[SENATE] Bill to Ratify the Spitsbergen Treaty

Colleagues and comrades, this proposal should be quite clear-cut.

Bill to Ratify the Spitsbergen Treaty

Whereas the Spitsbergen Archipelago, during the last few years also known as "Svalbard", has become a demilitarised zone open for foreign investment and enterprise via the Spitsbergen Treaty of 1920, which allows all signatories equal rights to engage in scientific research, coal mining, fishing, whaling and other commercial activities in said territory,

Whereas several regional neighbours of Brazil such as the Dominican Republic (3 February 1927), Argentina (6 May 1927), Venezuela (8 February 1928) and Chile (17 December 1928) have ratified the Spitsbergen Treaty,

  • Section 1. The Republic of the United States of Brazil shall accede to the Treaty recognising the sovereignty of Norway over the Archipelago of Spitsbergen, including Bear Island of 1920, as defined by the High Contracting Parties here.
  • Section 2. This assembly calls upon the Most Excellent Mr. President of the Republic and the Honourable Government of the Republic of the United States of Brazil to speedily take measures to ensure that the Republic deposits its instrument of ratification of the aforementioned Teaty.
  • Section 3. This bill shall go into effect thirty-one (31) days after passage.

we find this bill both funny and sad. sad for the fact that this chamber is really spending time on bills that have not an inking to deal with the needs and wants of our OWN citizens [there needs and wants being great and many] and would rather fiddle the possiblelity of this fair government investing into a forgin nation than our own

Funny besucse it seems like this party is more concerned with international politics then national politics.

We see no reason to avoid signing this treaty, as it is hardly the most vital treaty with regards to Brazilian interests. As such we support the swift passage of this bill.

We thank the party of His Excellency the President for their support.

As for the representatives of the esteemed "kulaks", our Liberator colleagues, please remember thst there are 350 Deputies in this chamber, hundreds more parliamentary aides and secretaries, and a total of three months in every parliamentary session (((OOC: each turn))). Surely, multi-tasking is not out of the question. We can both form positive relations with foreign peoples and take care of our own.

The Social Democratic Party sees that it is only fitting our status as a leading nation in our region that we participate in the international treaties of the day. The new global economy that has emerged after the Great War has made us ever more linked to our European neighbors, and if we wish to keep them from being our exploiters as they were in the days of colonialism, it would behoove us to assert ourselves on the world stage. Or perhaps the PL representative would think we need to be more humble than those prideful Dominicans, acting above their station on the world stage?

We are in favor of ratifying this treaty.

As this bill has received a majority support (197 votes out of 350), and there has been a significant lack of further votes until the recent AIB contribution (thank you for that), perhaps it would be fit to count it as having passed, and note the other votes as not in attendance.

The Liberal Democratic Party (91) will vote yes.

We apologise for our deliberations on this bill consuming so much time, but we would advise our esteemed colleague to avoid hand waving off almost a full half of this body.
