Ships should definitely take more than 1 turn to build, since that's 3 months in this game. I'd suggest three or four turns (1 year), which is still too quick, but gameplay balance and everything compared to the several years it actually takes to build a warship in this time.

Yo, I figured we were doing it as historically on the Napoleon as President thing. He's out of the country all the time anyway, so d'Eril runs the show and exercises all the power in any case? We can chat about it if it needs changing tho, it's no biggie.

French fleet going to Caribbean would also have taken losses attempting to break through the blockade of France's military harbours and escape. They can't just leave port. Kind of the point of close blockade.

Can I get a clarification on the effects of opium actions? you made no mention of it other than the legalization, and presumably it'll affect trade negatively for several people. unless my trade went up due to retaining our present surplus without foreign opium
