Whereas the "Zwi Migdal Society", formerly known as the "Varsovia Jewish Mutual Aid Society" until 1927, a legal registered entity and civil society, is well-known to be merely a front for a vast criminal network operated by pimps and gangsters and organising brothels across South America,

Whereas the main technique of the Zwi Migdal in procuring prostitutes from mainly Poland, Russia, Romania and Lithuania, in addition to other forced prostitutes from Austria, Albania, Italy, France and other countries, is to lure poor women and girls to Brazil under the false pretext of marriage or employment,

Whereas the Zwi Migdal are known according to some sources to maintain brothels in places as exotic as Johannesburg, Bombay and Shanghai, with branch offices in New York City, yet maintain the heart of its operations in the Argentine city of Buenos Aires, and the Brazilian cities of Rio de Janeiro, São Paulo, and Santos, with additional Brazilian strongholds in Belém and Manaus,

Whereas the statistics are few and poorly kept, and yet the number of immigrant Jewish women from Europe living in forced sexual bondage in Brazil is thought to be somewhere 750 and 2,000 people, the majority of which are active in Rio de Janeiro, with 15% of the 3,529 women arrested for prostitution in São Paulo in 1922 having been recorded as having Eastern European origins,

Whereas police sources report that in 1913, the latest date for which there are such statistics, there were an estimated 431 brothels operated by the Zwi Migdal in Rio de Janeiro alone,

Whereas most women enslaved by the Zwi Migdal, living in forced bondage, die before the age of twenty-five according to most medical professionals,

Whereas many of women enslaved by the Zwi Migdal are subject to violent crime, often carried out by their pimps, for example as was the case with the tragic death of the Polish-Jewish woman Ms. Frida Mystal, murdered by strangulation in Rio de Janeiro in 1925, and the horrific beating and murder of Ms. Brony Spigler in Buenos Aires in 1926,

Whereas when the Zwi Migdal branch in Rio de Janeiro in 1910 held a public march to dedicate the Torah scrolls of its private synagogue, members of the Jewish community attacked the marchers and took the scrolls, showing its dedication to the abolition of this sexual slave trade,

Whereas in 1927 Jewish community activists stopped the arrival of 100 young women lured to Brazil in Rio de Janeiro and São Paulo by the Zwi Migdal, and in 1928 stopped the arrival of 250 young women in the same situation, a process carried out by relief workers meeting them in port and placing them in private homes until legitimate work was found,

Whereas in 1921, the Brazilian government of the time showed its concern with the situation, insisting on discussing the subject with the International Emigration Commission in Geneva,

Whereas in 1925 the Association for the Protection of Girls and Women, based in London, singled out Brazil as a problem area,

• Section 1. The registered organisation known as the "Zwi Migdal Society", formerly known as the "Varsovia Jewish Mutual Aid Society", and any subgroups, front businesses or other directly connected enterprises (such as the organisation Ashkenazum, a splinter founded by Mr. Simon Rubinstein), shall be outlawed as an illegal criminal organisation. All properties and physical assets belonging to the organisation shall be expropriated by the state and either auctioned off or re-purposed, all bank accounts frozen, and all known members and associates placed into custody pending trial.

• Section 2. All women and children enslaved by the Zwi Migdal and connected pimps shall be immediately freed via police action. All those freed shall be given police protection. Those lacking homes shall be resettled in temporary public housing, and those unable to find employment shall be provided simple such in the state-owned industries. Care will be taken that mothers not be needlessly separated from their children. For those suffering from venereal diseases, voluntary medical treatment shall be provided free of charge by state-employed physicians, to prevent their further spread.

• Section 3. Measures shall be taken by the judicial authorities so that the pimps, enforcers and other criminal members of the Zwi Migdal and associated criminal outfits which are sentenced to prison terms shall not enter into communication with one another, and shall not be able to reform their gangs in the prisons. As such, for example, they are to be dispersed in penitentiaries across the country and far away from their main hubs of activity, and not be allowed to share cells or blocks within said prisons.

• Section 4. The Federal Department of Public Security shall, via the Ministry of Foreign Affairs,
  enter into communication with the International Criminal Police Commission in Vienna, the Police of the Capital in Buenos Aires, the National Police of Uruguay and the New York City Police Department, providing full descriptions and details of all known Zwi Migdal members and associates, as to apprehend them swiftly should they flee Brazilian jurisdiction to other nations in which they operate.

• Section 5. The Ministry of Justice and Internal Affairs shall issue a bulletin encouraging the Jewish community of Brazil to follow the Argentinian example and form a formal Jewish Association for the Protection of Women and Girls, as has been done in Buenos Aires, with the support of the Ministry, to establish and promote a long-term system for the eradication of these practices.

• Section 6. The Ministry of Justice and Internal Affairs shall enter dialogue and cooperation with the Jewish Benevolent Association for Burial and Religion (formed and formally registered in Rio de Janeiro in 1906) and the Israelite Benevolent Religious Society (formed and formally registered in São Paulo in 1924), organised by women exploited by the Zwi Migdal in order to provide social, religious, health and funeral services to their fellow victims of sexual slavery, to ensure that those freed can provide for themselves.

• Section 7. This bill shall go into effect immediately after passage.
