Channel Islands Accord wrote:Whereas the nation of France has been divided since the defeat of Hitlerite fascism, to the point that Frenchman now sheds the blood of Frenchman in the name of the future of the fatherland,
Considering the establishment of an Interim Government in Southern France (henceforth “the Interim Government”, though having expressed a willingness to reunify with the Commune of France (henceforth “the Commune” or “Northern France”), presently occupies land previously held by the Provisional Government of the French Republic (“the Provisional Government” or “the Republic”), said lands to be referenced as “Southern France”,
Acknowledging that the present conflict has spilled over into newly-independent and presently colonial territories, and has involved foreign powers that risk the escalation of the conflict into something far greater and more devastating,
Further acknowledging the failure of the Commune and the Provisional Government to pursue talks on integration and thus allowing the present situation to devolve into a state of near-war,
Upholding the republican principles upon which France was founded,
Reaffirming that the signing of these accords by no means involves the recognition of one French government by the other,
The signatories agree to the following articles.
I. A general ceasefire between Communard and Provisional Government forces will be declared, to be extended indefinitely. Forces presently within “Southern France” will demobilize; Communard troops to the de facto borders of L1946, Republic forces to Corsica.
Ib. All military and logistical personnel belonging to foreign powers will withdraw from France, its overseas departments, and the Departments of Algeria entirely.
Ia. French Union forces will enter into a ceasefire with the Vietnamese Patriotic Front, who will be allowed to send a delegate to the below Entente francophonie without an implication of their recognition.
Ib. The Commune of France will coordinate with their allies within the National Liberation Front of Algeria in declaring a ceasefire.
II: The Interim Government shall assume a role of peacekeeping in Southern France for a period of six months, coordinating with the Republic in Corsica on matters of security in the region. Two units of neutral peacekeepers will uphold law and order and handle matters of defense, as well as act as international observers to ensure fair elections.
III: A plebiscite will be held at the end of a six-month period to determine the status of the Interim Government, including Corsica, and its integration into either the Provisional Government of the French Republic or the Commune of France.
IV: Guadeloupe and Martinique are to be considered overseas commune-departments of the Commune of France. All other overseas departments and territories, save where otherwise noted, save where otherwise noted, are to be considered within the Provisional Government's stated area of control.
V: The Colony of Madagascar and Dependencies is henceforth to be given independence and recognized by all parties. The independence of the Kingdom of Laos and the Kingdom of Cambodia outside the rule of the French Union, as well as that of Lebanon and Syria, are hereby recognized by all parties.
VI: The French Union and the Entente of Liberated Nations are to join together in an Entente francophonie, which will serve as a linguistic and cultural board demonstrating the unity and peacefulness of French-speaking countries. The Entente francophonie will consist of two tiers, both of which will send delegates to the Assembly of the Francophonie Nations, an advisory parliament on cultural and linguistic ties, coordinated economic development, and a forum for dialogue between the Commune and Republic. Those under the Republic's French Union will maintain their previous relationship with the Republic
VIa: All former colonies and territories that achieve independence (and those who already have) will belong to this first tier, as will protectorates, the Council of Free Nations, serving as the upper legislative body. At the time of signing, this includes the following:
Metropolitan France (hereafter including Algeria), as represented by both the Commune and the Republic; the Kingdom of Cambodia, the Kingdom of Laos, the Syrian Republic, the Lebanese Republic, the former Colony of Madagascar, the French protectorate of Tunisia, and the French protectorate of Morocco. The Indochinese Union and the Patriotic Front of Vietnam will serve as non-voting observers, but have equal representation in the lower chamber.
VIb: The Assembly of the Francophonie Nations ("ANF") will be the proportionally-elected lower chamber based on population. Metropolitan France will be the first to be apportioned seats, with 10% guaranteed for each, with care given to provide minor additional representation (5%) for its autonomous regions and the overseas departments of both sides. The remainder of the Assembly will be drawn from colonial holdings and members of the French Union.
VII: 5c of reparations will be paid to the family of General de Gaulle by the Commune, on behalf of the Interim Government, for any pain and suffering his family might have suffered accidentally.
VIII: The first President and thus the representative to the world at large of the Entente francophonie, will be Charles de Gaulle. The Presidential role will chair the Council of Free Nations in tandem with the Speaker for the ANF, whose first title-holder will be Aime Cesaire, General Secretary of the Entente of Liberated Nations.
France and her children have seen enough blood. It is time to mend wounds. For liberty, for equality, for brotherhood.
