We would like to address our French friends. Even if not all governments and rebels agree to the terms of the ceasefire, we are at least trying to take a step in the right direction. If the alternative is to do nothing, then I would prefer a toothless resolution. Hopefully all parties will realize the harm coming to humanity if they don't listen.

It must also be added that the shadow of the future should weigh heavily on these parties. Rebel groups hope to be seen as legitimate governments. Current government want to continue to be members of the international community. Those groups who pursued short term and selfish goals at the expense of humanity should take note that the United Nations will remember.

The USA, Yugoslavia, Saudi Arabia and the United Kingdom have voted YES.

Albania has voted NO.

This vote will be closed 48 hours from now. With a minimal participation from around the world, it will fail as lacking support, if said support remains at the present level.
