Under review from the Government in France, acting Secretary-General Joseph Avenol has been found to ignore the understanding of his position. He has gone about cutting off any dissent against the actions of Japan, Germany and Italy in their ambitions that plague our peace process. As such starting August 1 he will be pulled from his appointment effective immediately, He has been arguing not for the French state like he claims but for the wants and needs of Japan and now Italy, without showing the understand that he was supposed to be a mediator and not someone to decide the choice of the League. As of the effective date a new man will be placed in his stead, to be replaced by René Massigli, a lawyer who has the understanding it would take to allow him to be both impartial in the dealings and more willing to understand the real threats of breaking the peace in which we hold. A strong and well-written diplomat he will be the best going forward in a way to show both the League and our French Citizens their worries of the world falling to war will be unfounded.

This announcement is certainly unexpected for all of us here. The Frank honesty of the French government is appreciated and the resignation of Secretary General Avenol has been lodged.

However, the assignment of Massigli to the post is presumptuous and against the Covenant of the League of Nations. As per Article Six, we will now begin accepting nominations to the post of Secretary General from the Council, for approval by the Assembly. We assume France will continue to support Massigli for the position?

We shall keep our nomination for Massigli, That is the point we were trying to make, but our words were poorly chosen. We would be open to hear other nominations coming from the other Nations which have the right to do so.

Spain merely wishes to second the nomination of M. Massigli, whose courageous has shown the world that there is, in fact, a better way. We stand for a world of democracy and equality, where none may live in fear and the only limits are those we will attempt to push. We stand with the French announcement, in the hopes of a more equitable tomorrow.

Unless there are any further nominations, the Assembly shall proceed to a final confirmation vote to be tallied by the beginning of October.

As would likely be obvious now it seems that we shall voice our support and vote for our own candidate moving forward with it all, Mister Rene Massigli. We would welcome others to come and vote for or against our nominee moving ahead.

The Soviet Union is somewhat surprised by the sudden move made by the French government. However, our delegation accepts the French decision and wholeheartedly supports the appointment of Monsieur Massigli to the position of Secretary-General.
