The nations of the world are encouraged to present all queries regarding the Allied administration, democratisation and liberation of Japan here.

While the state and civil administration of Japan has not been completely destroyed as in Germany, US and Allied powers continue to purge Japan of militarist figures and tendencies. SCAP is charged with overseeing the process of helping the Japanese turn their backs on aggressive imperialism.

GENERAL DECLARATION OF JULY 1946 BY SCAP GHQ

Supreme Commander of the Allied Powers General Douglas MacArthur has presented the following declaration for publication by the newspapers of Japan, subject to the usual censorship of militarist responses or comment.
  • [1] Resolution of the food question is an issue requiring the complete cooperation of the Japanese nation with the Occupation Authorities. A special committee, consisting of the Minister of Agriculture, GHQ representatives, and selected international experts, will be drawn up to increase the productive capacity of land. The primary objective of this joint body will be the restoration of the food supply.
  • [2] Land reform of antiquated and unproductive practices shall be the secondary objective, with draft proposals to be prepared by L1947.
  • [3] Urban centres are encouraged to turn parks, gardens, and open spaces over to the planting of suitable crops, and rural districts should best consider how to improve livestock capacity in remote areas.
  • [4] Port authorities and SCAP Allied personnel shall cooperate on fulfilling the desire of the civilian Diet to increase fishing yields while respecting the need to avoid participation of militarist elements.
  • [5] The National Diet is to report to the SCAP and GHQ on further proposals for land reclamation and arable improvement.
  • [6] The National Diet is further ordered to form a new Committee to further formulate the constitution of a free Japan.

Republic of China

Greetings to the Japanese people.

China wishes to pass on its regards, and its resolute wishes for a peaceful and prosperous Japan. We further wish to reiterate the position of China with regard to the future of Japan, as articulated by Chairman Jiang Zhongzheng in 1945.


1. As firmly advocated for since the Cairo Conference of 1943, China encourages and supports the preservation of the Imperial System in Japan, including the position of the Emperor.

2. All Japanese civilians and military personnel in China are to be treated humanely, and assisted in their safe return to Japan. None shall be detained as prisoners or under any other guise, save those senior persons accused of war crimes who are being humanely held for fair trial. All Japanese returnees will be permitted 30 kilograms of luggage.

3. China resolutely refuses to participate in the occupation of Japanese territory, and opposes firmly the division of the Japanese Home Islands into zones of occupation, as has been repeatedly proposed since the end of the war.

4. China completely relinquishes all rights and claims to war reparations from Japan, and undertakes to work closely with other nations throughout Asia to dissuade them from seeking such reparations as well.


The ties that bind China and Japan are greater than those that have divided us, and set us against each other. In reaffirming these positions, China expresses its great desire for a harmonious future and for the prosperity of the Japanese people alongside the Chinese people.

The government of Japan express our deep appreciation and gratitude to the Republic of China and Chinese people for their gracious message. We likewise seek a new and harmonious relationship with China and all other nations who suffered under the past war, and militarist elements seizing control of the Emperor and abusing the loyalty of the Japanese people. The Emperor and Japanese people have sworn never again to be so misled, and commit themselves to a peaceful Asia. We are deeply sorrowful for the past years of war.

At present, soldiers and civilians of the Japanese nation are being repatriated from China to the Home Islands. We welcome all assistance so that this may proceed at speed and in an orderly fashion.

Further, China's commitments to oppose the division of the Home Islands further than the recent communique regarding Okinawa are to be welcomed. It is our sincere wish that the three great peoples of our region - China, Korea, and Japan - may walk forward together as nations united, democratic, and peaceful.

General Communique of SCAP/National Diet of Japan

Following agreement between SCAP, the occupation authorities, and the National Diet, the SCAP will over the next few months supervise recruitment of limited manpower for the creation of a Japanese defence force on land. IJA and IJN heavy equipment remains under control of SCAP. These new forces will be trained according to modern democratically accountable doctrines.

Further, SCAP has authorised that these initial forces will at first be tested in conducting repairs to Japanese roads and infrastructure, in cooperation with the United States and Commonwealth military forces within Japan. Naval and air assets are being assessed for recreation pending the success of the ground forces, in order to fulfil Japanese obligations under the Treaty of Sapporo with the Soviet Union.

SCAP has also authorised more funds for the repair and rebuilding of Japan to be distributed via the National Diet.

Finally, both the National Diet and SCAP commend the Japanese people for their continued honourable conduct in rebuilding a democratic and peaceful Japan.
