India announces the immediate closure of the border with Pakistan and a shoot on sight policy in reaction to the spread of Islamic extremism and total collapse of the Pakistani state and society. We will put aside hostilities and invite the Pakistani government in exile under General P. Musharraf to constitute an expeditionary force out of Indian Muslims for the reclamation of Pakistan.

The United States is concerned with India raising its nuclear level. We realize that India faces many threats to its security. However, nuclear weapons will not achieve peace in South Asia. We ask that you lower your nuclear level to its past level.
