Conference of at-Ta'if

In the name of God, the Most Gracious, the most Merciful,

We, Faysal ibn Abd al-Aziz, King and Prime Minister of the Kingdom of Saudi Arabia, in the spirit of the message of peace and cooperation brought to the world by the Prophet Muhammed, declare Our intent to convene a general Conference of at-Ta'if, a city known to all Muslims as the site of great battles which ended in the adoption of the holy and pure faith of Islam, finding:

That the war in Oman, presently between the Sultan of Oman's Armed Forces and the Dhofar Liberation Front, the former of which is aided by forces of the United Kingdom of Great Britain and Northern Ireland and the Imperial State of Iran, has continued for five years with no end in sight, costing the lives of far too many, Muslim and otherwise,

That the present conflict has its origins in several grievances, including rebellions in the Jebel Akhdar, the exile of Imam Ghalid bin Ali, and both the former and continued presence of British forces in the Arabian peninsula,

That the present threat of extraterrestrial-funded revolution on behalf of the so-called "Posadists" is a conflict of a magnitude potentially greater than the situation in Oman.

Therefore, We wish to propose a temporary ceasefire, as a show of good faith for the combatants. Furthermore, We invite representatives of the following to attend, and in doing so work out the terms of an equitable arrangement between all involved parties, and name as Our representative Our brother Khalid ibn Abd al-Aziz, Crown Prince of Saudi Arabia.

Dhofar Liberation Front

We shall heed this call for diplomacy, but it is with regret we engage with tyrants. Just know that we will do whatever it takes to protect the occupied Arabian Gulf - and, perhaps, right now, peace will be the best way to stave off the Alien imperialists. We'll see.

The Oman conflict has gone on for far too long, and has cost the lives of far too many good Muslims, for these efforts to be in vain. I submit this to the Conference for a review, not as a demand, but a suggestion, and pray that an agreement here will be as swift as it is lasting.
In the name of God, the Most Gracious, the most Merciful,

We, the convened representatives of those parties involved in the present conflict of Oman,

Recognizing that the war in Oman is the result of factors so numerous as to make impossible the act of placing blame at the feet of any one party,

Acknowledging that Dhofar Province has historically been a marginalized dependency of the Sultanate of Muscat and Oman, with a distinct culture from the rest of Oman,

Further acknowledging that the Imamate of Oman, also known as Oman proper, has a history of autonomy and self-rule stretching back over a thousand years alongside its religious role, widely acknowledged as the spiritual authority of the Muslims of Muscat and Oman,

Reiterating the international community's position that the Sultanate of Muscat and Oman is the legitimate government of the regions of Muscat, Oman, and Dhofar,

Resolve to:

Call upon foreign nations involved in this conflict to withdraw all advisers, military personnel, and state actors from the region.

Establish a tripartite commission, overseen by observers from the Organization of the Islamic Conference, to ensure the formation of a federalized government for the Sultanate of Muscat and Oman, providing limited self-rule to the provinces of the nation, as well as the State of Oman, and autonomy for Dhofar Province.

Restore the 1920 Treaty of As Sib into effect, thereby restoring the Imamate of Oman as a religious entity with rights as a new province of Oman.

Commit to an eighteen-month program of gradual disarmament on part of the Dhofar Liberation Front as well as the Firqat irregular militias and Balochi mercenaries serving under the Sultan's Armed Forces, again overseen by the Organization of the Islamic Conference.

Further commit to the transition of the disarmed Dhofar Liberation Front into a security force for Dhofar not to fall below a 2:1 ratio of former DLF members to other recruits for the next five years.

Announce the permanent establishment of the Imam of Oman as Minister of Awqaf and Islamic Affairs for Oman.

Approve the creation of an Omani Minority Language Law, providing for the protection of the often-overlooked Harsusi, Bathari, Shehri, Mehri, and Jobyot languages within an autonomous Dhofar and the State of Oman, as well as issue an appeal to UNESCO for research, categorization, and protection of the modern South Arabian languages.

