Treaty of Vladivostok

Recognizing the threat coming from the expansionist regime based in Beijing, where this regime continues to threaten invasions against its neighbors and support terrorist organizations,
Acknowledging that this threat compounds the world’s insecurity in the face of the alien invasion,
The Union of the Soviet Socialist Republic and the United Kingdom of Great Britain and Northern Ireland agree to put aside their respective difference and sign this treaty
1. The Soviet Union and the United Kingdom agree to treat direct Chinese aggression against one party as a threat against both parties and will respond with appropriate force
2. The Soviet Union and the United Kingdom agree to treat covert Chinese aggression against one party as a threat against both paties and will respond with appropriate force
3. The Soviet Union and the United Kingdom will treat acts of war against one party as an attack against both parties and will unite in their efforts to defend their respective territory and sovereignty
4. The two parties will engage in cooperative activities when it comes to preparing defense against the Chinese threat
5. The Soviet Union and the United Kingdom will work to counter Chinese aggression against any third party entity that seeks to destabilizing global politics or expand the imperial control of China
6. The Soviet Union and the United Kingdom agree to engage in consultation before engaging in any action directed towards the People’s Republic of China
7. The Soviet Union and the United Kingdom invite the Republic of India, the Federation of Malaysia, the Democratic Republic of Vietnam, the Kingdom of Nepal, the Kingdom of Bhutan, the Republic of the Philippines, Republic of Indonesia, Republic of Burma, and the Republic of Indonesia to sign this treaty. Upon their signature they will become a party to all clauses

We denounce this treaty as the basest of all betrayals against the masses yet perpetrated by the Soviet Union. Truly the social imperialism that now flows from Moscow knows no bounds - not content with enforcing their will upon the people of Eastern Europe and spreading their revisionist agenda, they now openly align with the greatest colonial power ever to exist against a fellow socialist nation. Truly the home of Lenin and Stalin has sunk to lows of which even Khrushchev could not have conceived. Today we mourn the death of the workers movement in the USSR.

Republic of India

As longtime friends of the USSR, and as members of the Commonwealth, not to mention a nation under constant attack from the PRC who claim our territories, we must regrettably sign this treaty. We call for an immediate Chinese demilitarization of its borders, the abandonment of all claims on the State of Arunachal Pradesh, and a return of the Aksai Chin area to Indian authorities.

Malaysia

Although our name is not correct in this version of the treaty - something we hope will be corrected in the final print - we will sign. The Chinese are funding and arming not one but several military movements on our territory, and we fear for the future, in these days when all sense of morality has gone from the world.

Kingdom of Nepal

In view of historical Nepali policies of neutrality, and the 1955, 1956, 1960 and 1961 agreements with the Chinese, we must decline. We do however have a degree of concern for ongoing events in China, and propose that Nepal be established as a zone of peace, a buffer between China and India. Aggression on either side is a negative thing.

Kingdom of Bhutan

[The Land of the Thunder Dragon is completely unresponsive, and will answer neither British or Soviet calls for diplomacy.]

Republic of the Philippines

We will not sign this treaty.

We, in Asia, must strive toward a modus vivendi with Red China. I reiterate this need, which is becoming more urgent each day. Before long, Communist China will have increased its striking power a thousand fold with a sophisticated delivery system for its nuclear weapons. We must prepare for that day. We must prepare to coexist peaceably with Communist China.

This does however not change the fact that we recognize the Republic of China as the rightful Government of China, and will continue to condemn Communist China for its flagrant and open support of communist and separatist militants on Philippine territory. We'll retain our multilateral security cooperation with the rest of the states of the Association of Southeast Asian Nations.

Union of Burma

We share the concern of Malaysia, that our name is written incorrectly. Nonetheless, we must decline this invitation, being a neutral country. We are however extremely concerned with Chinese funding and cross-border support for the Communist Party of Burma and several ethnic separatist groups, and would greatly appreciate foreign support regarding this.

Republic of Indonesia x 2

Although we are confused to have been invited twice, we will sign this treaty. Given Chinese support of the 30 September Movement, and its backing of other communist and separatist movements in Indonesia, we severed all diplomatic relations with the PRC in October 1967, and recent events have given cause to take this a step further.
