Communique by the PGMA.

Nations of the World, the Provisional Government of Middle Africa pleads for your diplomatic recognition and your humanitarian aid.

For hundreds of years, our peoples lived in dozens of kingdoms and chiefdoms. The Kingdom of Rwanda. The Kingdom of Burundi. Warring, yes, but no more than any other peoples. But then the white conquerors came. In 1885 we were made a colony of the German Empire. This is as little as just over sixty years ago. Our grandfathers were born before the first colonialists came! As late as the 1920s, when Belgians replaced the German overlords, the Kingdoms of Kingogo, Bushiru, Bukunzi and Busoz were annexed. Because of this diversity we reject the label of "Ruanda-Burundi", for it does not represent us.

We are good and brave anti-fascists, patriots, Christians. We want to free ourselves from the racial biology of the German and Belgian Empires. They imposed a system of inferior and superior races entirely alien to our society, where "Tutsi" and "Hutu" were once markers of wealth and social status, not blood. Once, one could "shed Hutuness", kwihutura, but then the Germans and Belgians came, measuring skulls and issuing identity cards, upholding the better-fed and thus healthier pastoralists as a superior Cushitic race, overlords over the poor and exploited farmers. They also forced their cash crops, coffee and cotton, on us. Because of this we have had devastating famines in 1916–1918, 1924–26, 1928–30 and 1943–44. "No more", we say.

What we are fighting for is equality among all our peoples --- Tutsi, Hutu, Twa. We are fighting against the ubuhake and uburetwa systems of indentured servitude and enslavement. We are fighting against the skull-measurers, the hand-choppers, the fascists who would rather kill us all than let us be free. We have burned the racial identity cards they issued us, and we have taken up arms to liberate ourselves. We ask that the Nations of the World give us diplomatic recognition, and --- if they can --- provide us with humanitarian aid. We lack everything. Food, clean water, medicine, infrastructure. Perhaps in British and French Africa, the colonialists have been kind, building roads and drilling wells. We do not know, for we have never been allowed to travel. Here, as they always have been since the days of Leopold the Evil who our Congolese brothers whisper of, the Belgians have acted with the utmost cruelty and tyranny. But we do have a right to self-determination and to life, as human being. Please help us. God bless you all.

Minister of Foreign Affairs of the Socialist Republic of Romania

The Socialist Republic of Romania takes for itself the distinction of being the first nation in the world to recognize the nation of Middle Africa and it's Provisional Government as legitimate, if temporary as implied by their descriptor, representatives of their people.

The nation of Romania would also be pleased to increase economic ties between our two nations, as well as cultural exchange program and letting some Middle Africans study at Romanian unviersities.

May our two nations prosper.

Federal People's Republic of Yugoslavia

Yugoslavia joins our Romanian comrades in recognizing the PGMA's authority and legitimacy. We also intend on sending humanitarian aid to assist the struggling people on Middle Africa get back on their own two feet. The fight against colonialism and its grim legacy is one we must all join together in, whatever our national origin.
Not actually an ancap, thank God.

We would like to echo the words of our comrades from Romania and Yugoslavia in recognizing the PGMA as the legitimate political representation of the African people's in the region. We stand together in solidarity against imperialism and towards the political emancipation of all the people's of Africa.

While we are not able to boast of a plentiful amount of resources ourselves (given we have just re-instated sovereignty to the German workers after 12 years of fascist terror), be assured, we will help our African comrades in their struggle with whatever aid we can afford to send.

While the Soviet Union watches with concern the plight of the African peoples in the lands once ruled by Belgium, we recognize the colonial origins of this struggle and applaud the commitment of the PGMA to resolving it. We recognize the Provisional Government of Middle Africa and invite them to talks regarding aid to their people as well as in hopes of facilitating the PGMA and Commune of Belgium in settling any lingering disputes and allowing their nations and peoples to move forward as equals and friends.

Provisional Government of Middle Africa
PGMA-FSRG Agreement of 1947

The following has been agreed between the PGMA and the FSRG:

* The Provisional Government of Middle Africa will recognize the Federal Socialist Republic of Germany and appoint a consul to Berlin.

* In recognition of Imperial German colonial crimes in Middle Africa during the period 1885–1919, such as the violent suppression of dissidence, several artificial famines and the introduction of racial biology dividing the Tutsis and Hutus, the Federal Socialist Republic of Germany will pay reparations to Middle Africa in the form of 20 credits, to be paid no later than L1955.

* All objects originally collected in the Ruanda-Urundi region of Imperial German East Africa and which now survive in both private and public archaeological, ethnographical, botanical, zoological, phrenological, etc. collections within the modern-day Federal Socialist Republic of Germany will be repatriated to Middle Africa as soon as this is found to be safe and practical, no later than L1955. All human remains will be reburied, and the other objects will form the core collection of a future Museum of Middle Africa.

PGMA-CoB Agreement of 1947

The following has been agreed between the PGMA and the CoB:

* The PGMA pledges that it will ensure the safety of all Belgian nationals within its territory. Belgian nationals who have abandoned loyalties to the European homeland and instead pledge allegiance to the so-called "Congo Free State" and the regime of Pierre Ryckmans are to be extempt from this pledge, although the general regulations of the Geneva Conventions will still be applied to them. Any Belgian nationals which seek to leave the territory of the PGMA will receive help in ensuring a safe and orderly departure.

* In recognition of Royal Belgian colonial crimes in Middle Africa during the period 1919-1945, such as the violent suppression of dissidence, several artificial famines and the maintenance of a system of racial biology dividing the Tutsis and Hutus, the Commune of Belgium will pay reparations to Middle Africa in the form of 200 credits, to be paid no later than E1980.

* All objects originally collected in the former Colony of Ruanda-Urundi and which now survive in both private and public archaeological, ethnographical, botanical, zoological, phrenological, etc. collections within the modern-day Commune of Belgium will be repatriated to Middle Africa as soon as this is found to be safe and practical, no later than L1965. All human remains will be reburied, and the other objects will form the core collection of a future Museum of Middle Africa.
