Provisional Islamic Government of Bengal
The following is a resolution of the Congress of the All-India Muslim League. Let the world know that the Muslims of Bengal are unafraid of Syndicalist tyranny, and will not be cowed by the crimes done against our people.
RESOLUTION ON THE STATE OF INDIAN NATIONAL AFFAIRS AND SYNDICALIST POGROMS AGAINST MUSLIMS
While approving and endorsing the action taken by the Council and the Working Committee of the All-India Muslim League, as indicated in resolutions upholding a plan for Federation within India and a state of emergency due to the occupation of Bengal and subsequent persecution of members of this body and those civilians who share their faith, the All-India Muslim League resolves to compensate for prior inadequacies in resisting the occupying force known as the Bharatiya Commune with the formation of the Provisional Islamic Government of Bengal, henceforth to assume governing powers in Bengal until such a time as the disbandment of the illegal Bharatiya Commune and subsequent negotiations with the Viceroy on behalf of His Majesty's Government.
It further records its emphatic view that while the historic and long-lived Muslim population within Bengal is, under principles of international and Islamic law, worthy of self-determination, such a plan is feasible only upon creation of a true Federation; however, due to extenuating circumstances regarding the Dominion of India and His Majesty's Government, the Muslim league resolves that it is a necessity to form a provisional government to execute wartime measures and provide for rational and progressive governance against the Bharatiya Commune.
Resolved that it is the considered view of this session of the All-India Muslim League that aconstitutional plan would be workable in this country or acceptable to Muslims if it is designed on the following basic principle, namely, that geographically contiguous units are demarcated into regions which should be so constituted, with such territorial readjustments as may be necessary, that the areas in which the Muslims are numerically in a majority, should be grouped to constitute States in which the constituent units shall be autonomous.
That adequate, effective and mandatory safeguards should be specifically provided in the constitution for minorities in these units and in these regions for the protection of their religious, cultural, economic, political, administrative and other rights and interests in consultation with them; and in other parts of India where Muslims are in a minority, adequate, effective and mandatory safeguard shall be specially provided in the constitution for them and other minorities for the protection of their religious, cultural, economic, political, administrative and other rights and interests in consultation with them.
This session further authorizes the Working Committee of the Provisional Islamic Government to frame articles for governance in accordance with these basic principles, providing for the assumption finally by the respective regions of all powers such as defence, external affairs, communications, customs and such other matters as may be necessary; it further proclaims those areas within Bengal to be under the guidance of Islamic law and His Majesty's Government alike, both of which are never to come into conflict, with full religious freedom proclaimed for non-Muslims and their rights as free citizens with the private, public, and political sphere not to be infringed upon.
Lastly this session calls upon His Majesty's Government and Viceroys, as well as the nations of the world, to recognize the Provisional Islamic Government of Bengal as the legitimate, if temporary, governing body of Bengal.

We support the resolution of our friends in the new Provisional Islamic Government, recognize their claims to governance, and vow to never err in our defense of their jihad against Syndicalism and tyranny.

The Dominion of India and HM's government will recognize this provisional government and accept all its proposals, provided it will base itself within the territory of the Dominion. With most of the refugees fleeing towards the rightful government of India, it is only logical that the federal government of Bengal be located near their people to provide assistance.

Let it be known now that any attempts to destabilize the Bharatiya Commune by any nation will be met with the full retaliation of the peasants and workers of the Commune. We are open to negotiations.

The governments of Canada and the United Kingdom declare their support for this resolution, believing it to be a positive step in ensuring religious freedom throughout the Subcontinent and an end to persecution based on people's sacred beliefs.
In response to the comments by the atheist terrorist group in Bengal: Would this be the kind of negotiation that you have so far engaged in, in which they suggest - and indeed, go ahead and carry out - their proposal that bullets be introduced into the bodies of anyone who holds to the crime of believing in a higher power than the power of their Syndicalist leaders?

We're compelled to point out that only two men, Norman "Red" Ryan and Harry Checkley, have been killed by any agent of the Canadian state without trial - in this case, the Royal Canadian Mounted Police - since 1932. These two men were well-known gangsters, whom engaged in armed robbery, safecracking, and other major theft in Canada and the northern United States. In this particular altercation on May 23rd 1936, they murdered a police officer who attempted to pursue them after the scene of one of their robberies, and then proceeded to take hostages in a liquor store in Sarnia, Ontario. Cornered, and refusing to surrender or release their hostages, they engaged in a gun battle with the Royal Canadian Mounted Police, during which both were killed, and their third accomplice, Edward McMullen, attempted to flee to the United States but was killed by U.S. Border Patrol officers after he fired upon them when trying to force his way across the border. It is worth noting that in the decade prior to this, there was also only one death at the hands of the government in Canada, that of Albert Johnson in 1932, who had murdered Constable Edgar Millen and then engaged in multiple shootouts with police.
This may seem like an irrelevance, but our point is thus: Canada does not enforce any tyranny upon its people, nor the threat of violence. There have been only three deaths at the hands of the Canadian state in the last decade, all of whom were armed criminals who had committed murder. Views are expressed through reasoned debate and democratic procedures, laws are enforced by independent judiciaries and trials by a jury of the accused's peers. Holding a religion or an opinion is not a crime, and indeed, never shall be. This is in stark contrast to the tens of thousands murdered for their religion by the 'government' of the Bharatiya Commune, which can maintain its existence solely through violence and military action - murdered not for their actions, but for their beliefs.

In view of the recent military campaign by the Bharatiya Commune against the Muslim League, which in addition to its anti-religious persecution has failed to discriminate between Muslim civilians and the armed wing of the Muslim League, the undersigned condemn the lack of meaningful action by the government of the Commune to engage in good-faith negotiation with any leaders of the Muslim community, to bring those responsible for indiscriminate anti-Muslim violence to justice, or to take meaningful steps towards ending and preventing future instances of indiscriminate violence directed at the Muslim population, in spite of repeated calls by members of the international community to end said violence and offers of assistance to do so.
Consequently, the undersigned also call upon the Bharatiya Commune to agree to the following:
-Immediately condemn the indiscriminate killing of Muslim civilians and destruction of Muslim communities by their military.
-Immediately conclude a cease-fire agreement with the Muslim League and order military units to stand down, and begin negotiations with the Muslim League government in exile
-Use the cease-fire to identify and subject to courts-martial those military officers and government officials responsible for the Bharatiyan Anti-Muslim Genocide
-Donate a sum of 150 credits to fund restitution and relief efforts for victims and refugees of the aforementioned genocide, to be fully funded within 6 months. This fund will be entrusted to the International Committee of the Red Cross and use of funds will be managed by a committee of representatives from Red Crescent and Red Lion and Sun Societies.
Refusal of this call will be seen as a commitment of the Bharatiya Commune to continue the genocide, and the undersigned resolve that such a move must be answered not only with a condemnation of these actions, but condemnation of the Bharatiya Commune’s government as a hostile terrorist organization. As such, they agree that until such time as it abides by the above demands, or takes equivalent action sufficient to fulfill their aim, its vessels shall be subject to seizure or denial of passage, and that its citizens abroad and assets shall be subject to humane internment and government seizure, respectively.

We reject this resolution and will continue to provide relief support through the Red Crescent and Red Lion and Sun on our own accord and any move towards a ceasefire will come from the expressed wish of the masses, not through the dictation of our foreign policy by Imperialist powers.
