Members of the international community, it would be fruitless -and irritating- to rehash the situation in Spain. We are faced with an insurrection that, while rooted in the fascist ideology of many of our former officers, also has its origins in the oft-mishandled protectorate of Morocco, or in Spain's case alone, that of our other colonies. And while we will, of course, fight until the last blood leaves our bodies for the life and liberty of all under the Republic's protection, it has become clear that the present position is rather untenable. Therefore, it is in the interest of my government -to say nothing of those who live under our rule, or other nations with interests in the region, to discuss a way forward. The time will soon come when Morocco must stand on its own, my friends, the only question is how we will get them there.
It is therefore that I invite the French Republic and a representative of the League of Nations to a conference, at a location yet to be determined, to discuss how we might bring stable, democratic rule to the tumultuous Maghreb. Other nations seeking attendance may apply, and be approved by those involved parties already invited.
