Tanzania, as a nation with aspirations of developing its petroleum reserves both natively and with foreign investment, an industry which is of late growing in significance on both aforementioned scales, hereby formally applies for membership status.

Mehdi Vakil, Representative to OPEC for the Imperial State of Iran


This representative must inform the partaking countries that the Imperial State of Iran temporarily suspends its OPEC membership and will not feel obliged to keep to OPEC rules and regulations as set at its founding in 1960. As a consequence, we will not vote on the admission of Tanzania to OPEC.

The Republic of Indonesia would ask the Imperial State of Iran if it is possible for her to elaborate on the reason behind such a move, as a founder member?

We are for that matter in favour of Tanzanian membership, given the size of their oil exports.

We are likewise curious at Iranian attempts to "suspend" its OPEC membership. Not least because in accordance with the OPEC charter, suspension of membership is not possible - a nation must issue a notice to withdraw to the conference of member states declaring its intention to withdraw, which shall only be effective from the next calendar year.

Nevertheless, we are concerned that this move relates to other diplomatic disputes, and warn the Iranian representative that it ought not to allow its foreign policy whims in one area pollute its objectives in other areas, lest it set a dangerous precedent for itself and others - not to mention the damage done to its international relations.

The Imperial State of Iran does not wish to remain in an organization that is harmful to its own industrial , political and economic interests and as such will have withdrawn permanently by 1969. It is in this motive that His Imperial Majesty the Shahanshah and the Majlis have decided to withdraw from OPEC.

We are deeply saddened to hear this from Tehran, and hope a fuller explanation may be forthcoming. Indonesia is not involved in the diplomatic disputes which are implied by Iraq to have influenced this decision, and would state our opposition to the use of OPEC as a vehicle for such.

We shall work to allay any Iranian fears on the purpose of OPEC before such a step may be taken officially. OPEC serves not to harm our interests, but protects the stability of supply and demand. Iran's national interest would in the long run be hindered, not honoured by a withdrawal from an organisation founded thanks to international cooperation. Jakarta is willing to open immediate discussions between present members to retain Iran's key place as a founding member.

The Indonesian government, following talks with the relevant parties, is greatly relieved to report that the Imperial State of Iran has been satisfied as to their concerns for the present, and thus shall not be withdrawing from OPEC.
