In the Name of God, the Most Gracious, the Most Merciful,

His Most High Majesty, Mohammed Hassan Shah Qajar, Shahanshah of Iran, Pivot of the Universe, Lord of the Conjunction, Victory of the Government, through his loyal Majilis, has thus decreed that his state, being a union of the Iranian peoples, shall henceforth be known by the historical and just title of Mulk-i Vasi' al-Fazā-yi īrān, the Expansive State of Iran.

We his Loyal Servants request that all nations use this form of address in dealings with our nation.

Once, the land of the Aryans stood ready to stand side-by-side with the proud Frenchmen under Emperor Napoleon I. Time and the duplicity of the Tsars saw fit to ensure that such an alliance -one that would have moved the very mountains in its might!- was not to be, a wrong as grievously unjust as the occupation of mainland France by atheistic insurgents. Today, His Most High Majesty declares his intent to descend from his throne and magnanimously bless the rule of Napoleon VI, for while we retain our differences and pray that the legitimate government of France uses this opportunity to reform from the shadow of its past, we stand in friendship with all recognized governments of the world and their chosen sovereigns.

May Napoleon VI walk in the mercy and wisdom of God, and never veer from the path of the righteous.

His Most High Majesty the Shahanshah extends on behalf of his servants in the Expansive State of Iran his whole-hearted congratulations for the courageous victory of the Kazakh people in securing the independence of Alash Orda, as well as our full diplomatic recognition of their status as a legitimate independent state. Should Alash Orda prove amenable, we wish to establish full mutual diplomatic ties between our nations, and invite representatives from Alash Orda to Tehran to discuss cooperation of matters of security and economic development.

We also extend a similar offer to the government of Sierra Leone, in the hopes that their Muslim majority may guide the region to prosperity.

After months of discussion with the Democratic Republic of Azerbaijan and Sultanate of Oman, the servants of His Most Majesty the Shah present for official signing two new treaties of friendship, peace, and security.

In the name of God, the Most Merciful, the Most Benevolent,

I: The High Contracting Parties proclaim the brotherhood and friendship of the Azeri and Persian people as part of the greater Iranian nation, siblings in the struggle to defend the rights of Shia Muslims, and declare their countries merely to be two parts of that indivisible whole.

II: Iran shall accordingly affirm the independence of Azerbaijan in all domestic matters and shall pledge to defend this independence from foreign aggression, while the High Contracting Parties shall set up a joint commission for coordinating a mutually-beneficial defense and foreign policy in the name of the security of Iranzamin, to be convened in all times of emergency.
IIa: In the case of military action that threatens the independence of the Azerbaijani people, Iran will be permitted to deploy military units for a period of up to six months in order to best assist the Azerbaijani government. Further military presence will be subject to the approval of the Azerbaijanji government.

III: Azerbaijan pledges to undertake no action, diplomatically or military, that would jeopardize the security of the Expansive State of Iran, and denounces unlawful and/or illegal groups that attempt to do so.

IV: The High Contracting Parties endeavor to abolish all non-minimal tariffs as regards imports and exports between them, and shall submit to their legislatures measures meant to allow greater freedom of movement between them.
IVa: A Mutual Finance Commission shall be created with representatives of both parties to ensure that the appropriate exchange of goods and services between the High Contracting Parties is compliant with both international law and the Iranian salafiyya movement.

V: The movement of religious pilgrims holding citizenship in either Contracting Party shall not be hindered.
IVa: Iran endeavors to create, in conjunction with the Azerbaijani government, a program that will Azerbaijani Muslims a chance to study at the Qom hawza, or in the case of women, the Salehiyya Madrasa.
IVb: Iran shall recommend unto its religious leadership in the Maraji, particularly the Grand Ayatollah, the selection of an Azerbaijani Ayatollah from among the Azerbaijani attendees at the Supreme Council of Qom Hawzas, which the Azerbaijani Ministry of Religion shall recognize as head of its national faith, with consideration to the fact that Iranian and Azerbaijani Shi'a overwhelmingly practice the same school of theology and jurisprudence.
IVc: The High Contracting Parties continue to confirm their policy of religious toleration for minorities in spite of the above, echoing the belief that there is no compulsion in Islam.

V: The High Contracting Parties consent, while acknowledging their inherent territorial integrity, to pursue a policy of mutually-mediated autonomy for related minorities within their borders, namely Kurds, the Armenians, and Iranian Azeris.

VI: The High Contracting Parties shall commit themselves to securing Azerbaijani control of the Baku oil fields through a policy of nationalization, under the Islamic Azerbaijani Oil Company. To this extent, the Imperial Iranian Oil Company shall purchase a 1/3 share in said new company to the sum of [20 credits] in order to link the Baku oil fields to existing pipelines and transport infrastructure, but contribute no less than [5 credits a turn] to the development of infrastructure within Azerbaijan.
VIa: The controlling share of the IAOC is not to be less than fifty-one percent forever more, and the Azerbaijani government shall have that share guaranteed by the Expansive State of Iran for the duration of this treaty.

VII: This treaty will be in effect from the time of ratification for a period of five years, after which it may be renegotiated by the foreign ministries of both High Contracting Parties.

Muscat Treaty of Security and Commerce

I: The High Contracting Parties, convening in friendship, announce a general policy of alliance and mutual security, entering a customs union and pledging to aid the other in the case of foreign aggression, and not to act against the interests of either Party without mutual consultation. Furthermore, the two parties confirm the legitimacy of all presently existing borders between them.

