The Brazilian Federal Government in order to both boost demand for farming goods and to prevent any mass starvation from any major people groups is now offering a program named Comida para Todos [Food for All] where any nation can request the sale of both food stuff and medical goods no matter what political climate they are in, with the Brazilian government even willing to ship it to said nation for a fee. These ships are purely humanitarian in nature, any nation who attacks these ships will have any and all support from the Brazilian government cut off.
We hope this program can help ensure that no person should die of starvation anywhere due to politics

Spanish Republic
The Spanish
government is appalled to hear such words coming from our Brazilian friends. The rebel faction under the fascist Franco and his band of traitors is recognized by no nation as the legitimate government of our nation, a responsibility that falls to us even in the wake of the murder and plunder of our territories. That Brazil would so openly
sell - as opposed to donate or any other action associated with the giving of "humanitarian" aid - materials to the rebels, but profit off the misfortune of our people not only causes an ache in our hearts, that our former friends would be so deluded, but a violation of our sovereignty under law. We therefore request that, should Brazil truly desire to send aid, they do so in the appropriate manner, through international channels - and failure to do so will be taken into account by the State Ministry accordingly.

The brazilin government would happily sell goods to the other Spanish government as well, we intend to take no sides in this war and only attempt to help feed the citizens and render medical aid in the best way we see possible. Calling the nationalist "Spain" was only a formality since they are a government that is not Portugal on the Iberian peninsula. If it pleases our republican friends we will now only refer to each side by there nationalist or republican titles. Also as we are a relatively poor nation with lots of poor farmers we sadly can not give any food away as it would hurt our economy, which is why we have to sell it to people at a tiny wholesale markup, we hope this is understandable

Spanish Republic
It does not please us,
senhor.
Nor, as point of fact, will we be purchasing any sort of goods from a nation whose love of lucre has inspired such a craven rejection of international law, the delicate peace the League of Nations is working to form, and indeed, the very concept of civil democracy itself.
For it was not even a month ago that the fascist mutiny was launched with the intention of destroying our Republic and instituting a repressive regime more fitting to the Huns than any true Spaniard. These are cowards who have called upon foreign powers in their Faustian bargain to overturn the internationally-recognized government of Spain, who have rejected the will of the Spanish People in our fight for democracy, liberty, and equality, and who have formed no government but that of a warlordist collection of thugs. The Brazilian government can insist it will not take sides, but when traitors and rebels ravage the north of Spain and the brave people of Madrid are beset on all sides by the mutineers, it is clear that the battle-lines have already formed.
Those who deny the legitimacy of our Republic -again, internationally recognized by even the nations who share the rebels' fascistic belief system- deny constitutional rule, international diplomacy, and the mandate of democratic governance, cornerstones of modern political thought. Therefore, those who collaborate with the rebellion have signaled to Spain that our sovereignty is meaningless. If Brazil cannot understand this, the notion that a nation might have a potential issue with open, public financial transactions with a known rebel group inside their own borders, then we as a nation are at a loss for words.

We are sadden at this sudden turn of events and do understand the republican point of view, but you must
understand as well that we only whish to help the citizens and hope that these goods go a long way to that goal.
The mere though of giving to one side and not the other while still staying neutral is something we think is a paradox
and wont get involved with, so if this causes a break down in relations between our great nations then so be it.
we will not change our corse in an attempt to stay neutral on a world stage while helping our poor farmers. note we
do not deny the right to rule of the republican side, and are humbled by are mistake to call the nationalist "Spain"
yet even if they have the full right to rule we can not stand back while citizens die in a way that we can prevent

We request that all Brazilian shipments undergo neutral British inspections, to ensure that no weapons or materials of war are smuggled into either Fascist or Republican hands.

we will happily agree to this as we would like to prove to the world that we are not shipping anything other than food, we would like it if our ships could be inspected either in brazil or somewhere close to the start/stop points just for ease of transportation

Gibraltar, or the Tangier International Zone.

Gibraltar would be the most convenient at the moment. We would like to make a request as well, that none of our ships be the target of any attacks by any nation
Also note that any costs that are racked up due to these searches will not be paid in any part by the United States of Brazil as we are not the ones who ... Requested them

A Letter send to the governments of Argentina, Paraguay and Uruguay outlining a possible trade treaty
some of the points included
- Shared Investment into Hydroelectric dams in the area
- Lower Traffics and fees for business
- Increased openness of boarders for business
- Lower Taxes for interregional business
The letter notes that these are just outlines currently and that brazil would happily work with them to flush them out

As always, the United States welcomes initiatives designed and aimed at the promotion of freedom, peace, and mutual prosperity - particularly those arising within the Western Hemisphere and amongst those of us nations who share a common history, and god-willing, a common future of friendship. It is therefore with some concern that we note that despite the lengthy history of, and ongoing concerns relating to matters of continental collaboration, the government of Brazil has seen fit to ignore all those nations northwards of the Darién Gap.
Further, we note that perhaps the government of Brazil has already forgotten the great strides made towards continental cooperation and unity. From the great steps forward made by the Union of American Republics and its permanent secretariat the Pan-American Union, to the achievements at international conferences, including the Pan-American Treaty to avoid or prevent conflicts between the American States.
Perhaps it would be more appropriate for discussions relating to this matter to be raised following the completion of the main business of the Inter-American Conference for the Maintenance of Peace, to be opened later this year in Buenos Aires - assuming, of course, that other members of the Union of American Republics do not wish to defer addressing such matters until a later conference. This matter would, of course, have been more easily resolved had the Brazilian government noted its intentions with the Subcommittee to solicit suggestions for the agenda at the conference at an earlier stage.
Nevertheless, we applaud Brazil's good intentions here, even they are if perhaps a little misguided and premature.
