FRANCE-ROMANIA PACT OF FRIENDSHIP AND ALLIANCE
I. The Kingdom of Romania recognizes the Commune of France as the legitimate successor of the French Republic, and condemns in no uncertain terms pretensions to the contrary as illegal and deplorable in the face of fascism's end.
II. Romania and France pledge themselves to the economic and political aid of the other without conditions, and will set about immediately removing obstacles to trade between themselves.
III. France pledges a sum of no less than 25 credits to the reconstruction of Romania's damaged infrastructure. Military advisors from the Red Army of France are to arrive in Bucharest within the year, as a sign of France's commitment to a United Europe brought together by the anti-fascist and internationalist cause.
IV. Romania and France furthermore pledge a policy of general alliance between each other and fraternity with the allies of the other, arriving to each others aid in any case of threatened sovereignty and will not undertake any action contrary to the interests of the other.
IVb. This policy will extend to mutual cooperation in the technological and intelligence spheres, but will by no means will be limited to these categories.
V. Romania commits itself to the aid of France's International Prisoners Solidarity Fund, in whatever form is deemed appropriate.
VI. Both parties salute the courageous efforts of the anti-fascist of their countries, particularly but by no means exclusively Romanian-born members of the French Communist Party and the Francs-Tireurs et Partisans. In their name is this treaty signed.

The Union of Soviet Socialist Republics(“Soviet Union”) and the Kingdom of Romania(“Romania”), recognizing a mutual need to forge stable and peaceful relations, to prevent the resurgence of reactionary and fascist politics, and to restore damage to their economies and civil society due to the second world war, agree to the following measures.
I. The Soviet Union and Romania commit to the reestablishment of full diplomatic relations, and resolve to maintain a relationship founded on peaceful negotiation and collective defense.
II. The Soviet Union agrees to maintain forces within Romania only as long as needed to maintain secure lines of communication to the Soviet military administration of Austria, as well as to secure Romania against remnants of pro-Nazi elements. When the reconstruction of Austria ends, or should the Soviet Union and Romania come to an agreement on Romanian responsibility for these lines of communication, Red Army presence will remain only at the pleasure of the Romanian government
a. The two nations leave open the future possibility of mutually agreed upon joint military operations, or the lease of land to the Soviet Union for military bases.
III. The Soviet Union and Romania recognize the dissolution of the Moldavian SSR and the federation of Bessarabia to Romania, with legal protections for the cultural autonomy of the Moldovan population.
IV. The Soviet agrees to immediately forgive half of all reparations previously owed to it by Romania, in the interest of encouraging mutually-beneficial economic revitalization.
a. Romania and the Soviet Union commit to the foundation of so-called ‘SovRom’ joint ventures, with the Romanian government owning 51 percent, for the purpose of revitalizing Romanian mining and industrial industries, and supporting reconstruction efforts. Romanian buyback of Soviet ownership of these concerns, and dividends from the Sovrompetrol oil concern is agreed to count toward repayment of remaining reparations and any other debts owed to the Soviet Union by Romania
V. The Soviet Union guarantees the extradition of any Romanian-Origin war criminals or participants in the Holocaust to be tried in Romanian tribunals, as well as returning any Romanian POWs still in Soviet custody. Romania agrees to transfer any foreign-born war criminals in its custody to the Soviet Union.
