnam, and the people of America.
We stand here today marking a new year, a new chapter in history. A new chapter in which Vietnamese ascendance and final victory shall become a reality. Our country, led by the wise and glorious Hồ Chí Minh, who's struggle against foreign imperialism and colonialism has inspired millions to take up arms in a revolution destined to succeed, still yet remains divided into two. The occupiers of the south, the American government, still prop up the faltering puppet state, continuing to oppress our brothers and sisters who desire nothing more than to be free from their foreign overlords.

Yet we remain strong. In spite of their disastrous efforts to crush our people, country, and morale, we remain firm. In spite of the tens of thousands of bombs dropped, millions of bullets fired, tens of offensives, we remain healthy. In spite of the massacres directed against our people, our sons and daughters, our brothers, sisters- our entire families, we remain cohesive. Our will is not broken. Our will will never be broken. Fighting a righteous war against those who seek to exploit us, we will never give up.

It is very sad then, that the American government believes they can win this war. They believe that by sending more of their own people to a foreign land where they have no business being, fighting for a people which reject them, against a people which reject them, that they might overcome our forces. That they might persevere in spite of all evidence to the contrary.

To the people of America: Your government remains woefully ignorant, and perhaps you yourselves are equally ignorant if you truly believe that victory can be attained in this war. It is impossible. The best that you can achieve is a temporary occupation, paid for by sacrificing hundreds of thousands of your brothers, your sons- your fathers. Our ideals will never be extinguished, and we will continue fighting until victory is attained or there is nobody left to fight. Our ranks bolster with recruits who see the justness of our case. For every ten men killed by your bombers, twenty more will join us voluntarily. This is our country and our numbers remain inexhaustible.

So we call upon the people of America to exercise the rights that your government frequently disregards, and demand that they leave Vietnam. This shall be our one and only warning. Failing to heed it will bring disastrous consequences to your nation and countrymen.

The Republic of Cuba salutes the beautiful message put forth by the Ministry of Foreign Affairs for Vietnam. We will translate it and distribute it in Radio Havana so our people can know of your people's resolve in the face of seemingly insurmountable odds.

The late great Che Guevara always expressed admiration and sympathy for the Vietnamese people's cause. As you fight on towards your inevitable victory and liberation, rest assured that he would be proud.

Onwards, brave people of Vietnam! Your resistance is a shining example for all the oppressed peoples of the world as they fight towards liberation! Cuba stands with you!

We are humbled by the kind and strong words from our comrades in Cuba. Despite being so close to the United States of America, a mere stones throw away from their mighty arsenal of weaponry which they use to spread their imperialistic ideals across the world, the fact that you reach out to us in our time of need and express support speaks volumes about the quality and character of the Cuban peoples.

Our struggle for liberation is still ongoing- but with support from nations like Cuba, what chance do the American imperialists have? We stand united, comrade!

Stunning Victory - and a Call for Surrender!
Comrades, the Tet Offensive has been a wondrous success! It is clear to any international observer that through the cunning and ferocity of our regular army, and the Viet Cong to the south, who fight bitterly to free their homeland, we have dealt a terrible blow to the United States of America and it's puppet regime. Many weeks ago our government announced the dawn of a new era - a new chapter. And what a start to this glorious chapter of Vietnamese history is it. The decadent urban dwellers of the south, who know not the realities of war, are finally waking up to the sheer ineffectiveness of the southern puppet regime and must face the cold, cruel reality that America is not all powerful. This offensive has proven that. Our military remains strong, our allies remain steadfast, and our people can rest easy for this one brief moment.

Yet, despite this resounding success, victory has not yet been attained. It is just out of reach, yes, but it most assuredly has not been obtained. We must not celebrate too early comrades- the war still rages on. Our people still lay under foreign occupation, and droves die in retaliatory strikes by the American military. This is a tragedy. How much Vietnamese blood has been spent thus far, to reach this point? How much more will need to be spilt to achieve the impending victory?

It is recognizing this that we would call for the formal surrender of the South Vietnamese regime, and the withdrawal of American forces from Vietnam - completely. This offer, which shall only be given once, will pardon all members of the South Vietnamese regime, will formally offer to integrate the remnants of the South Vietnamese military into a new unified army, and will prompt our politburo to implement measures to better reflect a new unified Vietnamese society, with the south being markedly different from the north.

No matter their horrendous crimes, they will be pardoned and will not be tried. Private property will be guaranteed, among other items that may concern people in the south.

Vietnam is destined to be united. There is no arguing about that. The question is, comrades, will it be through a bloody war which decimates the south, or will it be through a formal surrender which guarantees the rights, liberties, and security, of those who may fear retribution from our righteous army?
