Sino-Soviet Treaty of Friendship and Alliance


ARTICLES

1. The USSR and ROC agree to work together in close and friendly collaboration to preserve peace, and to maintain mutual respect for sovereignty, territorial integrity, and non-interference in internal affairs.

2. The USSR and ROC undertake not to conclude any alliance or participate in any coalition directed against each other.

3. The USSR and ROC agree to render mutual economic assistance of 50c to facilitate reconstruction and economic cooperation.

4. The USSR and ROC affirm their commitment to the anti-colonialist, anti-imperialist cause, and the ideal of equality of all peoples and nations.

5. The USSR and ROC establish preference trade contracts for Soviet oil products and military equipment.

6. The Sino-Soviet border is fixed and disputes resolved, signified by the symbolic handover of Zhenbao Island. The USSR and ROC affirm the Unequal Treaties as fundamentally exploitative and coercive, but in the interest of constructive relations acknowledge that there is no burden for rectification between the two present parties.

7. The ROC affirms its commitment to an immediate ceasefire with the Communist Party of China which, along with other Soviet-aligned factions within the ROC (including groups operating in Xinjiang), will disarm and reintegrate into Chinese society as non-militant political groups. Full amnesties are offered to all opposition groups.

8. This treaty shall remain in force for 10 years, and shall last indefinitely thereafter unless either the USSR or ROC gives 1 years notice of intention to terminate.


EXCHANGE OF NOTES ON OUTER MONGOLIA

1. The USSR and ROC jointly acknowledge the friendship and special relationship of deep cultural, historical, economic, political, and diplomatic relations between Outer Mongolia and the rest of China.

2. The ROC declares that in view of the desire expressed by the people of Outer Mongolia for their independence, a plebiscite shall be held in L1949. Should the outcome of this vote confirm their desire, the ROC will recognise the independence of Outer Mongolia. Observers from the United Nations shall oversee the plebiscite to ensure its free and fair process.

3. The USSR will reduce its troop presence along the border with Outer Mongolia and the rest of China, as well as withdraw forces from Outer Mongolia itself until after L1949. Nothing in this treaty shall prevent the reintroduction of troops into Outer Mongolia with the consent of authorities thereafter.

4. The rights of non-Mongol Chinese ethnicities in Outer Mongolia are to be guaranteed and respected. Freedom of religion is to be affirmed and restored in Outer Mongolia, without full restoration of the privileges traditionally accorded to the Buddhist clergy.

5. The economy of Outer Mongolia is to be opened to economic participation from the rest of China through joint-ventures and other arrangements as may be agreed between the relevant parties.

6. Permission is to be granted for the establishment of ROC-origin schools in Outer Mongolia to cater to minority populations and interested groups.

7. Permission is to be granted for ROC-origin media to circulate within Outer Mongolia, subject to self-censorship requirement consultations with Outer Mongolia.

8. The Mongolian script is to be preserved as the main writing system for the Mongolian language in Outer Mongolia.

9. All signage in Outer Mongolia is to be trilingual, incorporating Mongolian, Chinese, and Cyrillic scripts.

10. The USSR and ROC jointly agree to construct a trans-Mongolian railway connecting railheads in the USSR and ROC, via Ulaanbaatar. Ownership shall be 50/50 between the two nations.

11. In the event of Outer Mongolian independence, the USSR and ROC will commit to respecting the independence and territorial integrity of Outer Mongolia.

12. In the event of Outer Mongolian independence, the government of Outer Mongolia will renounce all claims towards Inner Mongolia and other irredentist ambitions.

13. In the event of Outer Mongolian independence, the Tannu Uriankhai will be granted to Outer Mongolia.

14. In the event of Outer Mongolian independence, Outer Mongolia will not to conclude any alliance or participate in any coalition directed against the USSR or the ROC.

In the spirit of avoiding preferential bilateral treatment which would alienate and harm the warm and heartfelt relations between the peoples of China and France, the Government of the Republic of China hereby makes the following declaration, having made all necessary notifications in advance:

1. All French extraterritorial rights in China are extinguished and the full terms of all unequal treaties abrogated and terminated.

2. All territories presently administered or occupied by French officials are affirmed as part of China, with their return to full Chinese control to be completed by the end of 1946.

3. Such territories include, but are not limited to, the French Concession in Shanghai, the Legations Quarter in Beiping, territories in Tianjin, and Kouang-Tcheou-Wan.

4. Provision shall be made for the safe continued inhabitance of these territories by such individuals and entities wishing to remain, while those wishing to depart may do so safely at their own discretion.

