Armistice Negotiations for the Ottoman-Balkan War

The German Empire is stepping forward, as a neutral party in the conflict, to start negotiations for peace between belligerent powers in the Ottoman-Balkan War.
It is our concern that this conflict will cause tensions across Europe to heighten, and threaten peace on the continent as a whole if left unchecked. Turkish and Serb troops have already violated the neutrality of the Austro-Hungarian Empire, a neutral ally of Germany. It is our goal to avoid a re-occurrence of this incident.

As of now Germany suggests these terms for a ceasefire to be issued.

I.All belligerent forces are to cease advances, and aggressive actions within the areas involved in the War.

II.All belligerent nations are to immediately open negotiations regarding the future of Greece,Crete, and other areas affected by the war.


Germany asks that the belligerent nations of The United Kingdom, Russian Empire, Kingdom of Italy, France, Ottoman Empire,Persia, Bulgaria, Serbia and Greece sign this step in issuing a ceasefire so that negotiations can take place peacefully.

The United Mexican States applauds this attempt at seeking peace negotiations, and hopes they will prevail for the better preservation of global peace generally.

However, we feel it only right that as an uninvolved nation, we bring to the attention of the international community a conflict of interest on the part of the German Empire. While we recognise that they have, despite their considerable holdings, influence, and stake in the conflict, remained thus far neutral, their tangential involvement in this conflict cannot be ignored. Germany's Austrian allies are directly involved in the conflict (though neutral too, they may have been), while German citizens and companies live and operate within the Ottoman Empire - often reaping substantial benefits. Perhaps crucially, the newly signed Anglo-German Treaty constitutes a substantial weight on the scales of neutrality.

Though we would never dare accuse the German nation of self-serving motives in its desire for peace in Europe, these issues cannot be overlooked if a lasting peace is to be obtained. We therefore encourage that belligerent nations in this conflict heed the German call for a ceasefire - but also encourage that a third party nation, one without such ties to the conflict, or even to the region, be called in the arbitrate this dispute.

The Mexican government would nominate perhaps the distant government of Japan, whose neutrality seems assured; or perhaps the Northamerican states, if a less distant nation is sought. We would also humbly offer the services of the Corte de Justicia Latinoamericana (Latin American Court of Justice) if the belligerent parties deem it desirable - filled with some of the finest juridical minds in America, with ties to all of Europe and a long jurisprudential history that reaches back to the traditions of the Old World, yet distant enough too arbitrate neutrally, the Corte is the only purpose-designed institution on the globe for the resolution of disputes between nations.

Whatever the judgement of the belligerents here involved, we will of course respect it, and retain our neutral position (we can hardly do much else) - but if a lasting peace is to be attained, an adjudicator whose impartiality is without dispute is vital.

If for some reason the parties involved do not find the German Empire adequate to arbitrate the armistice. As a neutral party, Germany endorses Paul de Smet de Naeyer, prime minister of Belgium for the task. Should talks begin under Belgium, and fail. Possibilities regarding arbitration under the LACJ should be explored.
