Lyndon B. Johnson,
President of the United States of America

People of Earth,

I have already spoken extensively on my feelings about what I believe should be the unyielding Human position before the Alien threat. I will take up your time no more than I explicitly have to, for I believe it tremendously important that other member nations, too, voice their opinion on this matter. So far the only other voice that has seriously risen up is the Bolivian delegation, for reasons that are painfully evident to us all.

Those who know me are aware that my favorite verse from the Bible comes from the Book of Isaiah, 1:18 : "Come now, and let us reason together..." It is in this brotherly Christian spirit that I present the following proposal, that the member nations of the UN may all formally join in a single great peace process, to complement the Emergency Immediate Global Ceasefire and close off any avenue for division and the untimely ruin of Man.

The United States, of course, votes in favor of this resolution, whose basic principle is that this Peace must be satisfactory to both sides, but also built on mutual respect and willingness to compromise, based on the axiomatic defense of the common interest of the Human Race.

So far, Switzerland has offered to host talks towards a Peace agreement in Vietnam. The United States gladly sponsors and will aid towards this solution. According to UN data, here are the conflicts currently ravaging our beloved world:
Sudanese Civil War
Eritrean War of Independence
Angolan War of Independence
Guinea-Bissau War of Independence
Rhodesian Bush War
Mozambican War of Independence
South African Border War
Namibian War of Independence
Nigerian Civil War
Civil War in Chad
Guatemalan Civil War
Colombian Civil War
Internal Conflict in Burma
Laotian Civil War
Vietnam War
Insurgency in Northeast India
Korean DMZ Conflict
Cambodian Civil War
Naxalite-Maoist Insurgency
Basque Conflict
North Yemen Civil War
Dhofar Rebellion
War of Attrition
The United States will gladly provide its cities and military bases for the discussion of these talks. We will also reach out to our allied nations involved in these conflicts so that they know in no uncertain terms that we are committed to their participation in this process. We believe, however, that all this effort will be for naught if it does not count with the support of the UN General Assembly, and especially of the great powers that may hold a greater influence over the conflicting parties. I hereby invite everyone to please, in the name of Mankind, put your support behind this resolution. There is no time to waste.

We have offered to host all necessary peace talks, given our tradition of neutrality, not just those for Vietnam.

Just as Umar spent his years alongside the Prophet and Abu Bakr as a warrior, only to ascend to the title of Caliph and avoid the violence that had become his way of life, so too the world must put down its arms in the face of a potential threat. Saudi Arabia endorses this measure, and volunteers -should the involved parties be willing- to endorse and host peace processes as pertains to North Yemen and Oman. We therefore request confirmation from the involved parties, including the United Kingdom and the United Arab Republic, that they are willing to follow suit. In the meantime, we vote yes.

The Soviet Union agrees that a cease-fire must be implemented. We can no longer fight each other while our very existence is threatened. Moscow believes that the Popular Fronts of yesteryear must be revived. All parties who look to Moscow for guidance should unite with their fellow men to resist the very threat to our existence.

While France is inclined to support this initiative, we would like to know what will happen if a peace satisfactory to both sides cannot be reached, or is unable ro be implemented. Will the General Assembly be made to intervene and enforce brokered deals, or resolve conflicts by force? We feel this must be addressed before we can agree to anything

Secretary-General U Thant

This discussion will be left open, as it is not a formal vote, but we are saddened to see the lack of progress.
