Let us not be fooled here - the PCB has extreme disagreements with the Argentinian government, as many of us here in this Congress do. But let's also remember that despite our differences, we are all Latin Americans, and as a proud, free nation, Brazil needs to support our fellow Latin American nation and recognise its rights, in contradiction with the claims of imperialists and colonialists.

Ilhas Malvinas Act

Whereas the Republic of the United States of Brazil is dedicated to, despite occasional disagreements regarding policy, commerce, territory and so on, solidarity with its Latin American sister-countries on the matter of anti-colonial liberation and decolonisation, in the spirit of great Brazilian national heroes like Zumbi dos Palmares, Joaquim José da Silva Xavier ("Tiradentes"), Joaquim da Silva Rabelo ("Frei Caneca"), Eduardo Angelim, Anita Garibaldi, and thousands others,

Whereas in 1833 the United Kingdom of Great Britain and Northern Ireland forcibly removed the Argentine population of the Ilhas Malvinas, a land once likely inhabited by native South American Fuegians, and has since imposed its colonial authority on distant waters,

Whereas dozens of protests regarding the occupation by the United Kingdom of Great Britain and Northern Ireland has been submitted by Argentina during the last few and first two decades of the 19th and 20th centuries respectively, since Argentine independence from Spain,

Whereas in 1922 the National Committee for the Restitution of the Ilhas Malvinas to Argentina was formed in Buenos Aires,

Whereas in 1924 Argentina registered a protest in the context of the extension of the Bruxelles Convention on venereal diseases, of 1 December 1924, to the Ilhas Malvinas,

Whereas in early 1927 Argentina formally protested against the British for the establishment of a wireless station in the Ilhas Órcades do Sul,

Whereas also in early 1927 Argentina solidified the status of inhabitants of the Ilhas Malvinas as Argentine citizens, when the Argentine Foreign Ministry acted favourably on such a person's petition of enlistment in the Argentine Army as an Argentine citizen,

Whereas Argentine operates the first Antarctican radiotelegraph station on the Ilhas Órcades do Sul since 30 March 1927, in addition to meteorological stations on Ilha Laurie in the the Ilhas Órcades do Sul and in Baía de Cumberland in

Whereas Argentine expeditions to the Ilhas Órcades do Sul have recently taken place in the years 1923, 1925. 1927 and 1929,

Whereas on 14 September 1927 Argentina again noted to the Universal Postal Union that de jure jurisdiction of the Ilhas Malvinas, the Ilhas Órcades do Sul, and the Ilhas Geórgia do Sul e Sandwich do Sul belongs to them, despite a de facto British occupation,

Whereas earlier during this year of 1929 the Argentine government formally required payment of custom taxes on all postal packages proceeding form abroad and bound for the Ilhas Malvinas,

Whereas all these events point to the relevance of this diplomatic issue, and the necessity of Brazil to take a stance on a matter taking place only about 1,200 miles from our national territory,

  • Section 1. The Ministry of Foreign Affairs of the Republic of the United States of Brazil shall formally notify the Government of the Argentine Republic and the Government of the United Kingdom of Great Britain and Northern Ireland that it recognises the legitimacy of the Argentine claims on the Ilhas Malvinas (English: "The Falkland Isles"), the Ilhas Órcades do Sul ("The South Orkney Islands"), the Ilhas Geórgia do Sul e Sandwich do Sul (English: "South Georgia and the South Sandwich Islands") and Antártida Argentina (English: "Argentine Antarctica"), not the colonialist claims on the same.
  • Section 2. The Ministry of Foreign Affairs of the Republic of the United States of Brazil shall encourage the League of Nations to open a discussion on the issue of the Ilhas Malvinas, and the democratic decolonisation of other unfree territories in Latin America yet held by European powers.
  • Section 3. The Public Education System of the Republic of the United States of Brazil shall henceforth take into account Section 1 of this bill, issuing only maps, globes, textbooks and other such materials to students which contain the names " Ilhas Malvinas", "Ilhas Órcades do Sul", "Ilhas Geórgia do Sul e Sandwich do Sul" and "Antártida Argentina", not their colonial English equivalents.
  • Section 4. This bill shall go into effect thirty-one (31) days after passage.

We absolutely refuse to support any part of this bill. The territory in question is undispitaubly British, and the ridiculous claims made by the Argentina government represent have no weight behind them - we will not support Argentinian expansionism.

The weak and decadent Government of the United Kingdom should absolutely renounce any claim to sovereign Argentinian soil and we Brazilians should support Argentina's claim to their Islas Malvinas.

While we should work with our fellow Americans we will not support this bill as we do not see what this bill will achieve other than angering one of the largest nations with one of the largest militaries in the world

At this time we cannot support this bill. While touting anti-colonialist sentiment is certainly noble, harming our relationship with the British over something that we have no stake in mrely harms us and accomplishes nothing of value

As you may be able to guess, this proposal is of a highly symbolic nature, as we cannot expect the conservative-liberal establishment to enact any action contrary to the wishes of our Anglo-Saxon loansharks.

Due to the sensitive nature of this conversation, we would request that the esteemed President of the Chamber of Deputies Sebastião do Rego Barros would allow for further debate to be had in order to reach a proper stance on the issue.

We have nothing to add per se, we just want this to be discussed further. One option can alienate a powerful global power and the other can further strain tensions with a powerful neighbour. The ANL supports diplomatic conversation between Argentina and Britain to decide the fate of the islands.

What more is there to be discussed? The proposed bill would be a violation of our previous "on the fence" stance, all in the good name of Latin American brotherhood. It is not our concern, quite frankly, at this time, and we see no reason for voting to be delayed further - this bill will likely fail.
