Recognizing that the growing unrest among Pakistan's Bengali community does not arise out of nothing, and both with the desire to mend the damaged state of Pakistan's national unity as well as with respect to the advice of our friends in the Kingdom of Saudi Arabia and the example of the international community's attempts- however contentious -to reconcile ongoing conflicts throughout the world in the face of threats that once lay squarely in the realms of fiction and madness, the current administration has come to the conclusion that bold steps must be taken. In my years of military and government service since the creation of the nation of Pakistan, I have done my best to do what was necessary to put my nation on the right path and to keep it there. It is my sincerest hope that I can continue to act in the best interests of this country.

However, the world has changed overnight, and this nation faces threats that neither I nor anyone could have foreseen in days past- the only conclusion I can come to is that a better route must be found- a wholly new one, if necessary. I am not so proud as to ignore that other parties, beloved and trusted by so many in my nation, might have solutions to these problems. As such I ask my countrymen not to set aside their differences, but to join me in the struggle to reconcile them and become stronger for our efforts.

As such, my administration has begun preparations for mediated talks between this government and the following invited parties in the city of Dacca:

-the Pakistan People's Party, led by Zulfikar Ali Bhutto

-the Awami League, led by Sheikh Mujibur Rahman

-the Jamaat-e-Islami, led by Abul Ala Maududi

In the interest of negotiating an equitable resolution, the following nations have previously accepted requests to send diplomats as participants in a panel of mediators:

-the Kingdom of Saudi Arabia

-the People's Republic of China

-the United States of America

All participants are open to raising issues for discussion and negotiation, but the Islamic Republic of Pakistan intends to address at the least the following points:

-an addressing of the demands made by Sheikh Mujibur Rahman's Six Points Movement.

-if necessary to achieve peace, the formulation of a new constitution.

-the commitment of Pakistan to resist subversion by extraterrestrial influence.

-the end of Ayub Khan's service as president of Pakistan.

As a show of good faith towards the recently-arrested Sheikh Mujibur Rahman, my administration will take the following steps:

-All criminal charges will be dropped against Sheikh Mujibur Rahman

-In accordance with the repeated requests by the Bengali population, the name of the state of 'East Pakistan' shall revert in official documentation to 'Bengal State', or 'East Bengal' where the former may lead to confusion with the Indian portion of Bengal.

-Bengali shall receive recognition as an official language.

While I have had my conflicts with all of my parties, and they have born personally the costs of this conflict, it is my firm belief that our nations faces such threats now as to make our previous differences pale in comparison. If we accomplish nothing else in our lives, gentlemen, let us ready for our people- Pashtun, Rajput, Bengali, Pakistani, Muslim -a nation that will live on and thrive without our guidance and defend it with all we have left in us.

I come to you today not merely as the leader of this government- but as a man with a family, a man who shares your Islamic faith, and a man who has had ample opportunity and reason to reflect on his failures and resolve to not let them be in vain- to not let the history of our people be for nothing -and it is my sincerest wish that we can stand together as brothers.

The Kingdom of Saudi Arabia confirms the willingness of the Royal Court to send Prince Nayef bin Abdullah as a mediator to our Pakistani brothers. We also wish to congratulate the Khan government for showing its ability to learn from its mistakes, and welcome the participation of Sayyid Maududi, a scholar and imam highly respected in both Pakistan and our own nation, and his political party.

To that extent, while we are content to wait for other requests and negotiations between the involved party before offering the advice of King Faysal, we most humbly request that Mr. Khan and his government make an offer not dissimilar to their previous ones and propose the legalization of Jamaat-e-Islami and their allies.

The Pakistan Peoples Party will attend, for the good of - well, the Pakistan peoples.

East Pakistan Awami League

The Awami League thanks President Khan for his invitation, but let's be honest: We cannot take part in any negotiations before all of those 1,500 Bengalis who were imprisoned in 1967 that remain in custody are released, and all 34 other prisoners held as part of the unlawful State vs. Sheikh Mujibur Rahman and others are released as well.

Jamaat-e-Islami Pakistan

We will attend, so that we may help protect the Government of Pakistan from atheists, heretics, infidels and Aliens. Even though we, as the Custodian of the Two Holy Mosques has kindly stated, are quite limited in our activities by said Government.
