COMRADES! Men and women partisans of the world, rejoice, for the Nazi war machine lies dead at your feet!
After years of bloody indignity at the hands of the Wehrmacht and Gestapo, of your sacrifice and toil to win freedom from their stranglehold, the peoples of the world stand in triumph. Those hangers-on of the fascist movement who have escaped graves of their own making or refused surrender scurry for places to hide, knowing that their time draws near. The Red Army and the workers of the Soviet Union, and their brave comrades across Europe have proven wrong Hitler's boast that he would dismember us, and fashion the world to his grotesque design. Instead, the Third Reich has been smashed, though we have no intention of destroying Germany- Though Nazism will be snuffed out, and its supporters will face justice, the German people need not fear the Soviet Union, who come as liberators and welcome the German people as brothers and sisters long-estranged.
We emerge from this terrible war in a time of strife and need, a time of desolation, but an opportunity to build a new and grander world and a era of peace. It is to build this peace together that the peoples of the Soviet Union invite the German and Frenchman, the Magyar or Spaniard, Italian and Slav- To help unite not just Europe in proletarian solidarity, but the workers of the world.
I congratulate you, and dare to express my own pride in being a part of this undertaking. Even as you toil to rebuild, let your heart lift with the knowledge of the future you are building!

The Supreme Commander of the Allied Powers in Japan wishes to extend a salutation to the Soviet commanders and soldiers in the Far Eastern Military District.
As part of the requisite moves to disarm and democratise the Japanese Empire, General Headquarters has determined that the resumption of a stable food supply is of utmost importance in restoring civil governance and compliance with the the demilitarisation process. At the moment, with many millions of Japanese being repatriated to their homeland, and Japan in a state of utter ruin following her doomed war against the Allied powers of the world, the humanitarian situation is dire indeed.
It is therefore the intent of the Japanese government, following guidance of GHQ and SCAP, to expand fishing operations. While aquaculture is a key economic sector for the future of Japan, SCAP has determined this would take some time to set up, and that the urgency of malnourished and starving Japanese citizens necessitates a step that would also serve to direct Japanese efforts towards peace. However, this is dependent on the consent of the SCAP and Allies more generally.
SCAP is only willing to agree to such a move if USN coastguard and other Allied vessels are able to supervise these operations. Given the sensitive nature of any vessels nearing South Sakhalin/Karafuto at the moment, we would also request that Soviet vessels likewise aid in this effort in waters near to Soviet coastguard stations, and in ensuring no competition over resources overshadows the necessity of feeding all nations ravaged by war. Further, this may be an opportunity to teach the Japanese government and people of the benefits of cooperation with their neighbours, instead of competition

I extend the congratulations of the FEMD's staff and its soldiers to our Allied peers on their final victory over the militarist government that has troubled the region and strained relations between the Japanese people and our nations, and thank the General Headquarters for opening this discussion.
Having observed with some concern the plight of our neighbor's civilian population as the former militarist government shifted increasing resources to the war, the Soviet government has for several months engaged in deliberation on how best to proceed in resuming relations and offering assistance to Japan in light of the necessary Allied military occupation, and has recently approved providing a [20 credit] gift of primarily food aid to Japan, to be delivered by civilian vessels to port(s) designated by the SCAP.
The MVD offers the full cooperation of our maritime border troops in Allied supervision of Japanese fishing expansion and I am further authorized to immediately open Russian coastal waters on the Sea of Japan to escorted Japanese fishermen for a period of two years or the formation of a new Japanese government capable of negotiating a fisheries treaty with the Soviet Union. While regular survey of other Russian fisheries will take additional time to complete, it is my belief that we can open these up to joint monitoring on similar terms before the end of this year.
I express my sincerest hopes that our cooperation and the aid offered is a moral and material comfort to the long-suffering peoples of Japan, and welcome the SCAP to direct communication at any time.

Workers of the world!
Four years ago today, the world was at war. Faced with the second collapse of the European political landscape, and the geopolitical order of the world in less than three decades, the communist parties of the world rightfully came to the agreement that the differences in material condition from one nation to another would become so different in time that the Third International, as it was, was an insufficient path towards guiding the rise of international labor.
Now we find ourselves at another crossroads of history. We have a responsibility to further the empowerment of the worker and the peasant in our own nations. Furthermore, we have a duty to act in solidarity with the still colonized people of the world and those nations recently released from its bondage. Finally, we have an opportunity: to raise from the ashes of the Second World War a world that will never know a third.
The International Federation of Workers’ and Anticolonial Parties represents our hopes for such a new world. A forum for the global left to openly debate theory and policy as well as to organize solidarity through international aid and seek to mediate international disputes, this is a workers’ International open not only to Communist parties, but to all parties of the left dedicated to the liberation of the worker from wage-slavery and the theft of their produced value and opposed to imperialism. Welcome as well are the parties of indigenous resistance and liberation from imperialist rule who possess an ideological character committed to the dismantling of colonial power structures.
The first World Congress of the IFWAP, to be held at the end of this year in Belgrade, welcomes all such parties, whether they depart as signatories of its charter or only as observers. Among other subjects, the Congress’ agenda is expected to include the following issues facing the international left:
• The continuing role of the Popular Front in building democracy in Europe.
• Preventing a future resurgence of fascism.
• The anti-imperialist struggle and solidarity with the colonized and formerly-colonized world.
• The plight of the refugee, the displaced person, and the minority and the coordination of leftist humanitarian aid.
• Collective security in Europe and beyond.
• Nurturing future generations of leftist and anti-imperialist leadership.
It is the hope of the CPSU that this new International will build on the successes of those now defunct, and surpass them as an organization that will rally the international workers’ struggle for generations to come. United, we have nothing to lose but our chains.