Appeal to the United Nations, League of Arab States, and the Islamic Development Bank for [50 credit] investments into relief efforts as well as the rebuilding and expansion of infrastructure of the Sultanate of Muscat and Oman, with forty percent of the assigned funds being allocated to the development of Dhofar Province.

Saudi Arabia, of course, is willing to abide by the first provision, and remove all non-civilian personnel from Oman within six months from signing. We also support the involvement of the Organization of the Islamic Conference and its newly-formed Islamic Development Bank. Lastly, at this time, I wish to announce that we are formally withdrawing all claims to Al Buraimi, recognizing it as integral territory of Oman.

Imperial State of Iran

His Imperial Majesty, the King of Kings, the Light of the Aryans, is willing to withdraw all military advisers and other such forces, should this treaty be passed, and is also willing to contribute an aid package worth up to [50 credits] to help rebuild the country, on condition that we receive assurances from the governments of the Soviet Union, China and South Yemen that their training and armament of the Dhofar Liberation Front and any possible splinter movements will end permanently as well. While we are not certain such activities are currently taking place, truth to be told, it doesn't hurt to make sure.

Sultanate of Muscat and Oman

His Royal Majesty Said bin Taimur, Sultan of Muscat and Oman, is... well, frankly, somewhat sickened.

However, for the glory of God himself, and the survival of the Royal Dynasty, perhaps we must agree. Oman shares many similarities with Argentina and Chile, being an arid land on the southern part of a wider peninsula rich in natural resources, and - God forbid - if the Alien infidels come to this part of the world, perhaps we would be an excellent landing zone for him. This cannot be allowed.

We'll sign this agreement, on the condition that a multilateral OIC peacekeeping force be deployed as a personal guard to protect His Majesty, now that his other bodyguards will be predominantly withdrawn and dissolved, from mutinous troops and traitors.

It'd also be most beneficial to the future of Oman and, yes, the entirety of the Arabian Peninsula, that a sum of [50 credits] be donated to His Majesty the Sultan, for use as he sees fit, so that true development of the country can take place on a purely domestic level without foreign interference.

State of Oman

For Oman to live, so must the Imamate. We would be willing to dissolve our provisional government of the State of Oman and return to our ancient capital at Nizwa, in return for these promises of provincial and religious autonomy. We must all serve the Ummah, in these times of hardship. If a provision could be added to this treaty ensuring that at least 20% of the profits of any oil produced within Oman Proper be shared with our Shura Council, as zakat, to help care for the people of our community, we would be most pleased. This sum would go directly to the community, with the operating costs of the autonomous government coming from other taxation.

Dhofar Liberation Front

We thank the King of Saudi Arabia for the articles ensuring the withdrawal of foreign troops, the establishment of autonomy for Dhofar Province, and of course for language rights. Forgive us, however, if we show ourselves too greedy now; to ensure the future stability of the country, to ensure that His Majesty the Sultan - who, frankly, we have little reason to trust - we ask that certain fundamental reforms are ensured.

We ask that public smoking, the playing of football, the wearing of sunglasses and speaking to anyone in public for more than 15 minutes be legalized once more - in short, that recent legislative changes carried out by the Sultan be rolled back.

We ask for a full amnesty of all DLF members, for all actions carried out during our righteous uprising.

We ask that the DLF be allowed to continue to operate, as a legal political party and community organization, returning to the name of the Dhofar Benevolent Society which we previously held.

We ask that one of our commanders, as part of the integration of DLF forces into the Royal Army, be appointed Deputy Minister of Defence for a period of no less than five years, with the Sultan himself remaining in the position of Minister of Defence.

We ask that we be allowed to appoint members to a Consultative Council (Majlis Al-Shura), so that we may contribute to reviewing proposed legislation.

We ask that serious measures be undertaken by the government to combat endemic disease, illiteracy and poverty.

Finally, we ask that slavery be once and for all abolished, in all territories of the Sultan of Oman and Muscat.

China is willing to provide the guarantees sought by the Shah of Iran if the additional elements proposed by the Dhofaris are included.
