Sino-Soviet Treaty of Friendship and Alliance
ARTICLES
1. The USSR and ROC agree to work together in close and friendly collaboration to preserve peace, and to maintain mutual respect for sovereignty, territorial integrity, and non-interference in internal affairs.
2. The USSR and ROC undertake not to conclude any alliance or participate in any coalition directed against each other.
3. The USSR and ROC agree to render mutual economic assistance of 50c to facilitate reconstruction and economic cooperation.
4. The USSR and ROC affirm their commitment to the anti-colonialist, anti-imperialist cause, and the ideal of equality of all peoples and nations.
5. The USSR and ROC establish preference trade contracts for Soviet oil products and military equipment.
6. The Sino-Soviet border is fixed and disputes resolved, signified by the symbolic handover of Zhenbao Island. The USSR and ROC affirm the Unequal Treaties as fundamentally exploitative and coercive, but in the interest of constructive relations acknowledge that there is no burden for rectification between the two present parties.
7. The ROC affirms its commitment to an immediate ceasefire with the Communist Party of China which, along with other Soviet-aligned factions within the ROC (including groups operating in Xinjiang), will disarm and reintegrate into Chinese society as non-militant political groups. Full amnesties are offered to all opposition groups.
8. This treaty shall remain in force for 10 years, and shall last indefinitely thereafter unless either the USSR or ROC gives 1 years notice of intention to terminate.
EXCHANGE OF NOTES ON OUTER MONGOLIA
1. The USSR and ROC jointly acknowledge the friendship and special relationship of deep cultural, historical, economic, political, and diplomatic relations between Outer Mongolia and the rest of China.
2. The ROC declares that in view of the desire expressed by the people of Outer Mongolia for their independence, a plebiscite shall be held in L1949. Should the outcome of this vote confirm their desire, the ROC will recognise the independence of Outer Mongolia. Observers from the United Nations shall oversee the plebiscite to ensure its free and fair process.
3. The USSR will reduce its troop presence along the border with Outer Mongolia and the rest of China, as well as withdraw forces from Outer Mongolia itself until after L1949. Nothing in this treaty shall prevent the reintroduction of troops into Outer Mongolia with the consent of authorities thereafter.
4. The rights of non-Mongol Chinese ethnicities in Outer Mongolia are to be guaranteed and respected. Freedom of religion is to be affirmed and restored in Outer Mongolia, without full restoration of the privileges traditionally accorded to the Buddhist clergy.
5. The economy of Outer Mongolia is to be opened to economic participation from the rest of China through joint-ventures and other arrangements as may be agreed between the relevant parties.
6. Permission is to be granted for the establishment of ROC-origin schools in Outer Mongolia to cater to minority populations and interested groups.
7. Permission is to be granted for ROC-origin media to circulate within Outer Mongolia, subject to self-censorship requirement consultations with Outer Mongolia.
8. The Mongolian script is to be preserved as the main writing system for the Mongolian language in Outer Mongolia.
9. All signage in Outer Mongolia is to be trilingual, incorporating Mongolian, Chinese, and Cyrillic scripts.
10. The USSR and ROC jointly agree to construct a trans-Mongolian railway connecting railheads in the USSR and ROC, via Ulaanbaatar. Ownership shall be 50/50 between the two nations.
11. In the event of Outer Mongolian independence, the USSR and ROC will commit to respecting the independence and territorial integrity of Outer Mongolia.
12. In the event of Outer Mongolian independence, the government of Outer Mongolia will renounce all claims towards Inner Mongolia and other irredentist ambitions.
13. In the event of Outer Mongolian independence, the Tannu Uriankhai will be granted to Outer Mongolia.
14. In the event of Outer Mongolian independence, Outer Mongolia will not to conclude any alliance or participate in any coalition directed against the USSR or the ROC.
