[CHAMBER]Infrastructure Rejuvenation Bill

Honourable colleagues in the chamber, I tentatively put forth the proposal of a significant infrastructure package to be implemented posthaste. The wounds of the civil war still yet fester, and while much has been done to repair the damage, said damage still remains. Fully repairing the damages incurred will not only be a strong show of unity for the peoples of Brazil, proving that we are stepping into the future, but it is also a practical measure; many people still yet suffer from the damaged infrastructure and it is our duty to ensure that we fix things.
Besides repairing damaged infrastructure - we of course move onto the main part of the package: a lump sum of funds which will be used to upgrade existing infrastructure, and also used to create new infrastructure. I firmly believe that such a package will bring innumerable benefits to the people of Brazil.
Trade will rapidly grow as severed connections are restored, and also new connections are formed- many thousands of people will be able to seek out employment and provide for their families, ensuring that they experience no financial difficulties as a result of being unable to find work. And, of course, such a package will allow Brazil to enter a new age of economic prosperity as not only domestic investors will make use of this modern infrastructure, but such a program will also bring in an influx of foreign investors eager to invest in many of Brazil's industries.
Thus:
1929 Infrastructure Rejuvenation Bill
Recognising that significant damage to infrastructure, from the civil war, still yet remains unfixed,
Understanding the importance of infrastructure in a modern nation,
Understanding the impact that the state of local infrastructure can have on people's lives,
Thus we pledge to:
- Commit to spending 5 credits from the treasury, to be used strictly in efforts to repair infrastructure damaged from actions during the civil war.
- Commit to allocating 10 credits from the treasury, to be used in constructing additional, and developing existing, roads and railways throughout Brazil.
Our estimations are that we would incur an additional 5 credits in maintenance costs - but this would be well worth it in both the short term and the long term. Alternatively, if many believe such costs are too high - a compromise of 5 and 5 would also be acceptable, if undesired.

The DoTPW has stated that basic Infrastructure in one of the southern states would cost 6c [assuming its a one time cost]. we would like it if half of the cost could be added to this bill

Although we wholeheartedly agree that the rejuvenation of Brazil and the infrastructure of our vast lands is an important aspect to the development and progression of Brazil and all Brazilians, we are disappointed with the lack of concern given to the economic capabilities of Brazil. As brought up in the 'Plano de investimento rural Debate', the current pledge of this proposal would be to raise 15 credits for a programme and regardless of how vital this programme is it would exceed our annual income and would be irresponsible to commit such vast amount of resources in one fell swoop without regard to other important sectors of Brazil. We are also deeply ashamed that the Partido Libertador will not accept this harsh truth as they once again try to raise funds for their own proposal.
The importance of this endeavour however does force us to reach a consensus to secure part of the funded needed for this year.

To the esteemed representatives of the Brazilian people in the Chamer,
I am glad to see the people and government Brazil now coming back onto their feet, after such a disastrous and unfortunate incident as the civil war was. I do not comment on the amounts pledged to such projects, for it is not my place to advise on such matters. Instead, I wish to first congratulate Brazil on such daring and important steps, and second, make a proposal related to said efforts.
As some of you may know, I have invested heavily in your beautiful nation, and would like to continue fostering it's growth. As such, I would like to offer my capital and expertise in the rebuilding of Brazil's railways, as well as the construction of new ones. I ask only a contracting fee, marked at 25% of the total cost of construction per railway, and joint ownership over all cosntructed railways with the government itself, with profits of the endeavor being divided at a 60-40 split, in my favor. Upon my death, my ownership of the railways may either be sold to private investors, or bought by the government itself from my estate at a 15% discount.
While this may at first sound harsh, I would like to remind you that I shall mostly use my own capital in the construction process, and offer my services at a fraction of the cost that you would otherwise incur. In this light, I find my proposed arrangement to be fair, and fully in-line with maintaining the prosperity and autonomy of the Brazilian government. For a discount, you shall still control your own railways, and shall be able to profit from them. The government benefits, as do it's people, who now have access to quality and efficient railways.
Whatever is decided in this endeavor, I wish Brazil the best of luck, and shall do my utmost to see that economic stability, and perhaps even prosperity, are enacted posthaste. Investments aside, yours is an admirable land, and I look eagerly toward every stride and improvement it is to make.

