Now, I wish I could say that I could continue to support this Bill, and in a perfect world, I would. But we do not exist in a vacuum, and we must consider the situations around us. The Haitian Papers have thrown into question the intentions of the Administration, and other events that have taken place must reflect on this bill as well. I do not wish to oppose it, but I cannot, in good conscience, move forward with it. Perhaps in the future, once things have resolved themselves and settled down, but now is not the time
