Commune de France

"Comrades, children of France! I am Maurice Thorez, General Secretary of the Communist Party of France, brother-in-arms of the international struggle.

The ashes of the old world have barely begun to settle, but already, through the gloom and grey, we can see the flowers of the new. Paris, city of lights, city of the world, has declared that the spirit of 1871 lives on despite the horrors of fascism, murderous assassins, and collaboration. The Commune has arrived once more.

Many among us are like myself, members of the party of 75,000 executed partisans. But we are not simply Communists, devotees of Marx and Lenin, but Communards, patriots and Frenchmen who are ready to stand together with the entirety of the country and say no more to death and intrigue, suspicion and tyranny. We are those interned at Drancy, the martyrs of Breizh, the survivors of Vichy. So, too, are we the heirs of a nation broken, split in two presently but divided long before that, whose downfall was brought on as much by the abandonment of the traditions of the Republic as it was the armies of Hitler.

So I say away with those who long for a return to what once was! Away with corruption and the meddling of the factory-owner, clergyman, and general. Let those patriots who love France and the Republic join together with the Communist Party, the Francs-Tireurs et Partisans, and our allies in the Resistance in actualizing the ideals of liberté, égalité, fraternité. The Popular Front for National Liberation is hereby decreed, comrades, a new democratic government for a new France with her workers, farmers, and weakest put first - one that will not be imposed by paternalistic saviors -ni Dieu, ni César, ni tribun- but built from Normandy to Marseilles with cooperation throughout our nation as brothers and sisters.

The phoenix of Paris is rising, and with it, the Republic is given new life as the Commune of France, proclaimed as of this moment. Her Empire will be no more, replaced by the concordance of those tyrannized by Capital and Fascism, standing with and not over our comrades in Africa, the Americas, and the Orient. Remember the songs of our martyred dead as this rejuvenation takes place.

This is the final struggle, let us group together and tomorrow,
The Internationale will be the human race."

The people of the Soviet Union express our sincerest congratulations and thanks to the triumphant people of France, in the matter of our mutual victory over global fascism and our respective liberations from Nazi occupation.

In hopes of promoting future cooperation as we attempt to heal the scars of this great struggle, Comrade Molotov and our missions abroad have sworn to resume our diplomatic duties, even if we must rebuild our consulates as tents and cabins raised with our own hands. As such, I return to inquire whether your personnel are ready to receive my staff in Paris, and that of our Consul General in Strasbourg. After all, I doubt either of us is interested in building a cabin by Comrade Molotov's next visit.

Arm-in-arm and brick by brick, the masses of the world proletariat have dismantled fascism until only the bare foundation remains. This we will use to rebuild the world with an architecture more firm in its support and more accessible in its means to the workers and peasants laboring under international Capital, and for this we have the Soviet Union, her brave people and the wisdom of Comrade Stalin alongside the Allies as a whole to thank.

So too would we build a palace to rival Versailles to house the esteemed Comrade Molotov, yourself, and your staff were the request only given. It is a fortunate thing to recognize true friendship in a dark world, when even esteemed patriots like our own General de Gaulle find insult in between the lines and enemies in the shadow. His absence, indeed, is our only regret at this hour - he fought so heroically for France from abroad that it is only fitting the Government of France receive him to offer our gratitude and praise, as I'm certain the Soviet Union would as well.

Nevertheless, France will receive your embassy at the leisure of the undoubtedly busy Communist Party of the Soviet Union, liberator of the masses of Europe and soon the workers of the entire world, although it appears that Comrade Thorez cannot breathe without former friends choosing to become enemies and we cannot therefore promise the same enthusiasm will be offered to every nation rightfully resuming contact with the French government.

Fortunately for Comrade Molotov, even in ruins Paris is still the splendor of the world. Even if, as the English would have it, cowards flinch at the advancement of the class struggle and traitors sneer at our existence, the red flag will fly for his arrival- and not over a cabin.

Long live the Commune and international socialism.

Europe smolders, but a red sun shines through the clouds.

Millions languish, imprisoned by fascists and Hitlerites, Quislings and Boulangists in the manner of the traitor Pétain. But they, like many in the Popular Front for National Liberation, have endured, even though their names invoke a visceral horror simply in their uttering.

Auschwitz. Dachau. Buchenwald. Mauthausen. Drancy.

France will not tolerate any longer the notion of so many going longer without a return to their ancestral homes. We cannot, when even the brave General de Gaulle was forced apart from la patrie, leaving the Resistance to fight on its lonesome. We, birthplace of the very notion of the Commune, light of liberty, find this idea to be anathema to the notions upon which we have restored the Republic under a new name and stronger form, those of Liberté égalité fraternité -- ou la mort. We declare the inception of the International Prisoners Repatriation Fund.

The terms of this are simple. Any may submit to Paris a name or list of names, and the funding will be sought to not only liberate those prisoners of conscience - political, religious, or those imprisoned by discriminatory laws - and their release will be negotiated with and their return -or departure to a country of their choice- sought immediately. Those individuals who submit a name and find their brother or sister in the human struggle released will find their own immortalized on a slab of marble in front of Palace of Versailles, may its ignoble origins find redemption. Those nations who provide funding of their own will be remembered as not only a friend of France, but the world, and while the notion of seeking ulterior benefit for such an action is repugnant, we point out that no state, liberated or bourgeois, could do with less goodwill than they already have. Should they wish to be involved, our door is forever open.

This act will be done without regard for the most basic of considerations on the matter of politics. If they have not marched under the black banner of fascism, our capital welcomes even corrupt monarchs made destitute and the frocked revealed to be wicked. Let the red flag be the signal for international liberation and shared humanity under the law as Paris resumes her custodianship of democratic movements! This is set into motion immediately by proclamation of the Consultative Committee of the Popular Front for National Liberation.

In this moment we prove that the choice truly is socialism or barbarism.

Long live the Commune.

The Soviet Union applauds the creation of this fund by our comrades in Paris, and wish to not only express our faith in it but announce that in addition to our own efforts to repatriate those displaced within Soviet territory or those under Red Army reconstruction authorities, that we have allocated an initial grant of resources totaling 25c to the fund, a pledge of cooperation and support, and our encouragement of the nations of the world to do what they can to support the return of those left adrift in their respective countries.

We would like to congratulate Jewish Romanian-French citizen Gheorghe Gaston Marin for helping in bringing due justice to the war criminal Philippe Pétain, that dastardly coward who collaborated with the Nazis for selfish gain and glory, and invite him back to Romania to give a speech at the Communist Party about his experiences during the war and the immediate aftermath. He will remain, of course, free to return to the French Commune if he so wishes.

We also thank the French Commune for protecting the rights of Romanian and similar minorities in their emergent state in place of the degenerate and vile ideology of Nazism and Fascism. May the bonds between our nations, and our peoples, truly be eternal.

I graciously receive the invitation of the Foreign Minister to address my comrades in Bucharest, many new, some of those I haven't seen in years - and least of all because I have been nominated the most fitting representative to the Socialist Republic, and will soon arrive in my ambassadorial duties.

I do, however, wish to note that it was my finger that pulled the trigger first not for fame or glory, but for the martyrs, the dead they are so quickly willing to sweep away and to the side under the nouvelle Vichy. I did it for the Jews of Europe who joined the Communist Party in resisting Fascism, the Spaniards who left a defeat to fight for glory elsewhere, for the Group Manouchian as well as the whole of the FTP's Immigrant Group.

I did it for France and Romania alike, motherland and fatherland, and to emphasize that while the militarists in the South fix bayonets upon their brothers, Communards act to crush the snakes of reaction.

And I say once again: death to all collaborators.