II: The High Contracting Parties will convene a Commission on the Strait of Hormuz in order to properly delineate territorial waters in a just and equal manner.
IIb: The Commission shall be entrusted with the responsibility of determining equitable tolls and customs for passage through the Strait, and is empowered to advise the trade ministries of both Parties on the raising and/or lowering of rates to nations found deserving.

III: Iran shall assume full responsibility for the security and patrolling of the Strait of Hormuz, including in Omani territorial waters, with the collection of customs and tolls likewise delegated to the Imperial Iranian Navy. These patrols, etc., will be done in accordance with internationally-accepted protocols regarding the law of the sea.
IIIa: Any dues, customs, tariffs, or other charges levied by the Imperial Iranian Navy shall be distributed between the High Contracting Parties equally.

IV: Oman consents to lease the sparsely-populated Musandam Peninsula north of the municipality of Al-Khasab for a period of fifty years before entering a renegotiation period, to the sum of a privately-negotiated amount. They will by no means object to the presence of up to [1 unit] of the Iranian navy and the construction of defenses on either side of the Strait of Hormuz.

V: The Strait of Hormuz shall remain open to all vessels of peaceful intent belonging to nations not currently considered combatants. The passage of lawful civilian ships will, in times of war, be treated peacefully.
Va: The Strait of Hormuz consisting in its entirety of Iranian and Omani waters, passage through the Strait shall remain unhindered unless by joint decision of the bi-national Commission, their navies, and foreign ministries.

VI: The High Contracting Parties agree to advise their religious leadership (the Iranian Maraji and the Imamate of Oman, respectively) to examine through fiqh means of acknowledging the opposing schools of thought as legitimate under Islamic law. Furthermore, both parties consent to submit policies of full religious toleration for the Ibadi school within Iran and the Usuli Shi'a school with Oman, and agree for full access to pilgrimage sites for nationals of all faiths.

VII: The Sultanate of Oman shall submit to its cabinet a proposal for the autonomy of the southern Musandam province, with regards to its Kumzari majority with separate socio-cultural traditions than the rest of Oman. Should this proposal be approved by the Sultan, the Expansive State of Iran pledges to donate no less than [20 credits] of development aid within six months to a new Governate of South Musandam, and will dispatch ministers internationally to secure support for further development.

Both of these treaties are significant accomplishments for the Islamic world and the cause of the Greater Iranian people. We humbly put them forth before the representatives of Oman and Azerbaijan and hope they join us on the international stage as brothers and partners.

1936 Anglo-Russian Treaty concerning the Expansive State of Iran

Recognising that the past treatment of the nation and people of Iran has not been in accordance with the modern diplomatic principles and covenants of the Concord of Nations,
Affirming that Iran has the right, as all other peaceful nations, to “live its own life, determine its own institutions, and be assured of justice and fair dealing by the other peoples of the world against force and selfish aggression”,
Conceding and acknowledging the past transgressions committed by the United Kingdom and by Russia against the sovereignty of Iran,

The governments of the United Kingdom and Russia pledge the following:
  • Recognition of the sovereignty and independence of the Expansive State of Iran is reaffirmed.
  • All provisions of the 1907 Anglo-Russian Convention concerning the nation of Iran are formally repudiated.
  • The provisions of the Convention concerning the nation of Afghanistan are to be open to re-interpretation and amendment in the interests of all parties in the region.
  • The Anglo-Russian Agreement of 1915 is renounced and declared void in its entirety.
  • The United Kingdom formally denounces and apologises for its past attempts to, through private citizens under consular protection, negatively influence the political and economic circumstances of the Iranian nation and its people, particularly through the tobacco and telegraph industries.
  • That a new era in Anglo-Russian-Iranian relations shall be strongly encouraged, characterised by fair dealing, amity and peace.

Thousands, if not ten of thousands, have died to right the wrongs done to our country. This treaty will not bring them back, but no treaty will. I applaud the initiative of the United Kingdom to address grievous historical harms done to the great and righteous Iranian people, as well as the Russian willingness to participate, and now declare them friends. God willing, this is but the first stepping stone across a great sea that will restore Iranzamin to its rightful place as friends and guides of the international community, rather than a victim.

His Most High Majesty the Shah is proud to stand alongside our Austrian brothers in their quest for European peace, and will benevolent descend from the Peacock Throne to do so. We will attend, in order to aid the peoples of Europe in preventing a calamitous war, and urge our friends in Germany to do likewise.

The German Empire would like to invite The Expansive State of Iran to the Reichspakt. As the first member outside the European continent, it would be a huge step towards the strengthening of global security and cooperation.

Mulk-i Vasi' al-Fazā-yi īrān

Since Goethe translated the works of our national poets into the German language, the Aryan people of Iranzamin and the noble, progressive leaders of the Reich have found in each other not only allies against common foes, but kindred spirits in our search for a just and righteous world which lets all nations and their peoples thrive together as one. The past two decades in particular have proven the kinship of the Iranian people with their German counterparts, who so nobly sacrificed their lives alongside the Persian Cossack Brigade, the tribes of the west, and our Gendarmerie in evicting unjust foreign influence from the Expansive State.

It is therefore that His Most High Majesty, in his benevolence and wisdom, can only find himself to be truly honored to stand besides the Kaiser -perhaps the most vocal supporters of the Muslim people in all of Europe- in the Reichspakt. His servants in the Majilis have been authorized to ratify all necessary documents, so that Iran might be the sword of justice and righteousness in Dar al-Islam as the first member outside of Europe to accept this generous offer.