5. This declaration is made with a view to continued and enduring friendship between the peoples of China and France, on the basis of mutual respect, sovereignty, and cooperation.

While we acknowledge that the precarious situation at present in our homeland has caused the Chinese government to word their declaration in such a manner, they should be applauded for taking this action unilaterally. Free people do not ask for permission on matters of their fundamental rights, and the Middle Kingdom should stand proud knowing it is acting righteously. Let empires tremble knowing that Asia rises alongside their allies, emerging from a decades-long fascist threat to bring an end to the woes of colonialism.

We stand ready to assist the Chinese people in attaining their birthright as equal citizens of the world, and spit upon those who used and would continue to use the name of the Republic in denying them that pursuit.

Long live China. Long live the Commune.

TREATY ON THE ADMINISTRATION OF THE RYUKYU ISLANDS

1. The USA and ROC affirm joint trusteeship of the Ryukyu Islands under the auspices of the United Nations Trusteeship Council.

2. The USA and ROC agree that all disputes in the matter of the Ryukyu Islands shall be referred in the first instance to the United Nations Trusteeship Council in the case of preliminary and non-contentious issues, and in the second instance or matters of a contentious nature to the International Court of Justice.

3. The USA and ROC affirm that the purpose of the trusteeship period is to provide political and state-building tutelage to the people of the Ryukyus, with the goal of establishing an independent republic.

4. The USA and ROC agree that for the duration of the Trusteeship, neither shall establish military installations of any kind in the islands without the consent of the other Trustee Party.

5. The USA and ROC agree to the immediate establishment of joint facilities for radar monitoring and coast guard basing in order to provide essential services to the islands.

6. The USA and ROC commit to a programme to revive the traditional culture of the Ryukyu Islands and to reduce the lengthy socio-political influence imposed by successive militarist and imperialist governments.

7. The USA and ROC commit to facilitating the return to the Ryukyu Islands of any inhabitants elsewhere in the world who wish to do so.

8. The USA and ROC agree to the desirability of repatriating recent Japanese settlers from the Ryukyus to the Japanese Home Islands, and commit to further investigation of this issue.

9. The USA and ROC agree to hold yearly high-level governmental consultations to determine the progress of the Ryukyu Islands towards independence, with the hope of establishing this by 1960.

SINO-PORTUGUESE PRELIMINARY STATEMENT ON THE QUESTION OF MACAU

1. China and Portugal declare that they are holding discussions as to the future of Macau and its return to Chinese administration.

2. These discussions are held in the spirit of peaceful resolution of the Macau Question and continued friendship between the Chinese and Portuguese people.

3. The goal of these discussions is to set out the conditions which will see the return of Chinese territory to Chinese governance while maintaining the close relations between Portugal and said territory, and the prosperity of Macau as a whole.

4. China and Portugal express their regret for any past contentious relations which led to the imposition of unequal treaties, and the ensuing colonialism which has blighted their bilateral relations.

5. China and Portugal declare their firm intention to conclude a full treaty resolving the Macau Question before the end of 1947.

SINO-PORTUGUESE JOINT DECLARATION ON THE QUESTION OF MACAU

2. Portuguese citizens residing in Macau and Portuguese businesses established in Macau will continue to enjoy their present rights and status.

3. The Republic of China affirms that no expulsions, confiscations, or repossessions shall be carried out in relation to the reunion of Macau with China.

4. Enduring protections in law shall be established for Portuguese language institutions, including schools, and for the Catholic Church and its property.

5. A trade agreement is established between China and Portugal, designating Macau as a free trade zone such that Portuguese goods and services may continue to enter Macau without becoming subject to Chinese customs and tariffs.

MILITARY EXCLUSION ZONE DECLARATION

Following the recent Haiphong Incident, in the spirit of Sino-Indochinese friendship and in accordance with the right of self-defence, including collective self-defence, as affirmed in Article 51 of the United Nations Charter, the Republic of China hereby declares the establishing of a military exclusion zone encompassing the areas of Indochina presently under the administration and protection of the National Revolutionary Army, including all attendant airspace and territorial waters.

Such military forces entering the exclusion area which are deemed to be hostile to the ends of pursuing general peace in Indochina will be promptly informed of their status and compelled to withdraw from the zone. Following this warning, the Chinese military will adopt such measures as are deemed necessary in the unique circumstances as they arise to ensure compliance.

The right of civilians, including civilian vessels and craft of all types, to traverse the region freely shall not be infringed upon.

The zone shall be subject to six-monthly renewal by the Republic of China, and shall cease to be in effect should such renewal not be announced.
