I am Roman by right of the title 'Emperor of the Romans', bestowed upon me during my coronation, and born as the spiritual successor to the Roman Empire. We are Holy because of our connection the Lord. What is the reason for this particular question at this particular time?

That is not a feasible course of action while we are currently engaged in active combat operations in Italy. Perhaps when the war has ended we can consider it, but at the moment we will not entertain any notions of a withdrawal from Italy while there are still French troops present.

As by the Treaty of Luneberg concluded, We had sought to maintain Austrian power on the international stage, in spite of Our defeats. We wished to create a stronger unity, one that could challenge France. However in Our tenure it has become clear that the people no longer support Our rule. As such, We are no longer able to carry out the duties of Our Imperial Office, and as such have renounced the throne of the Holy Roman Empire.

Taken into account, there are few actions left for Us to commit.

Firstly, We hereby declare the creation of the Empire of Austria, constituted of all the lands currently under the suzerainty of the Habsburg Dynasty and subject to Our crown. All servants of the monarchy in a military or public capacity are expected to sweat loyalty to the new state.

Secondly, We hereby abdicate the throne of this newly created Empire to Our beloved son Ferdinand. We appoint our brother Archduke Charles,Duke of Teschen to be His Regent until He has reached the age of maturity.
