State Department communique regarding the Spanish Civil War:

The Government of the United States wishes to make clear that, in accordance with the Neutrality Acts, arms sales to both sides of the conflict presently being waged in Spain are banned, and shall remain so until such the conflict is concluded and the ban lifted by presidential order.

The United States additionally wishes to underscore that any party exterior to the conflict who intervenes militarily will be, at the discretion of the President, subject to the same halt in the export of arms and materiel as contributing to the constitution of a state of war in Spain.

Further, President Roosevelt wishes to make clear that he considers a moral embargo to be in place over all US trade with Spain which may further the prosecution of this conflict which falls outside the remit of the Neutrality Acts, and that he intends to seek from Congress at the soonest opportunity an amendment to the Neutrality Acts which will expand the definition of war materiel to levels necessary to preserve America's position relative to global peace.

Finally, the Government of the United States announces its intention to provide shipments of food on a purely humanitarian basis to Spain, and encourages like-minded nations to join with us in doing so.

We welcome and hail our Brazilian friends and neighbours, and pray that our two nations will continue to grow and develop together. We will, of course, examine our present visa policy, but we fear that our present policy may take time to correct. However we wish to underline that under the Immigration Act, there are no migration limits or caps on Latin Americans wishing to migrate to the United States.

SOVIET UNION-UNITED STATES TRADE AGREEMENT, 1936

Having established cordial and friendly relations in 1933,
Seeking to continue to strengthen economic and cultural ties between our nations,
Seeking to promote global trade and peaceful co-existence by these measures,

The parties have concluded the following agreement:

1. The Soviet Union and United States will extend to each other the status of most-favoured nation for the purposes of trade, and open their nations to formal bilateral trade.
2. To facilitate greater exchange of trade, trade missions and representations will be duly established in both nations.
3. To better monitor relations, approve trade deals, and facilitate business, the Joint US-Soviet Commercial Commission will be established, composed of delegations from each nation and headed by ministers of government.
4. To better provide for the engagement of trade, each foreign trade office shall have established a liaison office composed of chosen domestic facilitators who shall likewise hold protected diplomatic status.
5. Both parties are confirmed as having the power to act as required to ensure imports do not cause, threaten or contribute to a disruption of domestic markets.
6. Arbitration between parties shall be provided for on their own basis, with the proviso that choice of law and seat of arbitration be jointly decided, and be that of any nation other than the United States or the Soviet Union.
7. Prior obligations owed by the Soviet government on account of debts and property confiscations are quantified at [500c], to be repaid immediately.
8. The United States government immediately extends a limited line of credit at the amount of [500c], with interest serviced by [15c] payments each quarter and the total amount due by the end of 1941.
9. The United States affirms the right of the Soviet Union to apply for further lines of credit to facilitate the purchase of US goods.
10. The parties reaffirm the sovereignty and territorial integrity of both nations and pledge non-interference in domestic affairs.
11. The Soviet Union guarantees certain defined religious and political rights for United States citizens living within the Soviet Union.
12. This agreement shall last for 3 years, notwithstanding the parallel credit facility arrangement, with the option for parties to renew the agreement. A party seeking to withdraw shall provide notice of doing so 6 months prior to withdrawal.

I have the honor to communicate herein my understanding of the agreement reached by us in our recent conversations concerning matters in the South China Sea.

In order to settle matters concerning this geographic region between our two Governments, and better ensure regional cooperation and navigability of the seas, we believe a public clarification to be advisable.

The Government of France affirms that by virtue of territorial propinquity and the special relation held between the Philippine Archipelago and the Spratly Islands, that their territorial claims are herein transferred to the Government of the United States.

The Government of the United States acknowledges French claims to the Paracel Islands by virtue of French Indochina.

The Governments of the United States and France reaffirm he right to freedom of navigation through the South China Sea, save where territorial or national waters are concerned.

The Governments of the United States and France recognize that they have not and will not, within this agreement, make any further bilateral demarcations, decisions, statements or claims regarding island groupings within the South China Sea.

Moreover, they mutually note that this agreement shall have no bearing on non-bilateral rights, claimed or asserted, and does not oblige either Power to become involved in disputes involving a Third Party.

Sir, I shall be glad to have you confirm this understanding of the agreement reached by us.
