CLAIMS:
Currently "Siberia" and the rest of the Russian Far East is.... empty. There is one Metis colony in Kamchatka, and likely some in the Aleutians. The Quing are in Manchuria and Mongolia. They may have additional tributaries in the far north; It would be up to Huo (author of the Chinas) to make that determination.
For reference: A Jewish Autonomous Oblast was proposed and shot down, since it's incredibly unlikely to ever happen.
So, if anyone wants to propose things, do go ahead.
