
The Balkan Refugee Management and Resettlement Programme is a new initiative, spearheaded by the Serbian government, which seeks to solve the ongoing refugee crisis in the Balkan region using humane methods.
All individuals illegally entering the territory of the Republic of Serbia without a valid visa, or are found already within said territory without one, are henceforth to be placed under immediate detention by the Serbian Armed Forces, for their own protection. Once in custody, due to the pressing needs of the situation, emergency on-the-spot evaluations regarding whether the individual should be granted refugee status and the right of asylum in Serbia are to be carried out. This will be done by officers of the Ministry of the Interior. If the evaluation shows that the individual is not in need of immediate humanitarian protection, they will be immediately escorted out of Serbian territory. Certain socioeconomic and cultural factors will be especially taken into account.
Should any weapons, contraband, banned substances, extremist propaganda or other evidence of illegal activities be found on the person of the individual or in their belongings, this shall be seen as grounds for immediate deportation or indefinite detention pending trial for them and any suspected criminal associates. All refugee-management staff members are authorised to use force in carrying out their duties, albeit only in accordance with the ethical ordinances and regulations of the Serbian Armed Forces.
All seeking to enter the Republic of Serbia without attaining a valid visa prior to their entry, and seeking to claim the right of asylum, are to apply for refugee status at Serbian embassies and consulates in their respective home countries, or in their current country of residence. All individuals seeking to apply for refugee status directly at the Serbian border will be declined, due to the severity of the situation and the strain put upon the law enforcement officials of Serbia.
Those individuals granted preliminary asylum following the emergency on-the-spot evaluations are to be immediately taken to off-shore detention centers, such as at Sazan Island, where thorough security vetting, medical quarantine, and resocialization will take place. Residence in such off-shore detention centers will be indefinite, until a safe and secure site of resettlement can be found for those found to be in dire enough need of such to warrant the protection of the Serbian government.
The Serbian government encourages all nations of the Western, Christian world to follow our lead on this, and to act swiftly and resolutely. Close your borders, extend protection only to those in most dire need, and kindly but firmly turn away those found to not be in need of immediate protection. Thank you.