The Communist Party of Brazil supports this proposal, and will vote for it, although we would agree with Comrade Vargas that the costs could be modified.
We are however extremely concerned with the letter submitted by Mr. Percival Farquhar to this Chamber, and will oppose his plans to the fullest. We have no need or desire to put the resources and properties of the Brazilian people in the hands of an American capitalist, who seeks to undermine our unity.

we [weirdly enough] agree with the communist on the matter of the letter sent. While we are all for enriching people threw there own work and toils we don't believe the government should be giving out any special perks or deals to any one company with out either the rest of the railroad companies getting in on it.
We would even go as far as to purpose a bill banning anyone from running any business while in congress, being forced to either hand it off to someone for there stay, see it or give up there seat, yet as unlikely as this seems to be we will withhold it for now
We would also love to see this money spread around our fair nation, while the utilities in the west do need repairs badly at least they have some. large swaths of the countryside sadly lack basic utilities that most of us take for granted. So we do request a provision added that the capital spent on this bill is split between country side and urban areas based on the percent divide of who lives where

The Social Democrats are somewhat tepid to support this bill: It does go along with our ideas, but we do not seek to create a deficit through its passing.
However, we would like to reiterate the concerns about the letter from foreign powers: The roads, being of vital importance to the state, should be beholden to no one but the state, especially someone of a foreign nationality who may not have Brazil's best interests in mind, but rather profit.

Esteemed colleagues, thank you for your valuable input on this bill. Although I was hoping to hear words from the PUF, it seems they do not wish to give their input.
The general concern here seems to be the cost - indeed, many have pointed out that this would be a significant expense, costing more than our income this year. Yet I would counter with this: Infrastructure will always be a costly investment. It will always be a long investment. The dividends may take years to appear - but, and this I promise you, the dividends do appear. A strong infrastructure provides innumerable benefits, especially to a nation like ours in which many parts lay undeveloped. If a man needs to take his son to a healthcare facility - the difference between him travelling a dilapidated road and a well-built paved road could potentially mean life or death. These dirt roads will be at the whims of Mother Nature - heavy rain could make them untraversable. A modern road, however? It will be available all year round. Local villages and towns don't need to worry about being isolated from the world.
And our railways - especially along the coast - are the arteries of commerce within our great nation. They transport our people, they transport our goods. They bring a level of connectivity never seen before. A well maintained modern rail network will make us the envy of the Americas - trade will flourish, many will be able to frequently visit our larger cities and experience things they might never have had the chance to experience before.
Friends, we cannot forget the importance of a strong infrastructure.
However, all that said, I am not one to ignore the concerns of my fellows. Taking your concerns into mind I hereby put forth a modified proposal:
1929 Infrastructure Rejuvenation Bill(MODIFIED)
Recognising that significant damage to infrastructure, from the civil war, still yet remains unfixed,
Understanding the importance of infrastructure in a modern nation,
Understanding the impact that the state of local infrastructure can have on people's lives,
Thus we pledge to:
- Commit to spending 5 credits from the treasury, to be used strictly in efforts to repair infrastructure damaged from actions during the civil war.
- Commit to allocating 5 credits from the treasury, to be used in constructing additional, and developing existing, roads and railways throughout Brazil.
The new fund has been halved. While this yet remains a significant investment, it will put us no longer into a deficit for the year. This is a project that will provide long after we are all gone. Please, I implore you, take action now - our children and their children will be forever grateful to those who helped lay down a foundation for Brazil's greatness.

I find myself in support of the modified bill as presented here today. The damage that has been done is a physical scar upon our nation, one that must be remedied. By the restoration of this infrastructure we can ensure economic stability, as well as the prosperity of our nation.
To address another concern, however, at this time we believe that it would be foolish to so quickly dismiss the offered assistance of Mister Farquhar that he has offered without any prompting by our own government. It is a fact that we must live with, that foreign actors may have resources that we ourselves cannot provide which could ensure that our efforts are as successful as possible. If it ultimately benefits the Brazilian people, should we insist upon acting in a way which may dampen the willingness of investors to become involved in our economy and thus buoy our national prosperity?

yet if we where to accept any outside help we should not pick favorites, we should invite all railroad companies to make deals or invite all X type of company here. it would make sure we get the best deal possible

While foreign concessions can certainly be made --- look at how our comrades in the Soviet Union have dealt wisely with Mr. Henry Ford of the Ford Motor Company --- we must take actions so that said concessions are in the favour of the Brazilian people, and we do not place too great influence into the hands of foreign imperialists. Mr. Farquhar's suggestion is far out of line, and is unacceptable.
